Background Reporting to the Programs Manager, the Project Manager will take the lead in guiding the overall design and setting-up of systems for the implementation will lead the implementation of the YLDF programs. The role will facilitate the capacity building of the team to ensure implementation of the program is in-line with YLDF Emergency Strategy the FSAC standards. This position will provide strategic direction and technical assistance and support for the project team, technical and field team on the implementation of projects interventions with the integration of gender and protection mainstreaming throughout all project activities.

Essential Job Responsibilities
- Be directly responsible for the technical guidance, management, and implementation of the project activities in the targeted districts.
- Responsible for programs budget management and ensuring all expenditures are in line with YLDF and donor compliance standards.
- Ensure activities align with Program Strategy, objectives, proposals, and budgets; together with project staff, formulate detailed implementation plans, risk management plans, spend plans, and project cash forecasts.
- Manage the monitoring, evaluation, accountability, and learning systems and processes, ensuring project staff understands requirements, quality is maintained as per agreed standards, and lessons learned are documented and applied for current and future projects.
- Effectively manage YLDF projects using appropriate tools to ensure projects are delivered on time, on budget, and to the expected quality.
- Maintain regular supervision and follow-up with the technical and field team to ensure project activities are delivered on time, on budget, and to the expected quality.
- Maintain regular communication with the support and operations department to facilitate the implementation of project activities.
- Contribute to addressing problems in the field and maintain regular and timely communication and information sharing with the Programs Manager.
- Attend cluster/coordination meetings relevant to the project.
- Develop monthly and/or quarterly procurement plans and initiate the processing of procurement needs for cash activities.
- Lead coordination with Service Providers and their agents for timely transfers and reporting at the end of each disbursement cycle.
- Develop and facilitate team access to tools for use in beneficiary selection processes, registration, disbursement, and monitoring.
- Provide weekly, monthly, and annual reports, both narrative and quantitative, as needed, using YLDF/Donor templates.
- Develop productive working relationships with community leaders, representatives, Government, Non-Governmental institutions, and other project partners.
- Maintain the highest standards of behavior when working with project beneficiaries and targeted communities.
- Hold self-accountable for making decisions, managing resources efficiently, achieving, and role-modeling YLDF values.
- As requested, represent YLDF in external forums, ensuring the YLDF profile is positively maintained as per YLDF values, objectives, strategy, and advocacy plan. This includes proactively representing YLDF in cluster coordination meetings and maintaining contact with relevant local authorities and other agencies, ensuring that YLDF’s mandate, vision, approach, and activities are understood and accepted.

Qualifications, and experience required:
- A recognized bachelor degree or professional qualification in: business administration and management; development studies; politics; international relations, or a related field.
- Proven work experience as a Project Manager or similar role.
- Proven experience in the implementation of development projects at least 4 Years.
- Ability to manage multiple tasks effectively with attention to detail and an orderly approach to tasks.
- Good understanding of IT and Business, with a solid foundation in information technology concepts relevant to current technologies and digital economy

- Technical knowledge of IT projects, income-generating activities (IGAs) and small and micro enterprises (SMEs), including business plans
- Ability to work independently and as a team player who is able to support and train staff and also able to work with local communities in a sensitive and participatory manner.
- Ability to work under pressure, meet deadlines consistently, and execute several activities at once.
- Flexibility in working in diverse situations with unpredictable working hours.
- A positive problem-solving approach and enthusiasm to learn and apply new skills.
- Good communication skills, written and oral.
- Excellent interpersonal skills and team-working skills.
- Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Has a capacity to make accurate self-assessment particularly in high stress and high security context.
- Ability to travel as required within Yemen.
- Excellent level of computer proficiency.
- Fluency in English and Arabic (written and spoken)

- Networks of contacts within policy and government.
