تعلن مؤسسة رنين اليمن عن رغبتها في التعاقد مع مزود خدمة مؤهل لتقديم خدمات حجز تذاكر السفر المحلية من عدن وإلى المحافظات اليمنية وكذلك الرحلات الدولية ذهابًا وإيابًا، بالإضافة إلى خدمات استخراج التأشيرات (الفيزا)، وذلك وفقًا للشروط والمواصفات التالية.

Resonate Yemen Foundation announces its intention to contract with a qualified service provider to deliver domestic flight booking services from Aden to various Yemeni governorates, as well as international round-trip flights, in addition to visa processing services, in accordance with the following terms and specifications.

نطاق العمل:

تقديم خدمات حجز وتوفير تذاكر السفر الدولية والمحلية وفقًا للوجهات المختلفة التي تحددها المؤسسة، مع تضمين خدمة استخراج التأشيرة الخاصة بكل وجهة وجميع الرسوم والمصاريف الإدارية ذات الصلة. تشمل الخدمة الرحلات المباشرة وغير المباشرة، ذهابًا وإيابًا، بما يتناسب مع متطلبات المؤسسة والوجهات المتغيرة.
[نلاحظ أن الحجم المتوقع للخدمات يتراوح بين 20-50 تذكرة دولية سنوياً بالإضافة إلى التذاكر المحلية، وذلك للمساعدة في تقديم عروض تنافسية.]

Scope of Work:

To provide booking and procurement services for international and domestic travel tickets according to the various destinations specified by the Foundation, including visa processing services for each destination and all related administrative fees and expenses. The service includes both direct and indirect flights, round trips, in accordance with the Foundation's requirements and varying destinations.
[Note: The estimated volume of services ranges between 20-50 international tickets annually in addition to domestic tickets, to assist in submitting competitive offers.]

مدة العقد:

تُبرم الاتفاقية مع الجهة الفائزة لمدة سنة واحدة قابلة للتمديد لسنة إضافية واحدة بموافقة الطرفين وبناءً على تقييم الأداء وجودة الخدمة المقدمة.

Contract Duration:

The agreement shall be concluded with the selected provider for a period of one year, renewable for an additional year upon mutual agreement and based on the evaluation of performance and quality of services provided.

متطلبات التسعير:

يُطلب من مزودي الخدمة تقديم عروض أسعار تفصيلية تشمل قيمة التذكرة مع التأشيرة (إن وجبت)، وفق الفترات الزمنية التالية:

1. السعر عند الحجز قبل 30 يومًا (شهر) من موعد السفر.
2. السعر عند الحجز قبل 15 يومًا (أسبوعين) من موعد السفر.
3. السعر عند الحجز قبل 7 أيام (أسبوع) من موعد السفر.

مع ضرورة توضيح أي فروقات في الأسعار حسب فترة الحجز، شركة الطيران، أو نوع المسار (مباشر/غير مباشر) للوصول إلى الوجهة المطلوبة.

Pricing Requirements:

Service providers are required to submit detailed quotations including the ticket price along with the visa fee (if applicable), according to the following timeframes:

1-    Price for booking 30 days (one month) prior to the travel date.
2-    Price for booking 15 days (two weeks) prior to the travel date.
3-    Price for booking 7 days (one week) prior to the travel date.

It is mandatory to clarify any price differences based on the booking period, airline, or type of route (direct/indirect) to reach the required destination.

شروط التقديم:

1. أن تكون الجهة مقدمة العرض مرخصة ومعتمدة لتقديم خدمات السفر والسياحة من الهيئات المختصة في اليمن.
2. أن تمتلك سجلاً تجارياً ورقماً ضريبياً ساريَي المفعول.
3. أن يشمل العرض جميع الضرائب والرسوم (إن وجدت) بشكل واضح.
4. أن تكون صلاحية العرض لمدة لا تقل عن (30) يومًا من تاريخ التقديم.
5. يفضل إرفاق سجل الخبرات السابقة في مجال حجز التذاكر وخدمات السفر (عقود، خطابات تعريف، إلخ).

Submission Requirements:

The bidding entity must be licensed and accredited to provide travel and tourism services by the competent authorities in Yemen.
Possession of a valid commercial registration and tax identification number.
The bid must clearly include all applicable taxes and fees.
The bid validity period must be no less than (30) days from the date of submission.
It is preferable to attach a record of previous experience in the field of ticket booking and travel services (contracts, letters of reference, etc.).

آلية الدفع:

يتم السداد خلال (30) يومًا من تاريخ استلام التذاكر الصادرة والفواتير الأصلية المعتمدة، بعد التحقق من مطابقة الخدمة المقدمة للشروط المتفق عليها. لن تُقبل أي دفعات مسبقة قبل استلام التذاكر والفواتير الرسمية.

Payment Mechanism:

Payment shall be made within (30) days from the date of receiving the issued tickets and original, authenticated invoices, after verifying that the services provided comply with the agreed-upon terms. No advance payments will be accepted prior to receiving the official tickets and invoices.

بند الغرامات والتعديلات:

في حال تم إلغاء أو تعديل الحجز من قبل المؤسسة قبل موعد السفر، يجب على المزود تحديد نسبة الاسترجاع وقيمة الخصم بدقة ضمن العرض المالي.
لا يجوز فرض أي رسوم إضافية لم تُذكر مسبقًا في العرض المقدم والمعتمد.

Penalties and Amendments Clause:

In the event that the reservation is canceled or modified by the Foundation prior to the travel date, the provider must precisely specify the refund percentage and discount value within the financial proposal.
No additional fees that were not previously stated in the submitted and approved proposal may be imposed.

معايير التقييم:

ستخضع العروض المقدمة لعملية تقييم فني ومالي، على النحو التالي:

أولاً: التقييم الفني (60% من النقاط) ويشمل:
1. الخبرة السابقة والسمعة في تقديم خدمات حجز التذاكر والسفر (30%).
2. القدرة على توفير رحلات متنوعة بأسعار تنافسية ومرونة في المسارات (10%).
3. وضوح وشفافية سياسات الإلغاء والتعديل واسترداد المبالغ (15%).
4. جودة خدمة العملاء والدعم الفني المقدّم (5%).

ثانياً: التقييم المالي (40% من النقاط) ويشمل:
1. تنافسية الأسعار المقدمة وفق الفترات الزمنية المحددة وجميع الوجهات (25%).
2. وضوح تفاصيل التكاليف والرسوم (10%).
3. مرونة سياسة الدفع والخصومات المقدمة (إن وجدت) (5%).

يتم ترسية العقد على العرض الذي يحصل على أعلى مجموع نقاط بعد التقييم الفني والمالي، مع العلم أن المؤسسة غير ملزمة بترسية العطاء على أدنى سعر، بل على أفضل قيمة مقابل المال.

Evaluation Criteria:

The submitted proposals will undergo a technical and financial evaluation process, as follows:

First: Technical Evaluation (60% of total points) includes:
1-    Previous Experience and Reputation in providing ticket booking and travel services (30%).
2-    Ability to provide diverse travel options at competitive prices and flexibility in routing (10%).
3-    Clarity and transparency of cancellation, modification, and refund policies (15%).
4-    Quality of customer service and technical support provided (5%).

Second: Financial Evaluation (40% of total points) includes:
1-    Competitiveness of prices offered according to the specified timeframes and for all destinations (25%).
2-    Clarity of cost and fee details (10%).
3-    Flexibility of payment policies and any discounts offered (if applicable) (5%).

The contract will be awarded to the proposal that achieves the highest total score after the technical and financial evaluation. It is noted that the Foundation is not obligated to award the contract to the lowest-priced bid, but rather to the proposal offering the best value for money.

طريقة التقديم:

يُرجى من مزودي الخدمة المهتمين إرسال عروضهم في مغلفين منفصلين ومختومين، بحيث يحتوي أحدهما على العرض الفني (الوثائق والشهادات والخبرات) والآخر على العرض المالي (الأسعار والجدول)، وذلك إلى مقر المؤسسة خلال أوقات الدوام الرسمي. يجب أن يكتب على الظرف الخارجي: "عطاء - خدمات سفر وتأشيرات" 

العنوان: محافظة عدن - مديرية المعلا - بجانب مستشفى خليج عدن - عمارة السعدي - الدور الثالث.

15 يوم  من تاريخ الاعلان، الساعة الثانية عشرة ظهراً (12:00). لن يتم قبول أي عروض بعد هذا الموعد.

Submission Procedure:

Interested service providers are requested to submit their proposals in two separate sealed envelopes, with one envelope containing the Technical Proposal (documents, certificates, and experience records) and the other containing the Financial Proposal (prices and schedule).

Submissions must be delivered to the Foundation’s headquarters during official working hours. The outer envelope must be clearly marked with) Tender – Travel and Visa Services".
