The Office of the United Nations High Commissioner for Refugees - with its Sub Office Aden, Republic of Yemen - has an international mandate to provide international protection and to seek solutions for the problem of refugees in Yemen. In addition, The Office assumes the lead responsibility for protection, emergency shelter and camp management for internally displaced persons in Yemen. The work of the Office is of an entirely non-political character.

The Office in Aden would like to procure Water Supply System and invites qualified companies to provide a firm offer for the supply of the following: 

Water Supply System – Including Well Drilling, Casing, Filtration, Solar-Powered Pumping System, Civil & Rehabilitation Works, and Piping Network in Kharaz, Lahj – Yemen

CLOSING DATE AND TIME FOR SUBMISSION:

Pre-Bid Meeting:

UNHCR will hold a supplier pre-bid conference at the UNHCR Office in Aden, Yemen - Khor Maksar District, on Sunday, 16 November 2025, from 10:00 a.m. to 12:00 p.m. 

Site Visit:

UNHCR will also arrange for a site visit for all interested suppliers to Kharaz refugee camp in Al Madhareba District, Lahj Governorate – Yemen, GPS coordinate; 12°46'11.97"N, 44°2'13.15"E, on Monday, 17 November 2025, from 10:00 a.m. to 12:00 p.m. 

Attendance at the Pre-bid meeting and Site Visit is highly recommended, as the requirements and tender requirement will be explained further to ensure full understanding by interested suppliers

SUBMISSION OF BID:

The offers must bear your official letter head, clearly identifying your company. 

Bids should be submitted by e-mail and all attachments must be in PDF format only. 

Copies of the *.pdf format documents may, as an addition, be included in Excel or other formats such as *.doc, *.docx, *.xls, *.xlsx, *.rtf, *.png, *.jpg, *.jpeg, *.txt, *.zip, *.ppt, *.pptx, *.bmp, *.rar, *.gif, *.tif and *.tiff. Executable files (*.exe, *.bat, *.cmd, etc.) shall not be uploaded as such extensions are filtered and are rejected by the UNHCR email server). 

The Technical and Financial Offers submitted electronically must be sent in separate emails.

It is your responsibility to verify that all e-mails have been received properly before the deadline. Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of 20 Mb so it may be necessary to send more than one e-mail for the whole submission.

Please indicate in e-mail subject field: 

  • Bid ref.# ITB/CO/YEMSA/25/03;
  • Name of your firm with the title of the attachment;
  • Whether the email is part of the Technical Offer or the Financial Offer. 
  • Number of e-mails that are sent (example: 1 of 3, 2 of 3, 3 of 4);

For example:

ITB/CO/YEMSA/25/03 Company ABC; Technical Offer (email 1 of 2)
ITB/CO/YEMSA/25/03 Company ABC; Financial Offer (email 2 of 2).

UNHCR will not be responsible for locating or securing any information that is not identified in the bid. Accordingly, to ensure that sufficient information is available, the bidder shall furnish, as part of the bid, any descriptive material such as extracts, descriptions, and other necessary information it deems would enhance the comprehension of its offer.

Bids received after the deadline or sent to another address will be rejected.

UNHCR is not bound to accept any application or give reasons for rejection or acceptance.
