• Job Title:  WASH Officer
• Location:  Hodeidah with field visits to Hajjah governorate
• Contract duration: Fixed term contract for six months with possibility of extension.
• Basic monthly salary (taxable): 1041 $ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
• Hierarchical / Functional / supervisor/ line manager: Field Coordinator / WASH Head of Department  

Objective of the position:  

This person will be responsible for the General Supervision of the implementation of WASH intervention program in ACF target areas in Al Hodeidah and Hajjah Governorates with efficiency, quality and relevance and in line with the mandate, technical criteria, environmental regulations and ACF strategy and following internal requirements and regulations of donors.

Mission 1:  Project follow-up:

Activities :

• Responsible for the implementation, management, supervision and support of the assigned components of the WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards
• Manage the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place 
• Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the relevant field managers 
• Work towards the continual improvement of the processes and the technical implementation of the WASH programme 
• Provide input into the integration of beneficiary participation and accountability in all aspects of the project
• Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors 
• Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken 
• Input into the development of the country strategy, new projects and/or donor proposals as requested by field managers, coordination team and HQ

Mission 2: Logistical and administrative management of water and sanitation activities under its responsibility.

Activities : 

• Follow the indicators, the budget, the purchase plan, the activities, the schedule and participate in the planning.
• Prepare the bills of quantities for rehabilitation and construction works and share it with WASH HOD on time, in accordance with the logistical, administrative and financial regulations of the mission.
• Support in identifying suppliers, hiring qualified labor and preparing the necessary technical documents.
• Draft technical Specification of HF construction, well construction, Spring protection and latrine;
• Overall responsible for the production of any Bill of Quantity.
• Archive all means of verification and information (physical and electronic) of the different activities carried out in the project.
• Schedule, together with the technical team of the project, the weekly execution of activities in coordination with the other technical and support departments.

Mission 3: Coordination with other relevant actors.

Activities : 

• Establish (whenever delegated and at field level) the network of contacts and coordination with external actors (Districts, leaders, other NGOs, volunteers, subcontrac-tors...)
• Transmit all necessary and complete information in a timely manner to ensure safety in the areas of operation.
• Explain the project’s activities and objectives to partners and the population.
• Attend WASH sub-national cluster meeting

Mission 4: Participate in  assessment and ensure Monitoring tools are used properly and regularly Activities : 

• Identify, assess and document WASH needs among crisis-affected populations in your area of intervention
• Engage in Preparation of survey formats, and , train HP software teams for data collection, storage and analysis.
• Ensure that beneficiaries are informed of the vulnerability, selection, and targeting and registration procedure; and regularly monitor adherence to selection and targeting criteria.
• Ensure that input and up to date beneficiary data are regularly monitored and properly stored. 
• Ensure lists and beneficiary/distribution cards are ready and according to the criteria before distribution. 
• Assist the PM and MEAL dep. in preparation and delivery of field feedback tools and mechanisms, 
• Ensure software databases are regularly updated.

Mission 5: Supervise and manage the WASH team:

Activities : 

• Team management (leadership, monitoring, motivation);
• Assessment of team members (officials);
• Approve all administrative issues, for example timesheets in collaboration with the line manager.
• Delegate tasks whenever is necessary.
• Prepare all casual requests and share all relevant documents with support team on time 

Required Qualification, Skills and Experience

Education and Experience 

• Bachelor’s degree in relevant discipline
• At least two years relevant professional experience in the WASH field preferably with international organization.
• Qualification in a relevant discipline (EG. community development, WASH, Engineering, environmental science). with at least two years relevant professional experience in the WASH field preferably with international organizations
• Capability to appraise water supply and sanitation facilities determining current status, needs/gaps, improvements needed,

Skills and Personal Qualities

• Project management capacity – Ability to analyze and synthesize – Capacity to supervise a team including casual workers – Organizational qualities – Diplomacy – Good relations with people – Flexibility – Dynamism.
• Professional skill in needs identification, costs estimation  and BoQs preparation,
• Skills in excel analysis and data base management,
• Experience in WASH in Emergency/Health Facilities infrastructures development would be a distinct advantage.

Essential 

• Proven ability to manage a team.
• Good report writing and interpersonal skills

Preferred 

• Good Knowledge of the project area.
• Coordination skills
