Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

- Contract duration: Till 31 December 2026 with the possibility for renewal
- Basic monthly salary (taxable): 1747$ to 2088$ based on experience salary calculation (excluding other benefits offered by the organization)

Position Summary
In close coordination with the WaSH programme manager and technical head of department, the WaSH team and the overall ACF’s team, support the development and implementation of high-quality WaSH activities, tailored to the needs and the context and aligned with the ACF’s programme strategy, as well as the WaSH standards defined by ACF and through national policies
Objective 1: Participate in needs and impact related assessments and ensure adequate monitoring of the WaSH activities implemented.
Activities:
- Assist the Programme Manager in organizing needs and impact related assessments, and technical sanitary assessments for the water and sanitation facilities at HF and community levels.
- Engage in the preparation of assessment tools and guidelines, train the WaSH Supervisor and Team Leader in data collection, data cleaning, data storage and data analysis.
- Ensure that beneficiaries are informed of the vulnerability, selection, and targeting criteria and of registration procedures and regularly monitor adherence to selection and targeting criteria.
- Ensure that input and up to date beneficiary data are regularly collected and analysed and properly stored.
- Prepare lists of WaSH committees, ensuring adherence to selection and targeting criteria.
- Assist the Programme Manager and the programme quality team in preparation and delivery of monitoring, evaluation and accountability systems used to ensure programme quality.
- Ensure that programme databases are regularly updated and ongoing data verification.
Objective 2: Assist the Programme Manager in developing and adapting strategies to implement water and sanitation activities.
Activities:
- Assist the Programme Manager in conducting regular reviews of hygiene promotion (HP) and behavior change approaches, as well as hardware designs and implementation modalities, proposing improvements for quality and effectiveness.
- Participate in the design, planning, and implementation of HP sensitization campaigns and of the rehabilitation of water and sanitation infrastructures at the community and health facility (HF) levels.
- Ensure quality and timely implementation of the activities as defined by the Program Manager.
- Organize information and participatory meetings with community members on technical aspects: locations of WaSH facilities, use of water points, maintenance and repair of pumps, how to obtain spare parts etc.
- Supervise water quality analysis: ensure physical, bacteriological and chemical analyses are done and reported properly.
- Support the water quality technician in the interpretation of the results.
- Collect and compile the analytical reports from the water quality technician and supervisors.
- Analyse and inform the Program Manager of any project needs (HR, financial, logistics).
Objective 3: Organize and supervise the implementation of the WaSH activities.
Activities:
- Establish WASH implementation plans to guide the implementation of the WaSH activities and ensure that all activities are implemented within the allocated timeline and in a quality manner.
- Supervise the implementation of the WaSH activities and prepare a weekly report detailing progress made and challenges encountered. Share this report with the Programme Manager on a weekly basis.
- Propose innovative solutions/techniques and activities quality improvement measures and support the team to apply them.
- Analyse and inform the Program Manager of any project needs (HR, financial, logistics).
Objective 4: Contribute to ensure quality project implementation, proposal writing and reporting.
Activities:
- Assist the Programme Manager in planning, implementing, monitoring and evaluating WaSH Activities through developing dedicated project management tools and maintaining them up to date.
- Review the programme made against the project targets and suggest solutions for better performance of the projects and teams.
- Produce activity weekly report and contribute to the team monthly, quarterly and final reports.
- Provide inputs to contribute to project reports.
- Provide inputs to contribute to project proposals development.
Objective 5: Represent the organisation when liaising with its partners
Activities:
- Explain the project’s activities and objectives to the organisation’s partners and the supported population.
- Coordinate with partner, community leaders and key stakeholders to inform them of the projects and ensure their participation when needed.
- Act as a link between the organisation and its partners.
Objective 6: Build capacities of the WaSH team
Activities:
- Identify training needs within the WASH team, propose a capacity-building plan addressing the capacity building needs identified and implement it jointly with the Programme Manager.
- Provide mentoring, on the job training and dedicated trainings to the construction team.
- Organize workshops and training for related local authority and local partners.
- Conduct monitoring visits, accompanying the hardware teams during the implementation of WaSH activities at health facility and community level and providing feedback and recommendation to the team for improvement and quality enhancement purposes.
Objective 7: Supervision of the WaSH team.
Activities:
- Participate in the recruitment of the project WaSH team as per identified needs.
- Design and ensure regular follow up of team’s work schedule according to assigned tasks.
- Organize the work of the WASH Program team members: optimize the distribution of tasks according to the members’ potentials.

Qualifications Needed / Required Skills:-
Education and experience:
BSc in civil engineering, with at least two years of relevant professional experience in the WaSH sector, preferably with international organizations.
ENGLISH verbal and written skills are mandatory.
