Type of Contract: Service Provider 

1. About the Organization

Deem Development Organization is a non-profit organization established in October 2015 by a group of Yemeni youth and individuals. It aims to serve people affected by conflict. Deem is officially registered with license number 540 from the Ministry of Social Affairs and Labor as a non-governmental, non-profit organization to implement projects and activities across Yemen.
In addition, Deem holds membership in the Health and Population Offices in the governorates of Taiz, Ibb, and Sana'a. The organization also maintains strong and effective working relationships with local councils in these governorates, which is vital for the implementation of activities in these sectors.
Deem Development Organization aims to ensure the sustainability of its work and its ability to continue providing services to affected communities, while remaining committed to principles of transparency and accountability and ensuring equal opportunity for all interested parties.
Deem is hereby announcing an invitation for experienced individuals to submit the necessary requirements to register in the organization’s roster of legal service providers. This call aims to establish a list of qualified individuals who can provide services as per the categories listed below. The organization will evaluate all applicants based on the required terms and criteria, and qualified candidates will be contacted when services are needed.

2. Duties and Responsibilities

The Lawyer will have the following key responsibilities:

  • Receive legal case referrals (via Protection Officer or Case Management Team in the project).
  • Receive and interview clients to assess their legal needs by filling out the referral and service request forms.
  • Collect and verify required documents from beneficiaries.
  • Provide individual and/or family legal consultations to guide and raise awareness among beneficiaries regarding available legal procedures and access to civil documentation.
  • Conduct analysis and select beneficiaries after confirming eligibility criteria in coordination with the Project Coordinator and Data Entry Officer, and submit cases for approval to proceed with ID issuance.
  • Communicate with cases requiring civil documents or conduct field visits to provide them with legal consultations and raise awareness about required documents for obtaining personal identification cards.
  • Collect and verify required documents from beneficiaries.
  • Facilitate the issuance of personal IDs for eligible beneficiaries by accompanying them to the Civil Status and Civil Registration offices.
  • Submit a weekly update to the coordinator providing an overview of activity implementation progress.
  • Submit monthly reports to the Protection Officer, including:
    • A report on legal consultations provided
    • Number of ID cards issued, disaggregated by gender, age, and displacement status (IDP or host community).
  • Use the Case Management System for archiving case files and ensuring accessibility when needed.
  • Fully adhere to humanitarian principles and respect the dignity of beneficiaries.
  • Submit a final report detailing achievements, challenges, and lessons learned.
  • Not charge any fees to beneficiaries.
  • Maintain confidentiality of personal information and documents

3. Qualifications and Experience

The ideal candidate for the Lawyer Service should possess the following qualifications and experience:

  • Must hold a Bachelor's degree in Law.
  • Must have prior experience working with the Civil Status and Civil Registration offices and branches.
  • Must possess a valid lawyer's license issued by the Yemeni Bar Association.
  • Must have prior experience providing legal consultations on various legal matters.
  • Ability to travel and conduct fieldwork.
  • Proficiency in computer use, including Microsoft Office programs (Excel & Word).
  • Strong communication and coordination skills with official and community stakeholders, along with adherence to legal and humanitarian work ethics.

Note:
When service providers are needed, project details, location of implementation, and requests for quotations will be shared with shortlisted service providers from the roster
