REQUEST FOR EXPRESSION OF INTEREST

(SELECTION OF LOCAL INDIVIDUAL CONSULTANTS)

Ministry of Water and Environment Through the project management unit of the Urban Water Supply and Sanitation Project (UWSSP - PMU, Aden) intend to Select Local qualified individual consultants for Building Capacity for the National Adaptation Planning Process in Yemen” (NAP).

The (NAP) is funded by Green Climate Fund (GCF) Readiness Programme through UNDP and will be implemented under UNDP’s Supervision through UWSSP-PMU.

the NAP project results framework, and will contribute to the following key results:

• Strengthened institutional and governance framework for adaptation planning, including an established/strengthened Technical Climate Coordination Committee (TCCC) and National Thematic Clusters (NTCs), a validated NAP Roadmap, and four validated sectoral adaptation plans (water, agriculture, coastal zones and health)

• Strengthened stakeholder engagement, institutional capacity and public awareness on climate change adaptation and the NAP process, including an Institutional Capacity Development Plan and a communication and awareness-raising strategy.

• Technical and field-level contributions to climate risk and vulnerability assessments (CRVA), hazard mapping and downscaled climate projections for four priority sectors and pilot catchments.

• Baseline, technical and socio-economic inputs to the pre-feasibility studies supporting the development of concept notes for priority cross-sectoral adaptation investments

UWSSP-PMU now intend to recruit consultants/ Experts outlined in the table below, based on the qualification and experience requirements and tasks specified for each consultant:

Consultant Positions and Scope of Services

The following are brief descriptions of the assignments. Applicants should consult the full Terms of Reference (TOR) for detailed responsibilities and minimum qualification requirements.

Assignment and Selection Information

The implementation period of the assignments above is 10 months and The Expected start date of assignments is November 1, 2026.

The UWSSP-PMU now invites eligible consultant (“Individual Consultants”) to indicate their interest in providing the services of the assignments above. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform of the services.

The shortlist for each assignment will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications as an individual consultant, their mission-relevant experience, their experience in the region and sector as well as their language ability.

A consultant will be selected in accordance with the selection method applicable to Individual Consultants as defined in the UWSSP-PMU Guidelines for the Procurement of Consultant Services.

EOI Submission Requirements

The EOI documents shall be in compliance with the below mentioned requirements:

1. Submission your CV,

2. A copy of academic certificates,

3. A copy of signed contracts with international organizations, UN agencies, UNDP and/or GCF-funded projects or similar donor-funded projects on Adaptation and climate resilience, etc.) (Form 6A– 3)

4. A copy of Valid ID card.

5. A copy of your previous works (e.g.,) in English Language.

6. Mention your current residence in Yemen, (in your C.V)

7. Description of similar assignments, (Form 6B)

8. General Experience of the Consultant (Years of Experience after graduation) (Form 6C),

9. All forms (attached in pre-qualification) duly filled.
