دعوة لتقديم عطاءات

الموضوع: مناقصة لإعادة تأهيل الفصول الدراسية، وتنفيذ/إعادة تأهيل مرافق المياه والإصحاح (المراحيض/مرافق غسل الأيدي)، ونظام حصاد مياه الأمطار ل 8 مدارس بحسب اللوتات التالية، ضمن مشروع ECW:

•  (اللوت) 1 – مديرية مقبنة، محافظة تعز (عدد 4 مدارس): الزبيري، الفكر عفيرة، الشهيد علي أحمد، حذيفة بن اليمان.
•  (اللوت) 2 – مديرية سامِع، محافظة تعز(عدد 4 مدارس) :26 سبتمبر، الأمل، الوحدة، فتح الخير.

تدعو منظمة كير الدولية – اليمن (مكتب تعز) الشركات والمكاتب الهندسية المؤهلة لتقديم عطاءاتهم بخصوص الأعمال الموضّحة أعلاه.
يمكن للمكاتب والشركات المؤهلة المهتمين ذوي الخبرة والكيان القانوني الحصول على المظاريف ذات الصلة أثناء ساعات دوام المنظمة (من الساعة 3008: صباحا وحتى الساعة 03:00 عصرا) من الأحد إلى الخميس.

يجب أن تسلم العطاءات موقعة ومختومة في مظروف مغلق ومختوم بالشمع الأحمر ويجب أن تتضمن العطاءات ما يلي:
1.    ضمان بنكي غير مشروط مقطوع أو شيك مقبول الدفع بمبلغ  $ 25,000دولار صالح لمدة 120 يوم من تاريخ فتح المظاريف. 
2.    صورة من البطاقة الضريبية والزكوية سارية المفعول.
3.    صورة من السجل التجاري ساري المفعول.
4.    دفع مبلغ مقطوع لا يرد وقدره 10,000 ريال يمني لشراء وثائق المناقصة.
5.    لا يتم قبول الضمانات الصادرة من البنوك الخاضعة للعقوبات.

• يجب على من ترسي عليه المناقصة أن يقدم ضمان تنفيذ غير مشروط أو شيك مقبول الدفع بمبلغ 10% دولار من قيمه العقد صالح بحسب فتره تنفيذ المشروع.
• يجب أن يكون عرض السعر ساري المفعول لمدة ستة أشهر.
• يجب أن يكون للمتقدم خبرة وعمل مع منظمات أو جهات أخرى في نفس المجال.
• يجب  أن يكون العطاء موقع أو مختوم  مالم سيتم إستبعاد العطاء من المنافسة.
• العطاء يقدم بالدولار والدفع سيكون بالدولار.
• يعتبر العطاء ملغي في حالة مخالفة أي من الشروط أعلاه.
• سوف يتم عقد اجتماع يوم الثلاثاء الموافق 20-1-2026 للرد على استفسارتكم كامله.
• اخر يوم لبيع المظاريف يوم الاحد الموافق 25-01-2026.
• أخر موعد لتقديم العطاءات يوم الثلاثاء الموافق 3/02/2026  في موعد أقصاه الساعة 3:00 عصرا إلى مكتب المنظمة في تعز كما هو موضح أعلاه وأي عطاء يقدم بعد الوقت المحدد لن يتم استلامه.
• سيتم فتح المظاريف يوم الاربعاء الموافق 04/02/2026 الساعة العاشرة صباحاً بحضور الشركات أو من يمثلهم في مقر المنظمة في تعز.
• يمكن أن يتم ترسية المناقصة على مقاولين منفصلين لكل لوت بناءً على اعتبارات محددة تراها المنظمة مناسبة.

منظمة كير العالمية تحتفظ بحقها بقبول أو رفض جزء أو كل العطاءات دون إبداء الأسباب. علما أن المنظمة غير ملزمة بالترسية على أقل العطاءات.

Invitation for Bids

Title: Rehabilitation of Classrooms; Implementation/Rehabilitation of WASH Facilities (toilets/handwashing); and Rainwater Harvesting System for 8 schools according to the following lots under the ECW project:

• Lot 1 – Maqbanah District, Taiz Governorate:
  Al Zubairi, Al Fikr Afeera, Al Shaheed Ali, Hudhayfah bin Al Yaman (4 schools).
• Lot 2 – Sama’ District, Taiz Governorate:
  26 September, Al Amal, Al Wahdah, Fath Al Khair (4 schools).

CARE International – Yemen (Taiz Hub) invites qualified companies and engineering offices to submit their bids for the works described above.

Interested firms with experience and legal entity can obtain relevant envelopes, during organization work hours (from 08:30 am to 03:00 pm) from Sunday to Thursday

Bids must be submitted signed and sealed in a closed envelope sealed with red wax. Bids must include the following: 

1.    An unconditional bank guarantee or a certified check in the amount of $ 25,000 dollars, valid for 120 days from the date of opening the envelopes. 
2.    Payment of a non-refundable fixed amount of 10,000 Riyals for purchasing the tender documents.
3.    A copy of a valid tax and zakat card. 
4.    A copy of a valid commercial registration.
5.    The warranties from sanctioned banks are not accepted.

• The awarded bidder must provide an unconditional performance guarantee or an acceptable check amounting to 10% of the contract value, valid for the duration of the project implementation.
• The price offer must be valid for six months. 
• The applicant must have experience working with organizations or other entities in the same field. 
• The bid must be signed or stamped; otherwise, it will be excluded from the competition. 
• Bids should be submitted in dollars, and payment will be in dollars. 
• The bid will be considered canceled if any of the above conditions are violated. 
• A meeting for Q&A will be held on Tuesday, January 20, 2026, to fully address your inquiries.
• The last day for selling envelopes is Sunday, January 25, 2026.
• The last Date for bid submissions must be made on Tuesday, February 03, 2026, by 3:00 PM to the organization's office in Taiz, as indicated. A bid submitted after the deadline has been determined will not be accepted.
• Envelopes will be opened on Wednesday, February 04, 2026, at 10:00 AM, in the presence of the companies or their representatives at the Taiz organization's headquarters..
• The awarding process may be split by lots and awarded to separate contractors based on specific considerations deemed appropriate by the organization.

CARE International in Yemen reserves the right to reject any or all bids without mentioning any reason. Noting that the organization is not obliged to award the lowest bids.
