Duty Station: Sana’a, Yemen with frequent travelling to YRCS Branches across Yemen
Duration of Assignment: 6 months
Terms of employment: Full-time Employment according to YRCS regulations
Organizational context
The Yemen Red Crescent Society (YRCS) is one of the key local humanitarian actors in Yemen and a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) network and broader RCRC movement, with operational presence in all 22 governorates, and is uniquely positioned to deliver an integrated lifesaving humanitarian assistance to vulnerable communities.
The Yemen Red Crescent Society (YRCS) has been implementing various humanitarian activities and long-term projects aiming at building resilient communities since its establishment in Yemen. YRCS strive to build the capacity of the communities to enable them to help themselves during both disasters/crisis and normal time. Taking this into consideration, the YRCS has developed its strategic plan 2023-2027.
The YRCS strategic plan has set a vision “protect human dignity, save lives and promote the wellbeing of vulnerable people”. In line with its vision, a mission statement has been developed along with five strategic objectives to build resilient communities through various humanitarian and development initiatives primarily in the field of Health, Water, Sanitation and Hygiene (WASH), Disaster Management (DM), Organizational Development (OD) and Humanitarian Diplomacy (HD).
The WASH technical assistant will mainly work with YRCS WASH/WatHab Coordinator and to support him in facilitating and coordinating the overall management, implementation and supervision of KOICA project activities and overall YRCS WASH activities and other related actions fall under the WASH Department and will provide direct operational field support for all WASH related initiatives implemented by YRCS at different levels.
Job purpose
The WASH Technical Assistant will provide technical, coordination, and administrative support to the WASH/WatHab Coordinator in the planning, implementation, monitoring, and reporting of KOICA project and overall WASH activities. The role will focus on the overall WASH program and particularly on KOICA-funded project, ensuring timely follow-up with YRCS branches, KOICA project teams, and relevant stakeholders to achieve quality results and compliance with donor requirements.
Job duties and responsibilities
Key Responsibilities
1. Project Coordination, Follow-up and representation
- Support the WASH/WatHab Coordinator in the planning, coordination of KOICA project and other WASH activities with YRCS branches, HQ, and KOICA project teams.
- Follow up on activity implementation progress in the field and with relevant HQ teams, ensuring timelines and quality standards are met.
- Facilitate communication between HQ, branches, and partners for smooth implementation of KOICA project activities and other WASH activities.
- Coordinating and arranging meetings with relevant stakeholders and processing different approval requests for the project activities where needed.
- Collaborate with IFRC KOICA program coordinator on KOICA project activities and provide relevant assistance and support for the KOICA project activities.
- Attend WASH relevant sector specific coordination meetings, if the WatHab Coordinator is unavailable, at national level and occasionally coordination meetings at governorate level together with the respective programme officer and branch management/ field officers.
2. Administrative & Financial Support
- Prepare and process working advance requests for WASH and KOICA project activities.
- Follow up on timely clearance of working advances with HQ, branches and finance teams.
- Follow up with HR, Logistic, finance and relevant teams and support in preparation and submission of contractors/service providers payments related to KOICA project and other WASH activities.
- Maintain accurate administrative and financial records for KOICA and all WASH projects.
3. Reporting & Documentation
- Assist in compiling and preparing monthly, quarterly, and semi-annual narrative reports for the WASH Department and KOICA project.
- Support the consolidation of data, field reports, and success stories for donor reporting.
- Maintain proper filing of project documents, correspondence, and reports.
4. Technical & Soft WASH Activities
- Support the planning and implementation of overall soft WASH interventions, including hygiene promotion, awareness campaigns, and community engagement activities under KOICA project in collaboration with CEA officer.
- Assist in developing IEC (Information, Education, and Communication) materials in coordination with technical teams.
- Participate in field visits to monitor and support hygiene promotion and community-led WASH initiatives.
- Facilitate and support processes of procurement and distribution of hygiene kits and materials according to the proposed plan.
5. Monitoring & Quality Assurance
- Coordinate with KOICA PMER officer, CEA officer and assist in collecting monitoring data from branches and field teams and conduct Key informant interviews, Focus group discussions (FGDs) for KOICA project activities in the targeted communities.
- Support in tracking project indicators and ensuring compliance with donors and YRCS standards.

Position Requirements
Qualification:
- Bachelor’s degree in civil engineering, Architecture, public health, Environmental Engineering, Community Development, or related field.
- Any advanced training or certificate in engineering programmes related to designing, drawings, analysis etc.
- Female candidates with relevant skills and experience are encouraged to apply for this role.
Experience
- At least 3-4 years of experience in WASH sector, humanitarian, or development projects.
- Experience in NGOs or INGOs is required
- Experience and Knowledge of hygiene promotion and community engagement/ mobilization approaches is required and essential.
- Experience in preparing reports and following financial procedures.
Skills
- Knowledge and experience of using engineering design software will be an asset
- Ability to work in a multicultural environment.
- Good communication skills having ability to present programmatic information precisely both orally & in writing. Strong coordination, organizational, and communication skills are required.
- Ability to work under pressure and travel to field locations.
- Excellent communication skills in English and Arabic are essential.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
