المؤسسة الاجتماعية الحديثة  - (MSA):

المؤسسة الاجتماعية الحديثة (MSA) هي مؤسسة غير حكومية، تطوعية، وغير ربحية، تأسست رسميًا عام 2016. نقدم خدمات في مجالات الصحة، والتعليم، والتغذية، والحماية الاجتماعية، والمياه والصرف الصحي والنظافة الصحية للمجتمع. نؤمن بأن بناء قدرات الأجيال الشابة سيساهم في تنمية المجتمع في جميع مجالات العمل المستهدفة. لذلك، نعمل من خلال تطبيق منهج علمي في هذا المجال، ونُهيئ بيئة تدريب وبحث على المستوى المحلي.

تقديم العطاءات:

• يجب تسليم العطاءات والعينات الى مكتب المؤسسة الاجتماعية الحديثة الكائن في عدن - خور مكسر - جولـة التربيــة - المدينة البيضاء - فيــلا 391 – قسم المشتريات في موعد أقصاه يوم الاربعاء الموافق 20 اغسطس 2025 قبل الساعة 11:00 صباحاً بتوقيت اليمن.
• سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق
• ستعقد جلسة فتح العطاءات يوم الثلاثاء الموافق 20 اغسطس 2025 الساعة الثانية عشر 12:00ظهراً في مكتب المؤسسة الاجتماعية الحديثة في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبة حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 
• يجب تسليم العطاءات مغلقة بالشمع الاحمر ومختومة مع ذكر التفاصيل التالية على المظروف المغلق:
  • رقم المناقصة: MSA-001-2025
  • اسم المناقصة: توفير وتسليم 6,347 حقيبة دراسية شاملة محتوياتها التعليمية الى مديرية الحوطة في محافظة لحج.
• التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.

الشروط والمتطلبات:

• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب ان تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتم التسعير بعملة الريال السعودي وسيتم رفض أي عطاء مخالف.
• يجب ان تظل الأسعار المقدمة سارية لمدة 90 يوم على الأقل من تاريخ فتح المظاريف 
• يجب ان يكون السعر المقدم شامل الضريبة، التوصيل، واي تكاليف أخرى.
• يشترط تقديم عينة مجانية من الحقيبة المدرسية مكتملة بجميع محتوياتها، مع طباعة الشعارين بالألوان باستخدام تقنية الطباعة (يوبي) على الجيب الأمامي، وذلك لتمكين لجنة التقييم الفني من إجراء تقييم دقيق وشامل للعروض الفنية المقدمة.
• قد يؤدي عدم تقديم عينة كاملة ومعبأة وفقاً لما ورد في العرض الفني إلى استبعادكم فنياً.

معايير الأهلية القانونية (إلزامية): 

• يجب تقديم سجل تجاري ساري المفعول.
• يجب تقديم بطاقة ضريبية سارية المفعول. 
• يجب تقديم ترخيص مزاولة مهنة ساري المفعول. 
• يجب تقديم بطاقة زكوية سارية المفعول.
• يجب تقديم ضمان بنكي بقيمة 2.5% من اجمالي قيمة العطاء بصلاحية لمدة 90 يوم من تاريخ فتح المظاريف.
• عدم ادراج المورد في قوائم العقوبات / عدم الاهلية الخاصة بالأمم المتحدة والأمين العام للأمم المتحدة والبنك الدولي.
• جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.

سيتم استبعاد مقدمي العروض الذين لا يقدمون هذه المستندات من أي تقييم فني أو مالي.

المؤسسة الاجتماعية الحديثة لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم.

Modern Social Association (MSA):

Modern Social Association (MSA) is a non-governmental, voluntary, and non-profit association established officially in 2016. We provide services in Health, Education, Nutrition, CP, and WASH to the community. We believe that building the capacity of young generations will contribute to community development across all targeted fields of work. Therefore, we are working through applying a scientific approach in the field and establishing a training and research environment at local level.

Submission of bids:

• Bids and Samples must be submitted to Modern Social Association office, located in Aden – Khormaksir - Faculty of Education Round - Madinat Albedah - Vila No 391– Procurement Department, no later than Wednesday, August 20, 2025, before 11:00 AM Yemen time.
• Only tenders submitted in prescribed form and deadlines will be considered.
• Tender opening session will take a place Tuesday, August 20, 2025 at 12:00 Noon in Modern Social Association Office (same above address), bid owner or his representative will not be allowed to attend the session of bid opening unless having an official memo by the name authorized for attendance. 
• All tenders should be submitted in SEALED envelopes clearly marked:

  • Tender Name: Provision and delivery of 6,347 school bags including their educational contents to Al-Houtah District in Lahj Governorate.
• The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.

Terms and requirements: 

• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• Pricing must be done in SAR Saudi Riyal, any bid submitted in another currency will be rejected.
• Offered prices must be remain valid for at least 90 days from the date of opening the envelopes.
• The prices quoted must include all indirect additional costs such as taxes, delivery and any other cost.
• It is required to submit a free sample of the school bag, complete with all its contents, with both logos printed in color using UV printing on the front pocket of the bag. This is to enable the technical evaluation committee to conduct an accurate and comprehensive assessment of the submitted technical offers.
• Failure to submit a complete and properly filled sample as specified in the technical offer may result in your disqualification from the technical evaluation.

Legal eligibility criteria (Mandatory):

• Must provide Valid Business Registration card. 
• Must provide Valid Tax card.
• Must Provide valid license of Business Practice 
• Must provide Valid Zakat Card
• Must provide Bid Guarantee of 2.5% of the total amount of the offer valid for 90 days from the date of opening the bid.
• Vendor’s Non-inclusion into the UN, UNSG and WB Sanctions/ineligibility lists.
• All other terms and requirements as stated in the bidding document

Offerors who do not submit these documents will be disqualified from any technical or financial evaluation.
Modern Social Association Award Committee reserves the rights to accept or reject any or all submitted quotation(s) at its discretion and is under no obligation to issue an award.
