Job Objective

Ruya Energy Company is a subsidiary of the Hayel Saeed Anam Group (HSA), specializing in the implementation of solar energy projects. The company is currently seeking to recruit a qualified candidate for the position of Technical Proposal Engineer
The candidate will be responsible for supporting the preparation of technical proposals and tenders for solar energy projects, including technical designs, BOQs, and specifications. The role also includes coordinating with suppliers and internal teams to prepare competitive offers and support the company’s business growth.

Main tasks and Responsibilities

• Study tender documents, requests for quotations, specifications, and drawings, and analyze the scope of work and technical requirements. 
• Prepare technical offers and engineering proposals in accordance with client and tender requirements. 
• Prepare and review BOQs, quantity schedules, technical specifications, and equipment and material lists. 
• Prepare the Technical Compliance Matrix and ensure that the proposal complies with the specifications and requirements. 
• Prepare the preliminary technical designs and calculations required for the proposal. 
• Select suitable technical solutions and components in coordination with suppliers and relevant parties. 
• Review suppliers’ offers from a technical perspective and coordinate with the Procurement Department to obtain the required prices and information. 
• Prepare execution methodologies, scope of work, technical assumptions, and exclusions. 
• Coordinate with Sales, Projects, Procurement, and Finance to ensure the technical and financial proposals are aligned. 
• Respond to technical inquiries from clients and tendering entities and provide the required clarifications. 
• Review and check proposals before submission and ensure that all required documents are complete and submitted on time. 
• Handover technical information and documents to the Projects Team after project award and support them in clarifying the proposed solution. 
• Comply with technical standards and specifications, as well as company policies and procedures.
• Other assigned tasks by the line manager.

Position Requirements

Qualifications: 

• University Degree in Power Engineering/ solar energy or a related field.

Experience    

• 2-3 years minimum experience in the industry in the following:
• Knowledge in solar energy systems. 
• Knowledge in solar pump systems 
• Experience in following up and supervision of projects 
• Knowledge in goods and items of solar energy and electrical power. 

Skills 

Essential Abilities/ Competencies of this job role    

• Strong knowledge of tendering and proposal preparation, including technical and commercial requirements. 
• knowledge of Commercial aspects. 
• Strong knowledge of photovoltaic and electrical systems design, commissioning and optimizing system components for energy production
• Strong skills of supervising and following up with sub-contracts and clients.
• Self-development in knowledge and skills.
• Motivative to learn and study more.
• Experience reading and understanding technical specifications and drawings.
• Deep technical knowledge of standards and principles of engineering.
• A solid understanding of business cases and risk management processes 
• Must possess teamwork spirit, ability to work under minimum supervision.

• Proficient in MS office Package
• Must be proficient in both English & Arabic
