Job Description: 

The Protection Field Assistants will be responsible for all protection field activities at community centers, the community, and the HFs and they will oversight the work of CBPN. The Protection Assistant supports and leads the implementation of all protection field activities in area of responsibility. With close coordination with Adolescent girl assistants and Prevention and risk mitigation Assistant, the Protection Assistant will supervise the CP/ GBV Social Workers and CBPN members, to organize and manage all activities on the ground, ensuring high quality and timely performance and the achievement of targets.

ROLES AND RESPONSIBILITIES:

  • Ensure the overall qualitative and timely implementation and report of the protection activities in area of responsibility.
  • Closely coordinate with Protection Assistants to ensure quality Case Management assistance through monitoring case management activities, managed other assistants and CP/ GBV Social Workers, and regularly support in updating Service Mapping to timely undertake internal and external referral mechanisms, including links with Service Providers and other stakeholders in the area.
  • Work with the Senior Protection Officer to ensure provision of required beneficiary lists for cash assistance referred in accordance with vulnerability established criteria.
  • Forming and mobilize the CBPNs, supporting referral of cases, flagging out the protection issues in area of intervention, and strengthening FMF’s relationship with community leaders and local actors which aim to maintain smooth access to targeted areas and persons.
  • Support the Senior Protection Officer in drafting of monthly work plans for the field visits to ensure field presence and carry out regular monitoring and assessments, ensure a permanent monitoring of project's field activities for better and improvement of the quality of the project’s protection interventions, and document of all BNFs’ sites in areas of intervention, manage contact lists of sites and community focal points to ensure extensive and good outreach to the BNFs’ community.
  • With the guidance of Senior Protection Officer, undertake training and coaching on the job for the mobile protection teams on various protection related topics.
  • With direct guidance from Senior Protection Officer and Data Management staff, provide capacity building on the use of smart data collection tools to staff.
  • Conduct training for the CBPN volunteers on the protection standards and vulnerability criteria and network job mechanism and other related tasks.
  • Follow up the CBPN volunteers to fill up and send the applications of the received cases and do the necessary revision to approve the cases and matching them with the vulnerability criteria.
  • Monitor beneficiary identification, selection, and registration processes timely, transparently in accordance with the agreed Cash Assistance Criteria, keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.
  • Prioritize vulnerable cases during distribution and provide needed support and ensure beneficiaries are respected when receiving assistance.
  • Ensure all protection concerns are met and dealt with during the distribution process including, but not limited to protection mainstreaming guidelines.
  • Support protection field staff with proper guidance to raise awareness among targeted communities to establish and maintain transparent, functional, and respectful relationships, to help understand project objectives and avoid false expectations.
  • Deal with complaints or issue related to cash distribution through complaint and feedback hotline.
  • Review and finalize the protection teams' reports on protection assessments and incidents, for evidence-based referrals and advocacy for the protection gaps and needs of BNFs and other conflict-affected Persons of Concern (PoCs).
  • Attend any coordination meetings at AoR's level and share minutes of meetings with Senior Protection Officer.
  • Follow HR procedures for all field staff, provide training to staff on procedures and their role to attain full understanding of the project activities and objectives, and ensure timely submission of documentation to HR and leave management.
  • In coordination with the teams, regularly submit cash requests, when needed and according to project budget and needs to Program Officers and Seniors for smooth implementation of activities, take responsibility for the spending of cash and the procurement of small items, such as refreshments for FGDs and awareness sessions, and the submission of pending documentation completed and accurate for clearance.
  • Share monthly/weekly movement plans or missions and coordinate the field teams' movements on the ground and ensure cost effective use of available resources.
  • Collect information to report on trends and changes in protection concerns, ensuring safe and confidential data management, maintain confidentiality of beneficiaries' database with the support of Data Management staff, undertake data management and weekly, monthly reporting to Senior Protection Officer and guarantee consistency of the data to allow for smooth reporting mechanisms, using data collection formats.
  • Timely flag out any challenges or constraints during field activities implementation to the Program Officers and Seniors and provide suitable solutions and mitigating measures proposed or to be implemented.
  • Liaise with logistic and finance departments to ensure protection activities have the required resources at time, and complete and keep records of the necessary paperwork.
  • Perform any other tasks as assigned by the supervisor.

QUALIFICATIONS AND REQUIREMENTS:

  • A university degree in in social sciences or any other relevant subject or any related field.
  • 2 years of experience working with NGOs, particularly in the protection sector.
  • Experience in supervising field staff in challenging situations, carrying out professional team management, and providing capacity-building and training.
  • Strong experience working in protection in a humanitarian/recovery, complex and volatile contexts.
  • Strong understanding of humanitarian principles and protection guidelines, and familiarity with case management principles, standards, and procedures.
  • Experience in mainstreaming protection concepts within a humanitarian operation.
  • Strong organization, collaboration, representation, and negotiation skills.
  • Demonstrated leadership and interpersonal skills.
  • Knowledge of the area of responsibility and understanding of local communities and customary rules.
  • Excellent observation, analytical and report writing skills.
  • Prior experience in working and/or coordinating with other humanitarian organizations.
  • Native Arabic and strong English skills are essential.
  • Strong knowledge and skills of computer and prior experience working with smart data collection tools such as KOBO.
  • Readiness to commit and adhere to the values, mission, and vision of FMF.
  • Be available for regular trainings provided by FMF and support in identifying staff training needs.
  • Respect confidentiality of data and information.
  • Attention to details and ability to communicate professionally and effectively - practical and problem-solver.
  • Able to ensure quality delivery in stressful environment, punctuality and respect for rules and procedures, and to adhere to deadlines.
  • Ability to deal with heavy work pressure.
  • Documented results related to the position’s responsibilities.
