General Instructions: -  

• Getting envelopes during working hours 09:00 a.m. to 03:00 p.m. by emails by providing a scan of official Letter of Interest sent to above emails. 
• All service providers should submit two sealed envelopes 1- Financial offer. 2- Technical offer. 
• All service providers must follow the instructions in the Invitation to Bid (ITB) documents. 
• All final prices should include all relevant costs, transportation, taxes and other types of expenses to deliver the service.  
• Financial Envelopes to include: -  

1.    Financial Offer.  
2.    Letter of Guarantee  

Technical Envelopes to include: -  

1.    ITB document stamped by service provider.  
3.    Administrative and Eligible Documents Mentioned in Requirement Check List.   

4.    Technical Offer.  

• Bids shall be submitted by hand to YRCS Head Quarter, 26 September Street near Prime Minister’s Office, Sanaa in two separated envelopes for each section on or before [June 18, 2025, before 10:00 pm].
• The opening ceremony well be on Wednesday June 18, 2025.

 Organization preview: - 

The Yemen Red Crescent Society (YRCS) is a humanitarian organization established in the southern part of Yemen in 1968. While in the northern part of Yemen, it was established in July 1970 under Presidential Decree No. 15 of 1970. After the blessed unity, it was merged in October 1993 to become one national society (NS). The Yemen NS was recognized by the International Committee of the Red Cross in April 1982 and joined the International Red Cross and Red Crescent Movement in October 1982. 

Invitation is extended to interested eligible service providers to submit Bids for Invitation to Bid for the Tender of the Provision of the

Financial External Audit for the Fiscal Years 2021 to 2024 for Yemen Red Crescent Society.

ITB include the Instructions to service providers, Technical Specifications and administrative requirements that service providers will need to follow in order to prepare and submit their quotation/bid for consideration by YRCS.  

Lowest price is not necessary win but on BVM.  

YRCS reserves the right to accept or reject any bid, and to cancel the procurement process and reject all bids at any time prior to award of Purchase Order or Contract, without thereby incurring any liability to the affected Supplier/s or any obligation to inform the affected Supplier/s of the ground for YRCS’s action.

تعلن جمعية الهلال الأحمر اليمني عن رغبتها في إنزال المناقصات العامة رقم YEM/HQ/25/TR/01  الخاصة بتقديم خدمة التدقيق المالي الخارجي للأعوام المالية 2021 وحتى 2024 لجمعية الهلال الأحمر اليمني.

فعلى مقدمي الخدمة الراغبين في تقديم عطاءاتهم إتباع الشروط التالية: -  
تاريخ الإعلان: 13 مايو 2025م
تاريخ انتهاء الإعلان: 18 يونيو 2025م
تكلفة الحصول على وثائق المناقصة: مجانًا
خطاب الضمان: 2.5% من إجمالي قيمة العطاء على أن يكون ساري لمدة 120 يومًا.

يتم تقديم عدد 2 مظاريف بالنحو التالي: -  

مظروف مالي: - ويحتوي على

1.    العرض المالي مع إتباع التعليمات في وثائق المناقصة. 
2.    ضمان دخول مناقصة أو شيك مقبول الدفع بمبلغ 2.5% من قيمة العطاء المقدم صالح لمدة 120 يوم.  

مظروف فني منفصل: - ويحتوي على 

1.    وثائق المناقصة كامله ومختومة من قبل الموردين حسب التعليمات في خطاب الدعوة والأقسام الملحقة به. 
3.    الأوراق الرسمية والإدارية بحسب جدول المتطلبات في وثائق المناقصة.  

4.    العرض الفني.  

تكون أسعار العطاءات نهائية وشامله جميع التكاليف من ضرائب وغيرها من التكاليف.  

أخر موعد لإستلام المظاريف كامله بحسب الموعد النهائي تاريخ 18/06/2025 م الساعة 10:00 صباحًا إلى المركز الرئيسي لجمعية الهلال الأحمر اليمني، شارع 26 سبتمبر جوار رئاسة مجلس الوزراء – صنعاء.
ستكون جلسة فتح المظاريف يوم الأربعاء الموافق 18 يونيو 2025 الساعة 10:30 صباحًا، في مبنى جمعية الهلال الأحمر اليمني المركز الرئيسي.

لجمعية الهلال الأحمر اليمني الحق في قبول أو رفض أي عطاء وكذلك الحق في إلغاء المناقصة ورفض كافة العطاءات في أي وقت قبل ان يكون هناك توقيع على أوامر الشراء أو عقود الخدمات، وبدون أن تتحمل الجمعية أي التزامات أو غرامات قد يتكبدها مقدمي العطاءات.
