1. The Psychosocial Support Through the Arts project (PSSArts) aims to strengthen sustainable mental health and psychosocial support services for marginalized children in Aden and Lahij through school-based, arts-driven interventions. The project targets IDPs, children with disabilities, and host communities. Implementation runs for 12 months, from December 2025 to November 2026, and is jointly implemented by CARPO and FCDF. The project includes capacity building, school-based interventions, referrals to specialized services, awareness raising, and knowledge production. Given the sensitivity of MHPSS programming, the scale of activities, and donor compliance requirements, an independent Third-Party Monitoring and Evaluation (TMP) service provider is required to verify implementation quality, results, financial compliance, and safeguarding standards, drawing on established TPM practices used in Yemen. The TPM assignment will cover the core implementation period from February through November 2026. This project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
2. Purpose of the Assignment
You will provide independent, evidence-based verification of project implementation, performance, and compliance. Your work will strengthen accountability to donors, partners, and beneficiaries, and support adaptive project management. The TPM function is complementary to internal MEAL processes and does not replace the project’s internal monitoring or donor-led evaluations.
3. Indicative Budget
The indicative budget for this assignment is up to EUR 5,000.
Proposals are expected to demonstrate cost-effectiveness and value for money within this range.
4. Objectives
- Verify that project activities are implemented as planned and reach intended target groups.
- Assess quality, relevance, and inclusivity of arts-based MHPSS interventions.
- Validate output, outcome, and selected process indicators.
- Verify financial expenditures against activities and deliverables.
- Monitor safeguarding, ethics, and “do no harm” compliance.
- Provide actionable recommendations for course correction and learning.
5. Scope of Work & Geographic coverage: Aden and Lahij governorates.
Tasks will include:
- Desk review of project documents, logframe, MEAL plan, and financial records.
- Field and remote monitoring of workshops, school-based interventions, and awareness activities.
- Verification of participant attendance, target group inclusion, and referral pathways.
- Beneficiary and stakeholder interviews, including teachers, artists, parents, and school leadership.
- Spot checks of procurement, performance-based allowances, and supporting documentation.
- Validation of data collected through Kobo and related MEAL systems.
- Monitoring of feedback and complaint response mechanisms.
5. Methodology
You will apply a mixed-methods approach which will include:
- Structured and semi-structured interviews.
- Focus group discussions, where appropriate and ethically safe.
- Direct observation of activities and facilities.
- Review of photos, attendance sheets, invoices, and contracts.
- Triangulation of qualitative findings with quantitative project data.
You will ensure child safeguarding, informed consent, confidentiality, and cultural sensitivity at all times.
6. Key Deliverables to submit:
- Inception report with methodology, tools, sampling plan, and work schedule.
- Real-time alerts on critical risks, safeguarding concerns, or major deviations.
- Short monitoring briefs after each field or remote monitoring round.
- Mid-term monitoring report aligned with the project mid-term review.
- Final TPM report validating results, compliance, risks, and lessons learned.
- Clean datasets, interview notes, and photo documentation, where applicable.
- All reports shall be submitted in English, in editable Word format.”
7. Timeline
The assignment runs in parallel with the core implementation period of the project and covers the timeframe from February through November 2026.
Indicative inputs:
- Inception phase: Weeks 1-2.
- Monitoring rounds: Months 1 to 8.
- Mid-term reporting: Month 6.
- Final reporting: Month 9.
8. Roles and Coordination
You will report to CARPO’s Senior M&E Specialist.
CARPO will:
- Provide access to project documentation and MEAL systems.
- Facilitate coordination with FCDF and authorities.
- Review and approve deliverables.
You will:
- Operate independently and impartially.
- Coordinate field access with FCDF without compromising independence.
- Flag risks immediately.
9. Qualifications and Experience
You must demonstrate:
- Legal registration and operational capacity in IRG MoPIC areas of Yemen.
- At least 3 years of experience in TPM, M&E, or compliance monitoring.
- Proven work with UN agencies, GIZ, or international NGOs.
- Experience in monitoring education, child protection, or MHPSS activities.
- Strong data quality assurance and reporting capacity.
- Availability of trained male and female field monitors.
10. Ethical Standards and Conflict of Interest
You must:
- Declare any actual or potential conflicts of interest.
- Comply with child safeguarding and data protection standards.
- Ensure neutrality, confidentiality, and independence throughout the assignment.
11. Payment and Management
Payments will be linked to approved deliverables.
Quality, timeliness, and compliance will condition disbursements.
Penalties may apply for unjustified delays or substandard outputs.
12. Ownership and Confidentiality
All data, reports, and materials produced under this assignment remain the property of CARPO and the donor.
You may not share or publish any information without written authorization.
