يدعو منتدى الاغاثة والبناء(CRB)  وهي منظمة غير حكومية غير ربحية تأسست في الجمهورية اليمنية عام 2016م برقم ترخيص (220) ومقرها الرئيسي مدينة مأرب بهدف المساهمة في إغاثة وتنمية المجتمع اليمني من خلال تخفيف معاناة الأسر الأكثر تضررا وضعفا في قطاعات الأمن الغذائي و الصحة والمياه والصرف الصحي البيئي والمأوى والتعليم مقدمي الخدمات المالية لتقديم عروضهم بغرض عمل اتفاق اطاري لمدة عام لخدمات التوزيعات النقدية في محافظة مأرب – اليمن بإطلاق المناقصة العامة رقم (1) لعام 2025م لمشروع " تقديم المساعدات الغذائية الطارئة لإنقاذ الحياة للأسر الأكثر ضعفا والأكثر تأثرا بالفيضانات في مدينة مأرب - محافظة مأرب "، والممول من صندوق التمويل الإنساني لليمن (YHF) التابع لمكتب الأمم المتحدة لتنسيق الشؤون الإنسانية.
لتكون مؤهلاً للمشاركة في هذه المناقصة، يجب على مزود الخدمة المالية الوفاء بالمتطلبات الإلزامية التالية ولن يتم النظر في العروض المقدمة للذين يفشلون في تلبية أي من المعايير أدناه: 

• وجود فرع رسمي في محافظة مأرب.
• التأكيد كتابيًا أنه مؤهل للعمل في مدينة مأرب، اليمن، وأنه يلتزم بجميع القوانين واللوائح والمتطلبات المتعلقة بمزاولة الأعمال في المحافظة.
• تقديم تأكيد على القدرة والاستعداد لتنفيذ العمل في مأرب دون أي قيود أو عوائق.
• نسخة من العقود والاعمال السابقة في نفس المجال.

الفشل في الوفاء بأي من المعايير المذكورة أعلاه سيؤدي إلى استبعاد مقدم العطاء بشكل تلقائي

Coalition of Relief and Building (CRB) is a non-governmental, non-profit organization established in 2016, with license number (220). Its headquarters is in the city of Marib, aims to contribute for relief and development of Yemeni society by alleviating the suffering of the most vulnerable and disadvantaged families in the sectors of food security, health, WASH, shelter, and education. CRB is inviting financial service providers to submit their bids in order to conclude a framework agreement for one year for cash distribution services in Marib Governorate, Yemen, by launching the public tender No. (1) for the year 2025 for the project "Providing life-saving emergency food assistance to the most vulnerable and most affected by floods in Marib City - Marib Governorate", funded by the Yemen Humanitarian Fund (YHF) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).
To be eligible to participate in this tender, the financial service provider must meet the following mandatory requirements, and bids from those who fail to meet any of the criteria below will not be considered:

• Presence of an official branch in Marib Governorate.
• Written confirmation of qualification to operate in Marib City, Yemen, and commitment to all laws, regulations, and requirements related to conducting business in the governorate.
• Confirmation of capability and readiness to carry out work in Marib without any restrictions or obstacles.
• Copies of previous contracts and work in the same field.

Failure to meet any of the above criteria will result in automatic disqualification of the bidder.

فعلى الراغبين التقديم في هذه المناقصة الحضور الى المنظمة لاستلام العطاءات خلال أوقات الدوام الرسمي من إدارة المنظمة – مأرب – المدينة – امام المجلس المحلي أو عبر الايميل التالي LM@crbyemen.org

أخر موعد لاستلام العطاءات في تمام الساعة الثالثة عصرا يوم الثلاثاء الموافق 11 - 02- 2025م ولن تقبل العطاءات التي ترد بعد هذا الموعد وسيتم إعادتها بحالتها المسلمة إلى أصحابها.

يقدم العطاء في مظروف مغلق ومختوم بالشمع الأحمر إلى منظمة منتدى الإغاثة والبناء ومكتوب عليه اسم الجهة، واسم مقدم العطاء، وفي طيه الوثائق التالية:

1.    ضمان بنكي ابتدائي بنسبة 2% من قيمة العطاء صالح لمدة 3 أشهر.
2.    صورة من السجل التجاري ساري المفعول. 
3.    صورة من البطاقة الضريبية سارية المفعول.
4.    صورة من البطاقة الزكوية سارية المفعول.
5.    تصريح مزاولة المهنة ساري المفعول.
6.    صورة من البطاقة التأمينية سارية المفعول.
7.    بوليصة التأمين على الأموال. 
8.    نسخة من العقود والاعمال السابقة في نفس المجال. 
9.    نسخة من سياسة حماية البيانات المعمول بها.
10.    نسخة من سياسة خدمة العملاء المعمول بها.
11. ارفاق مذكرة خطية رسمية موقعة ومختومة من مزود الخدمة المقدم على المناقصة يلتزم بموجبها في حال رست عليه المناقصة بتسليم الاخلاءات المالية لكل دفعة مالية تحتوي على ما يلي: 

• - تقرير او كشف ارسال الحوالات من النظام الالكتروني نسخة ورقية ونسخة PDF مختومة     
• - جميع سندات استلام الحوالات من المستفيدين متضمنة صور الهويات الشخصية للمستفيدين /المستلمين نسخة ورقية ونسخة PDF
• - تقرير شامل يوضح جميع معلومات ارسال واستلام الحوالات وحالة الحوالة (مدفوعة او غير مدفوعة) لكل دفعة مالية نسخة ورقية ونسخة PDF مختومة ونسخة اكسل 
• - تقرير نهائي لكل الدفعات المالية يوضح جميع معلومات ارسال واستلام الحوالات وحالتها (مدفوعة او غير مدفوعة) نسخة ورقية ونسخة PDF مختومة ونسخة اكسل.

12. العرض المالي ويشمل سعر العمولة للحوالة الواحدة.
سيتم فتح المظاريف يوم الخميس الموافق 13 - 02 – 2025م بمقر منظمة منتدى الإغاثة والبناء بحضور أصحاب العطاءات أو من يمثلهم بتفويض رسمي موقع ومختوم

Interested financial service providers should submit their bids for this tender by coming to the organization to collect the bids during official working hours from the organization's office at the address Marib – City In front of the local council, or through the organization's official email LM@crbyemen.org

.The deadline for submitting bids will be 3:00 PM on Tuesday, February 11, 2025. Bids received after this time will not be accepted and will be returned to their original condition to their owners.
The bid should be submitted in a sealed envelope sealed with red wax to the Relief and Construction Forum organization and should include the name of the entity and the name of the bidder.

The following documents should be enclosed in the envelope:
1.    A primary bank guarantee for 2% of the bid value valid for 3 months.
2.    A valid commercial registration certificate.
3.    A valid tax card copy.
4.    A valid zakat card copy.
5.    A valid professional practice permit.
6.    A valid insurance card copy.
7.    Money insurance policy
8.    Copies of previous contracts and work in the same field
9.    A copy of the data protection policy in effect.
10.    A copy of the customer service policy in effect
11.    Attachment of an official written memorandum signed and sealed by the service provider bidding on the tender, committing to deliver financial clearances for each financial tranche containing the following:

•  A report or statement of transfers sent from the electronic system in a sealed paper copy and a sealed PDF copy.
•  All receipts for transfers from beneficiaries including copies of the beneficiaries/recipients' IDs in a sealed paper copy and a sealed PDF copy.
• A comprehensive report detailing all transfer sending and receiving information and the status of the transfer (paid or unpaid) for each financial tranche in a sealed paper copy and a sealed PDF copy, as well as an Excel copy.
• A final report for all financial tranches detailing all transfer sending and receiving information and their status (paid or unpaid) in a sealed paper copy and a sealed PDF copy, as well as an Excel copy.

12.    The financial offer includes the commission price for each transfer.
The envelopes will be opened on Thursday, February 13, 2025, at the headquarters of the Relief and Construction Forum organization in the presence of the bidders or their authorized representatives with an official signed and sealed delegation.

يجب أن يستوفي مقدم الخدمة المالية الشروط التالية: 

1.    الامتثال الكامل للوائح الوطنية والدولية.
2.    توصيل الخدمات المالية للمستفيدين المرفوعة أسماءهم من قبل المنظمة في المناطق المحددة.
3.    الامتثال لأخلاقيات العمل الإنساني مع المستفيدين وعدم تعريضهم للخطر والحفاظ على سرية بياناتهم.
4.     امتلاك كادر نسائي للمساعدة في توزيع المساعدات النقدية للنساء.
5.    القدرة على توفير الوثائق المطلوبة للإخلاء المالي (الايصال الأصل لكل حوالة لكل مستفيد بحيث يحتوي على بصمة المستفيد بالإضافة الى تقرير تفصيلي نهائي (جميع الايصالات والتقرير موقع عليها ومختم بالختم الرسمي للجهة).
6.    المرونة والسهولة والسرعة في حال تطلب التعديل وتصحيح بيانات المستفيدين وكذلك استبدال بعض المستفيدين أو الغاء مساعدات التحويل النقدي الخاصة
7.    سيتطلب من مزود الخدمة الذي سترسو عليه المناقصة فتح حساب لدى البنك الذي تتعامل معه المنظمة (بنك الكريمي الاسلامي (.

The financial service provider must meet the following conditions: 

1.    Full compliance with national and international regulations
2.    Deliver financial services to beneficiaries whose names have been provided by the organization in specified areas.
3.    Compliance with humanitarian work ethics towards beneficiaries, ensuring their safety and maintaining the confidentiality of their data.
4.    Have a female staff to assist in distributing cash assistance to women.
5.    Ability to provide the required documents for financial clearance (original receipt for each transfer for each beneficiary containing the beneficiary's fingerprint, along with a detailed final report signed and stamped with the official stamp of the entity)
6.    Flexibility, ease, and speed in case modifications and corrections of beneficiary data are required, as well as replacing or canceling some beneficiaries' cash transfer assistance.
7.    The service provider awarded the tender will be required to open an account with the bank that the organization deals with (Islamic Bank of Al-Karimi)
