"Instructions to Construction Companies/ Bidders

تعليمات للموردين"

Dear Bidders,                 

This tender is  for general trading and construction companies ,The offerer should  have at least three Contract of similar work with other organizations , So if you have the conditions mentioned and  you are interested in this tender please do the following:                

1.     Read the Tender Specifications below and read all instructions on this page. Please make sure you have understood the evaluation criteria (including the Ethical Code of Conduct, Ineligibility Criteria and Grounds for Exclusion).            
2.     Prepare your Tender Offer            
3.    Complete the supplier Form including all the information requested.            
4.    "Please provide the following information/documents:

• Valid business registration card
• Company profile indicating key personnel and their contact details 
• List of previous similar supply 
• Valid tax card. 
• Work plan ,Security and safety plan,environmental plan 
• Bank guarantee of 5% of the submitted bid.   
• ID card of the supplier"            

5.    "Put all your Tender information into a sealed envelope and submit to Dorcas Aid International Country Office's, Located in  Aden, Khormakser,Villa 2, opposite Yemeni Red Crescent, 14 October neighborhood.  by the final date 27/1/2026 no later than  (1:00 PM). The sealed envelope should be labeled with the words 'Tender' and Dorcas tender reference numberDorcas/FSL26/002written on the envelope.Dorcas will provide a sealed container for tender submissions  at the above address. No unsealed  tenders will be accepted.

"السادة مقدمي العروض،
 هذه المناقصة  للشركات التجارة و المقاولات العامة على شرط ان يكون لديهم على الاقل 3 عقود من الاعمال المماثلة مع منظمات اخرى ,لذا اذا يتوفر لديك الشروط المذكورة و مهتما بهذه المناقصة فالرجاء القيام بما يلي:
 1-قراءة مواصفات المناقصة المبينة ادناه في هذه الصفحة  في الدعوة إلى المناقصة وقراءة كافة التعليمات ومعايير التقييم
2- قم بإعداد عطاءك للمناقصة
3- قم بإكمال استمارة المورد المتضمنه المعلومات المطلوبة.
4. الرجاء نزويدنا بالوثائق والمستندات التالية : 

• * بطاقة السجل التجاري صالحة .
• * لمحة عن الشركة مبينا الموظفين الرئيسيين وتفاصيل الاتصال بهم 
• * قائمة من المشاريع المماثلة 
• * بطاقة ضريبية صالحة.
•  * ضمان بنكي بقيمة 5 % من العطاء المقدم
• *بطاقة هوية المورد.   
• * خطة عمل ,خطة الامن و السلامة,بيان الاثر البيئي 

5. ضع كافة معلوماتك الخاصة بالمناقصة في ظرف مغلق وقدمه الى فرع منظمة Dorcas الكائن في عدن خورمكسر حي اكتوبر امام الهلال الاحمر اليمني فيلا رقم2 بحلول الموعد النهائي 27/1/2026 قبل الساعة 1:00 ظهراً .  يجب ان تكون الظروف المغلقة مكتوبا عليها كلمة ""مناقصة"" كما يجب كتابة رقم مرجع المنظمة Dorcas/FSL26/02 على الظرف. ستقوم Dorcas بتجهيز حاوية مغلقة لتقديم العطاءات  في العنوان المبين اعلاه. ولن يقبل أي عطاء غير مغلق."                
                
How does Dorcas decide who wins the Contract?                

1.    Dorcas holds an Evaluation Committee made up of at least 3 members.            
2.    Dorcas evaluates Tender responses on the evaluation criteria set out below.  If Dorcas has previous history with the Contractor / company, this will be taken into consideration.            
3.    Dorcas also considers the ethical policy and practice of the contractor/ company            
4.    The successful Contractor/Company(s) will be contacted in order to begin contract finalization.            

"كيف تقرر Dorcas من الذي سيفوز بالعقد؟

1. تقوم Dorcas بتعيين لجنة تقييم مؤلفة من 3 اعضاء كحد أدنى.
2. تقوم Dorcas بتقييم العطاءات المقدمة وفق المعايير المبينة  ادناه. واذا كانت هناك اعمال سابقة بين Dorcas والمجهز فسوف تؤخذ بنظر الاعتبار.
3. كما إن Dorcas تأخذ بنظر الإعتبار أيضا السياسة الاخلاقية وتمرس المجهز.
4. سيتم الاتصال بالمورد الذي ترسو عليه المناقصة ويتم التعاقد معه."                

Notice to Constructors/ companies            

1.    Dorcas may reduce or increase the quantity of any item before the awarding date             
2.    Unit prices  should be in US dollar. And  offers must remain the same even if there is a reduction in the quantities of the order by up to 20%.            
3.    "Offers must be valid for  6 month.
4.   The winning company must present a certified check of 10% of the project value, and it will be returned after the maintenance period (6 months) after the end of the project. Any delay in the project implementation period will be deducted daily by 0.2% of the project value."            

"ملاحظة الى المقاولين

1. قد تقوم Dorcas بتقليص او زيادة كمية اية مادة قبل تاريخ الاستحقاق.
2.  يجب ان يكون  سعر الوحدة  بالدولار الامريكي في العطاء . ويجب ان يبقى ثابتا حتى لو حدث تقليص في الكميات في المناقصة لحد 20%.
3. يجب ان تكون العطاءات نافذة لمدة 6 اشهر .
4. على الشركة الرابحة تقديم صك مصدق بقيمة 10% من قيمة المشروع ويسترجع بعد فترة الصيانة (6 أشهر)بعد أنتهاء المشروع وأي تأخير في مدة تنفيذ المشروع يخصم  يوميأ  0.2% من قيمة المشروع.
