1.    Job Profile

The TEFA & PSFP Team Leader plays a key role in supporting the effective implementation of TEFA and PSFP interventions at the district level. The officer is responsible for leading field operations, supervising FDP teams, and ensuring that all activities are delivered in line with program standards and objectives. S/he will oversee targeting, registration, and distribution processes to ensure quality, accuracy, and accountability, while conducting regular field monitoring to track progress and address any gaps. The role also involves preparing district-level reports, maintaining accurate records, and ensuring proper documentation of all activities. The TEFA & PSFP Technical Officer will actively engage with district authorities and community leaders to facilitate smooth implementation and strengthen coordination. Additionally, the officer ensures full compliance with WFP and cooperating partner standards, contributes to problem-solving in the field, and supports continuous improvement of program delivery and impact.

2.    Key responsibilities 

-    Context background;

  • Lead district-level implementation of TEFA and PSFP activities, ensuring alignment with approved plans and operational targets.
  • Supervise FDP teams and provide technical guidance to ensure quality, consistency, and accountability across all activities.
  • Conduct regular field monitoring to ensure proper targeting, accurate registration, and efficient, transparent distribution processes.
  • Maintain accurate and up-to-date records of all activities, ensuring proper documentation and adherence to data management protocols.
  • Prepare and review district-level reports, ensuring accuracy, completeness, and timely submission.
  • Engage with district authorities and community leaders to support coordination, facilitate access, and strengthen community acceptance.
  • Identify operational challenges and take corrective actions in coordination with supervisors to ensure smooth implementation.
  • Ensure compliance with WFP and cooperating partner standards, including adherence to guidelines, procedures, and accountability frameworks.

Relationships Management 

  • Collaborate closely with FDP teams to ensure effective implementation, supervision, and quality of TEFA and PSFP activities at the district level.
  • Act as the primary link between district field teams and higher-level management, ensuring clear communication, coordination, and timely feedback.
  • Work with team members to promote effective communication, teamwork, and problem-solving during field operations.
  • Build and maintain strong relationships with district authorities and community leaders to facilitate access, coordination, and community engagement.
  • Coordinate with monitoring and reporting teams to ensure accurate data collection, reporting, and documentation of activities.
  • Engage with cooperating partners and relevant stakeholders to ensure alignment with program objectives and compliance with WFP standards.
  • Support a collaborative working environment by encouraging transparency, accountability, and sharing information across teams.

Key deliverable (main duties, with sub-tasks)  

  • Lead district-level implementation of TEFA and PSFP activities, including planning field operations, organizing distribution schedules, and ensuring resource allocation aligns with program targets.
  • Supervise FDP teams by providing day-to-day guidance, monitoring performance, and ensuring adherence to operational procedures and quality standards.
  • Conduct regular field monitoring visits to ensure proper beneficiary targeting, accurate registration, and transparent, efficient distribution processes.
  • Ensure the quality and accuracy of registration and distribution data by reviewing records and verifying compliance with eligibility criteria and program guidelines.
  • Prepare, review, and submit district-level reports, ensuring completeness, accuracy, and timely submission in line with reporting requirements.
  • Maintain organized and up-to-date records of all activities, including beneficiary data, distribution reports, and monitoring findings.
  • Engage with district authorities and community leaders to facilitate coordination, address concerns, and strengthen community participation and acceptance.
  • Identify operational challenges and bottlenecks during implementation, take corrective actions, and escalate critical issues to higher management when necessary.
  • Ensure full compliance with WFP and cooperating partner standards, including adherence to guidelines, accountability measures, and protection principles.
  • Support continuous improvement by documenting lessons learned, best practices, and recommendations to enhance the effectiveness and quality of program implementation.

3.    Person Specification

Essential criteria (education degree, years of experience)

  • Bachelor’s degree in business administration, Logistics, Management, or a related field.
  • Minimum of one year of experience in humanitarian or development programs, preferably in distribution, field operations, or team supervision.
  • Demonstrated experience in managing field teams and coordinating day-to-day operational activities in fast-paced environments.
  • Proficiency in MS Office applications (Outlook, Word, Excel) with solid IT skills to support reporting and operational tasks.
  • Proven ability to work collaboratively with team members and stakeholders to meet deadlines and operational targets.
  • Experience in handling sensitive information and maintaining confidentiality is desirable.
  • Strong organizational and problem-solving skills, with the ability to manage multiple tasks during distributions.
  • Good understanding of field operations, distribution processes, and how roles integrate within broader program activities.
  • Strong communication and interpersonal skills to effectively engage with beneficiaries, community representatives, partners, and team members.

Desirable Criteria:

  • Familiarity with distribution management practices and standard operating procedures within humanitarian or development programs.
  • Understanding of how field operations and distribution activities align with organizational objectives and program goals.
  • Ability to effectively engage with diverse stakeholders, including community members, and facilitate coordination meetings or briefings.
  • Experience in conflict resolution and crowd management to ensure smooth and safe distribution processes.
  • Strong problem-solving and decision-making skills to address challenges during field operations.
