PROTECTION and INCLUSION PROJECT SUPERVISOR - Aden

Contextualization

Since 2014, Humanity & Inclusion has been a vital contributor to Yemen's humanitarian response, targeting its crisis with strategic initiatives. Our core mission is to assist conflict victims, especially those injured or disabled, and deploy urgent interventions in frontline locations.
Our active engagement spans hospitals and rehab centres in Sana’a, Hajjah, Aden, Lahj, and Taizz governorates. We supply physical rehabilitation, mobility aids, and psychosocial support to those affected. Moreover, we educate and train local healthcare workers to enhance their rehabilitation and war injury treatment skills.

We advocate for inclusivity in humanitarian aid, backing other organizations in Yemen to cater to disabled individuals, the socially isolated, women, the elderly, and children.
Given the widespread threat of explosive devices and mines, Humanity & Inclusion leads risk education initiatives, teaching people to identify, avoid, and report these hazards.

Reporting to the Project manager (Area Manager in absence of Project manager) and in close collaboration with Mental Health and Psycho-social support (MHPSS) and Inclusive Humanitarian Action (IHA) specialist and Technical Officers, the Project Supervisor will play a pivotal role in executing Humanity & Inclusion's mandate and 10-year strategy within their assigned country. You will be responsible for managing your project(s) with an emphasis on quality and impact. This involves close collaboration with the technical and support teams, as well as direct management of a project team.

As the MHPSS and inclusion Project Supervisor, your core mission is to enhance the quality and effectiveness of Handicap International's MHPSS and IHA projects. This entails operational supervision of our field staff, strategizing and planning MHPSS and IHA activities, and bolstering the capabilities of our team through quality support aligned with the technical support provided by the technical unit,

Working in tandem with the Project Manager and MHPSS and IHA Specialist/MHPSS and inclusion Technical Officer, will plan and execute MHPSS and inclusion interventions with various partners and stakeholders. You will also facilitate learning by developing and implementing action and training plans, and supervision and on-job coaching where applicable.

Your efforts will ensure smooth project execution, promote mental health and psychosocial well-being among beneficiaries, and reinforce our organization's commitment to empowering persons with disabilities through comprehensive, quality mental health, psychosocial support and inclusive humanitarian action.

Missions / responsibilities

Mission 1: Supervision of Inclusion Agents ,PSS Workers and/or GBV Workers

  • Leadership: Embody HI's values daily and lead by example.
  • Strategy Translation into operations: Understand and articulate the strategy, translate it into operational objectives for your team, and lead necessary changes under the guidance of PM and in close collaboration with MHPSS and inclusion Technical Unit. Encourage inter and intra-departmental exchanges of practice, innovation, and risk-taking.
  • Operational Management: Organize your team's operational management, structure work around identified processes, steer performance and facilitate problem resolution.
  • Capacity Building: Contribute to the development of your team, fostering commitment, professionalism, and adherence to HI's policies and code of conduct.

Mission 2: Operational implementation of MHPSS and Inclusion interventions

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks 

  • Contribute to project planning and implementation of MHPSS/GBV and inclusion activities in line with existing frameworks. This involves planning and preparing activities adhering SoPs/guidelines, ensuring the correct allocation of resources, regular reporting, coordinating with the technical unit to ensure the quality, and suggesting necessary adjustments to the line manager.

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning 

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes. 
  • Contribute to project evaluations at the request of the line manager, and ensure that project evaluation recommendations are followed. 
  • Contribute to the setup and smooth running of accountability mechanisms. 
  • Contribute to project learning.
  • Conduct regular field visits to all targeted areas to ensure project activities are implemented according to project plans. 
  • Report general progress and issues identified to project manager, as well as notify the TU on the technical matters 
  • In collaboration with Technical Unit (TU), plan, implement and follow-up on activities and interventions (including tools and materials development, IEC materials, handouts and training contents, etc.) 

Responsibility 3: Ensure project data management 

  • Uphold Data Collection Standards: Guarantee the availability and correct usage of suitable data collection and management tools within the project, adhering to global benchmarks.
  • Support the database officer in the collection and compilation of rehabilitation related data in the relevant database. 

Responsibility 4: Coordination with Project Team members and with the Technical Unit 

  • Facilitate Collaborative Meetings: Under the approval of your line manager, orchestrate coordination meetings between your team and the TU as and when required.
  • Foster Team Synergy: Ensure a cohesive working relationship between you and the project team member, also with support teams, notably shared and technical services, to facilitate efficient project implementation within the operational area.

Responsibility 5: Contribute to external project communication  

  • Enhance HI’s Influence: Expand HI’s external impact by engaging in relevant networks when necessary.
  • Advocate for the Project: Effectively articulate project details to partners, authorities, and stakeholders when appropriate.

Mission 3: Emergency Preparedness and Response 

  • Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Qualification    

Minimum Bachelor’s Degree in Psychology, Social Work, or a related field. Diploma/degree/certificate in clinical psychology is preferred.

Experience    

  • Minimum 3 years working experience in MHPSS sector working for an international NGO or local NGO;
  • Proven experience in supervising PSS workers and/or GBV Workers and field teampreferably in a humanitarian setting.
  • Minimum 1 year working experience in implementing integrated GBV programs. 
  • Strong understanding of MHPSS,GBV and inclusion approaches, concepts,  frameworks, and guidelines.
  • Ability to collaborate closely with technical unit, and to improve the quality of work as per the technical guidance.
  • Excellent leadership, communication, and organizational skills.
  • Ability to work in a multi-cultural, multi-disciplinary team.
  • Excellent written and verbal communication skills in English and Arabic
  • Good interpersonal and communication skills.
  • Sound coordination and networking skills.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
