Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

The Field Engineer will lead all technical aspects of community-based infrastructure maintenance and shelter repairs in Far Al Udayn District – Ibb Governorate. This role ensures safe, durable, climate-resilient, and disability-inclusive designs across drainage, lighting, WASH facilities, communal spaces, and individual shelters.

Key Responsibilities: 

  • Conduct technical damage assessments on shelters, quantifying damage levels and preparing detailed Bills of Quantities (BoQs) per unit.
  • Conduct rapid and in-depth technical assessments of shelter damage and site infrastructure needs; quantify damage levels and produce detailed Bills of Quantities (BoQs), cost estimates, drawings, and structural calculations.
  • Participate in leading procurement and tendering processes for construction materials and technical services: draft BoQs, issue solicitations, evaluate bids on technical merit, cost, and provider capacity, and oversee contracting.
  • Coordinate initial and final inspections of materials at supplier warehouses and JAAHD stores; verify compliance with technical specifications before acceptance.
  • Supervise implementation by contractors and cash-for-work teams: monitor drainage works, lighting installation, communal space upgrades, WASH infrastructure, and disability-focused adaptations (ramps, handrails).
  • Perform daily quality-assurance field visits: verify workmanship against approved BoQs, enforce safety protocols, issue completion certificates, and maintain an accurate progress inventory.
  • Provide hands-on training and technical guidance to beneficiaries and cash-for-work participants on safe handling of tools, construction methods, and maintenance practices, ensuring no minors are involved.
  • Collaborate with community committees and local authorities: facilitate regular meetings (with women, youth, PWDs), record minutes and attendance, integrate feedback into designs, and secure technical approvals.
  • Update and maintain the camp information management system with infrastructure data, BoQs, progress reports, and photographic documentation (before/during/after).
  • Liaise with cluster engineers, MoSAL, and other stakeholders to align works with sub-national plans, protection considerations, and universal-design standards.
  • Draft and submit timely technical reports to the Project Officer, highlighting challenges, lessons learned, and recommendations for improvement.
  • Support accountability and protection by integrating “do no harm” principles: identify site-level risks, ensure shelters include partitions/locks, and advocate for inclusive decision-making.
  • Represent JAAHD at site-level forums, cluster coordination meetings, and with media or civil-society actors, upholding organizational impartiality and compliance with all policies.
  • Perform any other engineering or site-management duties as requested by the line manager.

Qualifications and Requirements:

  • University degree in Civil Engineering or a related technical discipline.
  • Minimum of 3 years’ professional experience in humanitarian or community infrastructure engineering.
  • Proven ability to prepare BoQs, technical drawings, structural calculations, and detailed cost estimates.
  • Hands-on experience supervising construction/maintenance works, quality-assurance inspections, and safety enforcement.
  • Strong field-leadership, problem-solving, and verbal/written communication skills in Arabic and English.
  • Proficiency with engineering software (AutoCAD 2D/3D, Civil 3D, Revit, SketchUp, or similar).
  • Knowledge of universal-design and disability-inclusive infrastructure standards.
  • Familiarity with cash-for-work modalities and community-engagement processes.
  • High attention to detail, accuracy, and a structured approach to task management.
