دعوة لإبداء الاهتمام: برنامج بناء قدرات المنظمات غير الحكومية – عدن

في ظل التحديات الراهنة التي تشهدها اليمن، تتعاظم أهمية الدور الذي تضطلع به المنظمات غير الحكومية كشريك أساسي إلى جانب المؤسسات الحكومية والقطاع الخاص في دعم جهود التنمية والاستجابة للاحتياجات المجتمعية. وفي هذا السياق، تبرز الحاجة إلى تعزيز القدرات المؤسسية والفنية لهذه المنظمات، بما يمكنها من أداء مهامها بكفاءة، والارتقاء بجودة خدماتها، وتعزيز مبادئ الشفافية والمساءلة في سياساتها وممارساتها الإدارية.

كما يسهم تطوير القدرات في تمكين الكوادر العاملة من فهم أدوارهم ومسؤولياتهم على المستويين الفردي والجماعي، وتحسين كفاءة إدارة البرامج وتعزيز مسارات التنمية المؤسسية، بما يدعم تحقيق الأهداف الاستراتيجية للمنظمات بشكل أكثر فاعلية واستدامة.
وفي هذا الإطار، تسعى منظمة الإغاثة الإسلامية، بالشراكة مع HAD، إلى  اضافه  عدد من منظمات  الغير حكوميه فى عدن  الى مشروع متكامل لبناء القدرات في محافظة عدن، يستهدف المنظمات والجمعيات غير الحكومية المحلية. ويهدف المشروع إلى تقديم حزمة شاملة من خدمات بناء القدرات من خلال برامج تدريبية وتوجيهية عملية، تشمل المجالات التالية:

• التخطيط الاستراتيجي والإدارة 
• إدارة البرامج وضمان الجودة 
• إدارة علاقات المانحين وبناء الشراكات 
• تنفيذ المشاريع الميدانية وإدارة العمليات 
• الإدارة المالية 
• التطوير المؤسسي ( متقدم ) 

شروط الأهلية (Eligibility Criteria):

• أن تكون المنظمة مسجلة رسميًا لدى الجهات المختصة في عدن . 
• ان لا تكون قد شاركت فى برنامج بناؤ القدرات خلال الثلاث السنوات السابقه مع اي جهه . 
• أن يكون مقر المنظمة أو نشاطها الرئيسي في عدن. 
• أن يكون لدى المنظمة خبرة سابقة في تنفيذ مشاريع تنموية أو إنسانية. 
• توفر هيكل تنظيمي أساسي وفريق عمل نشط. 
• الالتزام بالمشاركة الكاملة في جميع أنشطة البرنامج (التدريب والإرشاد). 
• الاستعداد لتطبيق ما يتم اكتسابه من مهارات ضمن أنشطة المنظمة. 

معايير التقديم (Application Requirements):

على المنظمات الراغبة في التقديم تقديم الوثائق التالية:

• تعبئه استمارة إبداء الاهتمام (EOI Form) مكتملة البيانات. 
• نسخة من تصريح التسجيل الرسمية. 
• نبذة تعريفية عن المنظمة (Profile). 
• قائمة بالمشاريع المنفذة خلال آخر عامين. 
• الهيكل التنظيمي للمنظمة. 
• بيانات الاتصال الرسمية (العنوان، البريد الإلكتروني، رقم الهاتف). 

آلية الاختيار (Selection Process):

سيتم اختيار المنظمات المشاركة وفق عملية تقييم شفافة وتنافسية تشمل المراحل التالية:

1.    الفرز الأولي:

• مراجعة الطلبات للتأكد من استيفائها لشروط الأهلية والمتطلبات الأساسية. 

2.    التقييم الفني:

• تقييم قدرات واحتياجات المنظمات بناءً على المعلومات المقدمة. 

3.    المفاضلة والاختيار:

• اختيار أفضل (5) منظمات بناءً على معايير محددة تشمل الجاهزية، الاحتياج، والقدرة على الاستفادة من البرنامج. 

4.    الإخطار والتأكيد:

• إبلاغ المنظمات المختارة واستكمال إجراءات الانضمام إلى البرنامج. 

ملاحظات هامة:

• المشاركة في البرنامج مجانية. 
• تلتزم المنظمات المختارة بحضور جميع الأنشطة التدريبية والتوجيهية. 
• يحق لإدارة المشروع طلب أي معلومات إضافية عند الحاجة.

Call for Expression of Interest: NGO Capacity Building Program – Aden

In light of the current challenges facing Yemen, the critical role played by non-governmental organizations (NGOs) has become increasingly significant as key partners alongside government institutions and the private sector in supporting development efforts and responding to community needs. In this context, there is a growing need to strengthen the institutional and technical capacities of these organizations to enable them to perform their roles effectively, enhance the quality of their services, and promote transparency and accountability in their administrative practices and policies.
Capacity development also contributes to empowering staff to better understand their individual and collective roles and responsibilities, improving program management, and strengthening institutional development pathways, ultimately supporting organizations in achieving their strategic objectives more efficiently and sustainably.
In this context, Islamic Relief, in partnership with HAD, aims to expand the current capacity-building project in Aden Governorate by adding a number of local NGOs to the program. The project targets local NGOs and associations in Aden and seeks to deliver a comprehensive package of capacity-building services through practical training and mentoring programs in the following areas:

• Strategic planning and management 
• Program management and quality assurance 
• Donor relations and partnership development 
• Field project implementation and operations management 
• Financial management 
• Advanced institutional development 

Eligibility Criteria:

• The organization must be officially registered with the relevant authorities in Aden. 
• The organization must not have participated in any capacity-building program over the past three years with any entity. 
• The organization’s headquarters or main operations must be based in Aden. 
• Proven prior experience in implementing development or humanitarian projects. 
• Availability of a basic organizational structure and an active team. 
• Commitment to full participation in all program activities (training and mentoring). 
• Willingness to apply the acquired skills within the organization’s operations. 

Application Requirements:

Interested organizations are required to submit the following documents:

• Completed Expression of Interest (EOI) Form 
• Copy of official registration certificate 
• Organizational profile 
• List of projects implemented over the past two years 
• Organizational structure 
• Official contact details (address, email, phone number) 

Selection Process:

Participating organizations will be selected through a transparent and competitive evaluation process, including the following stages:

1.    Initial Screening:

• Review of applications to ensure compliance with eligibility criteria and submission requirements. 

2.    Technical Evaluation:

• Assessment of organizational capacity and needs based on submitted information. 

3.    Final Selection:

• Selection of the top five (5) organizations based on predefined criteria, including readiness, level of need, and potential to benefit from the program. 

4.    Notification and Confirmation:

• Informing selected organizations and completing onboarding procedures. 

Important Notes:

• Participation in the program is free of charge. 
• Selected organizations are required to attend all training and mentoring sessions. 
• The project management reserves the right to request additional information if needed.
