تسعى منظمة شباب بلا حدود للتنمية، بالشراكة مع صندوق الأمم المتحدة للسكان، إلى التعاقد مع "مستشار مستقل أو شركة استشارية" (دولي/ة عربي/ة) للعمل على تشكيل وإدارة شبكة أقران الشباب في المحافظات اليمنية (تعز وعدن وحضرموت) ولكن يجب أن يعملوا ضمن فريق يشمل مستشارًا أو أكثر من المستشارين المحليين ويجب أن يكون المستشار المحلي المرشح مقيمًا بالضرورة في المناطق الخاضعة لسيطرة الحكومة اليمنية لتنفيذ المهام الميدانية. 

ستتكون هذه الشبكة من 60 عضوًا شابًا (20 من كل محافظة)، وسيكون المستشار مسؤولاً عن ضمان إنشاء الشبكة المؤسسي وبناء قدراتها.

المسؤوليات الرئيسية:

• تشكيل الشبكة وفق معايير واضحة وآليات اختيار دقيقة.
• تقديم الإطار المؤسسي والإداري للشبكة.
• تنظيم ورش عمل لتطوير رؤية ورسالة الشبكة وبناء قدرات أعضائها.

المؤهلات/الكفاءات/الخبرة:

يجب أن يستوفي المستشارون الأفراد والشركات الاستشارية المهتمة المتطلبات التالية:

•  درجة الماجستير في الإدارة أو إدارة منظمات المجتمع المدني أو المجالات ذات الصلة.
•  خبرة مثبتة في تشكيل شبكات الشباب والتنمية المؤسسية وأنشطة بناء القدرات.
•  مهارات تحليلية وتنظيمية وتواصلية ممتازة.
•  القدرة على إعداد التقارير باللغتين العربية والإنجليزية
•  امتلاك المعرفة بالبيئة الاجتماعية والاقتصادية والسياسية العامة التي تؤثر على المشهد الشبابي في اليمن.
•  فهم النهج التشاركي للإدارة والعمليات،
•  سهولة الوصول إلى المحافظات المستهدفة،
•  القدرة على استخدام وسائل وأدوات مختلفة لإنشاء شبكة الشباب عبر الإنترنت.

Call for Applications

Youth Without Borders for Development Organization, in partnership with the United Nations Population Fund, is seeking to contract an “independent consultant or consulting firm” (international/Arab) to work on forming and managing a youth peer network in the Yemeni governorates (Taiz, Aden and Hadramout), but they must work within a team that includes one or more local consultants, and the nominated local consultant must necessarily reside in areas under the control of the Yemeni government to carry out field tasks. This network will consist of 60 young members (20 from each governorate), and the consultant will be responsible for ensuring the institutional establishment of the network and building its capacities.

Main Responsibilities:

•  Form the network based on clear standards and precise selection mechanisms.
•  Provide the institutional and administrative framework for the network.
•  Organize workshops to develop the network's vision and mission and build the capacities of its members.

Qualifications \Competencies/Experience

Interested individual consultants and consulting firms must meet the following requirements:

•  Master's degree in management, civil society organization management, or related fields.
•  Proven experience in forming youth networks, institutional development, and capacity-building activities.
•  Excellent analytical, organizational, and communication skills.
•  Ability to prepare reports in both Arabic and English.
•  Knowledge of the general social, economic, and political environment affecting the youth landscape in Yemen.
•  Understanding of the participatory approach to management and operations.
•  Ease of access to the target governorates.
•  Ability to use various tools and platforms to establish the youth network online.

1. A proposal that includes a detailed methodology, work plan, timeline, and CVs of the consultant(s).
2. Copies of the latest academic qualifications.
3. Copies of relevant previous work (contracts, reports) and any supporting documents.
4. A financial offer.
5. Legal documents, commercial registration, tax card, and practice license (for companies).
