مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية.
تدعو مؤسسة تمدين شباب المقاولين / الموردين القانونيين والمؤهلين لتقديم عطاءاتهم لرصف خرساني بطول 607 متر ومساحة 4207 متر مربع في خط 22 مايو اكمة عيسى مديرية المشنة محافظة اب.

تقديم العطاءات: 

يجب تسليم العطاءات الى مكتب مؤسسة تمدين شباب الكائن في صنعاء - فج عطان - بجوار سكن الأمم المتحدة – قسم المشتريات في موعد أقصاه يوم الاحد الموافق 6 اكتوبر 2024 قبل الساعة الحادية عشر صباحاً بتوقيت اليمن.

سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق

ستعقد جلسة فتح العطاءات يوم الاحد الموافق 6 أكتوبر 2024 الساعة الثانية عشر ظهراً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبة حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 

يجب تسليم العطاءات مغلقة بالشمع الاحمر ومختومة مع ذكر التفاصيل التالية على المظروف المغلق:

• رقم المناقصة: TYF-034-2024
• اسم المناقصة: رصف خرساني بطول 607 متر ومساحة 4207 متر مربع وتأهيل شبكة الصرف الصحي في خط 22 مايو اكمة عيسى مديرية المشنة محافظة اب

-يجب ان يحتوي المظروف المغلق على مظروفين منفصلين:

• مظروف خاص بالعطاء الفني.
• مظروف خاص بالعطاء المالي.

التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.

الشروط والمتطلبات:

• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب ان تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتم التسعير بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
• يجب ان تظل الأسعار المقدمة سارية لمدة 90 يوم على الأقل من تاريخ فتح المظاريف 
• يجب ان يكون السعر المقدم شامل الضريبة واي تكاليف أخرى.
• يجب ارفاق نسخة من العرض الفني والمالي بتنسيق اكسل في فلاش (USB FLASH DRIVE)
• يحق لنا استبعاد أي متقدم لم يكن مسؤولاً في المناقصات السابقة.
• تنبيه: يجب على المقاولين إرفاق عينات او صور من او كتالوجات من المواد المطلوبة في هذه المناقصة (انظر جداول الكميات) مع الاخذ في الاعتبار ان لجنة الاختيار سوف تعطي العرض الأفضل من الناحية الفنية والمالية الأولوية عند الاختيار.
• لن يتم قبول أي عطاء لأي مقاول يقل تصنيفه عن الدرجة الثالثة (يجب ارفاق صورة من بطاقة التصنيف للمقاولين)

معايير الأهلية القانونية: 

1.    يجب تقديم سجل تجاري ساري المفعول 
2.    يجب تقديم بطاقة ضريبية سارية المفعول 
3.    يجب تقديم ترخيص مزاولة مهنة ساري المفعول 
4.    يجب تقديم بطاقة زكوية سارية المفعول 
5.    يجب تقديم ضمان بنكي بقيمة 2.5% من اجمالي قيمة العطاء بصلاحية لمدة 90 يوم من تاريخ فتح المظاريف.
6.    تقديم إفادة بأن مقدم العطاء مسجل ومعتمد ضمن قائمة الموردين لدى المجلس الأعلى لإدارة وتنسيق الشؤون الإنسانية والتعاون الدولي.
7.    عدم ادراج المورد في قوائم العقوبات / عدم الاهلية الخاصة بالأمم المتحدة والأمين العام للأمم المتحدة والبنك الدولي.
8.    جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.

مؤسسة تمدين شباب لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متعهد

A non-profit organization, established on May 25, 2013, with license No. (312) from the Ministry of Social Affairs and Labor in Yemen. It provides community development, civic awareness and capacity building programs, implements positive interventions in emergency situations, and enjoys strategic partnerships with many international, regional and local organizations.
Tamdeen Youth Foundation is inviting eligible and qualified contractors / suppliers to submit their offers for Concrete paving with a length of 607 meters and Space of 4207 M2 in 22 May road, Akmat Issa - Al-Mashnah District - Ibb Governorate.

Submission of bids:

Tenders must be submitted to Tamdeen Youth Foundation office, Sana’a, Faj Attan – Next to UN Compound, Procurement Department, on or

Before Sunday October 6, 2024 11:00 AM, Yemen Timing.

Only tenders submitted in prescribed form and deadline will be considered.

Tender opening session will take a place on Sunday 6 October, 2024 at 12:00 Noon in TYF Office (same above address), bid owner or his representative will not be allowed to attend the session of bid opening unless having an official memo by the name authorized for attendance.

All tenders should be submitted in SEALED envelopes clearly marked:

The sealed envelope must contain two separate envelopes:

• An envelope for the technical proposal.
• An envelope for the financial proposal.

The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.

Terms and requirements: 

• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• All the information related to the items must be mentioned in the bed.
• Pricing must be done in US dollar, any bid submitted in another currency will be rejected.
• Offered prices must be remain valid for at least 90 days from the date of opening the envelopes.
• The prices quoted must include all indirect additional costs such as taxes and any other cost.
• Copies of the Technical and Financial forms must be submitted in excel format in a USB Flash Drive.
• We have the right to exclude any bidder who was not responsible in previous tenders.
• Attention: Contractors must attach samples, pictures of, or catalogs of the materials required in this tender (see tables of quantities), taking into account that the selection committee will give priority to the best offer from a technical and financial criterion when selecting.
• No bid will be accepted for any contractor whose rating is less than third class (A copy of the contractors’ classification card must be attached)

Legal eligibility criteria:

1.Must provide Valid Business Registration card. 
2. Must provide Valid Tax card.
3. Must Provide valid license of Business Practice 
4. Must provide Valid Zakat Card
5. Must provide Bid Guarantee of 2.5% of the total amount of the offer valid for 90 days from the date of opening the bid.
6. Submit a statement that the bidder is registered and approved on the SCMCHA supplier list.
7. Vendor’s Non-inclusion into the UN, UNSG and WB Sanctions/ineligibility lists
8.    All other terms and requirements as stated in the bidding document

-TYF Award Committee reserves the rights to accept or reject any or all submitted quotation(s) at its discretion and is under no obligation to issue an award
