Position Title : Reproductive and Child Health (RCH) Specialist
Department : Programs Department – Health Sector
Duty Station : Aden (with frequent travel to field locations as required)
Reports To : Projects Coordinator
Contract Type : Short Term Consultant (Project-based)

Background
The Reproductive and Child Health (RCH) Specialist will provide technical support and oversight for all reproductive, maternal, newborn, child, and adolescent health (RMNCAH) interventions implemented by the organization. The position is responsible for ensuring the quality, effectiveness, and compliance of health activities with donor requirements, national health policies, humanitarian standards, and international best practices.
The RCH Specialist will play a key role in project design, implementation, monitoring, reporting, capacity building, coordination, and representation with relevant stakeholders, including health authorities, donors, UN agencies, and humanitarian coordination mechanisms.
Purpose of the Position
To support the technical planning, implementation, monitoring, evaluation, and quality assurance of reproductive and child health interventions while ensuring effective coordination, donor compliance, and achievement of project objectives.
Key Responsibilities
1. Technical Leadership and Program Support
- Lead the design, planning, implementation, and monitoring of reproductive, maternal, newborn, child, and adolescent health interventions.
- Ensure all health activities are implemented according to national protocols, WHO guidelines, Sphere Standards, MISP, and donor requirements.
- Provide technical guidance to project teams and health facility staff.
- Support the integration of reproductive and child health services into primary healthcare programs.
- Conduct technical assessments, gap analyses, and needs assessments to inform programming decisions.
- Develop implementation plans, work plans, and monitoring frameworks for RCH interventions.
- Ensure quality assurance mechanisms are established and regularly monitored.
- Identify implementation challenges and recommend corrective actions.
2. Project Development and Proposal Writing
- Contribute to the development of concept notes, project proposals, and technical narratives for donors.
- Participate in needs assessments and situation analyses to support project design.
- Develop logical frameworks, indicators, targets, and monitoring plans related to RCH programming.
- Provide technical inputs for budgets and activity planning.
- Support donor engagement by providing technical information and program updates.
3. Field Supervision and Capacity Building
- Conduct regular field visits to health facilities and project sites.
- Supervise field teams, health officers, midwives, nurses, and community health workers.
- Provide on-the-job coaching and mentoring to healthcare providers.
- Assess training needs and develop capacity-building plans.
- Facilitate technical training sessions on maternal health, newborn care, child health, family planning, infection prevention and control, emergency obstetric and newborn care, and related topics.
- Monitor adherence to clinical protocols and service quality standards.
4. Monitoring, Evaluation, Accountability and Learning (MEAL)
- Develop and monitor key performance indicators for RCH activities.
- Ensure accurate collection, verification, analysis, and reporting of health data.
- Utilize DHIS2, KoboToolbox, and other approved information management systems.
- Conduct routine data quality assessments and data validation exercises.
- Analyze trends and generate evidence-based recommendations for program improvement.
- Support baseline, midline, endline, and post-distribution monitoring activities where applicable.
- Ensure lessons learned and best practices are documented and shared.
5. Reporting and Documentation
- Prepare high-quality weekly, monthly, quarterly, annual, and final reports.
- Develop situation reports, technical updates, success stories, case studies, and presentations.
- Ensure timely submission of reports according to donor and organizational requirements.
- Maintain accurate program documentation and records.
6. Coordination and Representation
- Represent the organization in Health Cluster meetings and relevant technical working groups.
- Participate actively in Reproductive Health, Maternal and Child Health, and Nutrition coordination platforms.
- Maintain effective coordination with the Ministry of Public Health and Population (MoPHP), local authorities, UN agencies, NGOs, and other stakeholders.
- Share technical updates and contribute to sector-wide planning and response initiatives.
- Build and maintain strong professional relationships with partners and donors.
8. Safeguarding, Protection, and Compliance
- Promote safeguarding, protection, gender equality, and inclusion principles across all activities.
- Ensure confidentiality and ethical management of beneficiary information.
- Ensure compliance with organizational policies, donor regulations, and humanitarian principles.
- Promote accountability to affected populations and community feedback mechanisms.
Required Qualifications
- University degree (Bachelors or Masters in Medicine). Applicant must be a Medical Doctor with relevant and active experience in medical settings.
- Experience in Reproductive Health, Global Health, or related field is highly desirable.
- Professional certifications in RMNCAH, Emergency Obstetric Care, Health Management, or related fields are an advantage.
Experience
- Minimum 5 years of progressively responsible experience in reproductive and child health programming.
- Previous experience with INGOs, UN agencies, or humanitarian organizations.
- Demonstrated experience in emergency and development health programs.
- Experience in proposal development, donor reporting, and project management.
- Experience working within Health Cluster coordination mechanisms.
- Experience supervising multidisciplinary teams.
Technical Skills
- Strong understanding of RMNCAH programming and humanitarian health standards.
- Excellent proposal writing and report writing skills.
- Experience using DHIS2, KoboToolbox, Microsoft Office Suite, and health information systems.
- Strong analytical and data interpretation skills.
- Budget management and project planning experience.
- Knowledge of donor regulations and compliance requirements.
Languages
- Fluency in English and Arabic (written and spoken) is required.
- Strong technical writing and presentation skills in English.

Working Conditions
The position requires frequent travel to project locations, health facilities, and field sites, including remote and hard-to-reach areas, depending on operational needs and security conditions.
