Terms of Reference (TOR):
Service Title: Engineer
Location: Taiz, Aden, Lahj, Al Dhale'a, Shabwa, Abyan
Type of Contract: Service Provider
1. About the Organization
Deem Development Organization is a non-profit organization established in October 2015 by a group of Yemeni youth and individuals. It aims to serve people affected by conflict. Deem is officially registered with license number 540 from the Ministry of Social Affairs and Labor as a non-governmental, non-profit organization to implement projects and activities across Yemen.
In addition, Deem holds membership in the Health and Population Offices in the governorates of Taiz, Ibb, and Sana'a. The organization also maintains strong and effective working relationships with local councils in these governorates, which is vital for the implementation of activities in these sectors.
Deem hereby invites experienced individuals to submit the required documentation to register in the organization's roster of engineers and consultants for engineering consultations and related works.
Deem is hereby announcing an invitation for experienced individuals to submit the necessary requirements to register in the organization’s roster of legal service providers. This call aims to establish a list of qualified individuals who can provide services as per the categories listed below. The organization will evaluate all applicants based on the required terms and criteria, and qualified candidates will be contacted when services are needed.
2. Duties and Responsibilities
The Engineer will have the following key responsibilities:
He will carry out engineering supervision tasks for the implementation of various works, including monitoring, guidance, and ensuring that the items are executed according to specifications and technical standards, and in accordance with the instructions of the supervising engineer, in order to implement the activities of donor-funded projects for the humanitarian response
1.Conducting technical field assessments
- Carry out field visits to conduct accurate technical assessments of maintenance and rehabilitation needs in displacement sites located within the targeted districts of the project.
- Ensure the involvement of community committee members and site residents in identifying intervention priorities based on clear technical and humanitarian criteria, while taking into account the environmental and social context of the sites.
- Submit a comprehensive list of engineering intervention needs—whether related to site maintenance, well rehabilitation, or renovation work—to the project management for sharing with the Camp Coordination and Camp Management (CCCM) Cluster or relevant authorities for preliminary approval.
2. Preparing Bills of Quantities (BOQs) and Technical Specifications:
- Prepare accurate and detailed BOQs for each site, including all work items and required materials.
- Develop technical specifications in accordance with local and international standards to ensure quality and sustainability.
- Coordinate with the project management team to ensure alignment of BOQs and specifications with project requirements, donor expectations, and CCCM Cluster guidelines.
3. Preparing Tender Documents:
- Participate in preparing the tender dossier, including technical and administrative conditions, and bid templates.
- Coordinate with the procurement department to ensure all documents comply with approved policies and procedures.
- Ensure clarity of all documents and inclusion of all necessary information to enable contractors to submit accurate and comprehensive bids.
4. Bid Evaluation and Contractor Selection:
- Review and evaluate technical and financial bids submitted by contractors using standardized evaluation tools.
- Provide a technical report that includes a comparative analysis of the bids and a well-evidenced recommendation for selecting the most suitable contractor.
5. Handover and Execution Phase Management:
- Oversee the handover of the site to the selected contractor and ensure the site is ready for work commencement.
- Prepare handover minutes and ensure the contractor fully understands the scope of work to be implemented.
6. Field Monitoring of Implementation:
- Conduct regular site visits to monitor progress and ensure compliance with quality standards and technical specifications.
- Address technical challenges during implementation in coordination with the contractor and relevant stakeholders.
- Document technical observations and submit periodic progress reports to the project management team.
7. Final Evaluation, Handover, and Final Report Preparation:
- Perform a final technical inspection of the completed works to ensure full compliance with approved specifications.
- Prepare preliminary and final handover documents and draft a comprehensive technical report covering all phases of the work, including achievements, challenges, and lessons learned.
3. Qualifications and Experience
The ideal candidate for the Engineer Service should possess the following qualifications and experience:
- Bachelor's degree in Engineering.
- Must have a minimum of 3 years of prior experience in preparing bills of quantities (BOQs), and providing technical and engineering supervision on maintenance projects for IDP shelters, rehabilitation of wells and water drainage points, restoration works for schools, health centers, and other engineering projects.
- Must be capable of traveling between governorates and districts.
- Participate in preparing feasibility studies for project establishment.
- Contribute to the preparation and review of drawings, plans, and designs necessary for projects using engineering software, and clarify these details in an easily understandable manner for implementation teams.
- Contribute to risk management and ensure compliance with legal regulations, quality standards, safety, and environmental requirements.

When service providers are needed, project details, location of implementation, and requests for quotations will be shared with shortlisted service providers from the roster
