- Project Coverage: Partnership Sector-funded projects, with primary focus on livelihoods and economic recovery projects in Taiz and other locations as assigned.
- Contract Type: Fixed-Term (Full-Time).
- Contract Duration: One year, with the possibility of extension for up to four years based on performance, project need, and funding availability.
- Reporting to: Deputy CEO / Chief of Partnership and International Cooperation Sector.
- Working Relationships: Works closely with project teams, MEAL, Finance, Logistics and Procurement, HR/Admin, field teams, consortium partners, service providers, local authorities, communities, private sector actors, training institutions, and relevant coordination platforms.

Project Background and Job Purpose
The Technical Manager – Field Implementation Lead will serve as the technical and field implementation lead for projects funded and managed under Altwasul’s Partnership and International Cooperation Sector.
The role is responsible for leading the full field implementation cycle of assigned partnership-funded projects, including field planning, activity delivery, team supervision, coordination, troubleshooting, documentation, technical quality, and follow-up on results.
The position will ensure that approved project activities are translated into practical field implementation plans and delivered on time, within scope, and in line with donor commitments, technical standards, community needs, and field realities.
The role will also contribute to proposal development, technical design, workplan development, field feasibility review, risk analysis, grants management support, donor reporting, and lessons learned. However, the Technical Manager is not the sole owner of grants management, donor compliance, contractual follow-up, budget control, or formal donor communication, which remain shared with the Partnership Sector leadership, Finance, MEAL/reporting, and relevant support teams.
Key Responsibilities
1. Field Implementation Leadership
- Lead the full field implementation cycle of assigned and future projects under the Partnership Sector portfolio.
- Translate approved proposals, logical frameworks, budgets, workplans, and donor commitments into realistic monthly, quarterly, and activity-based field implementation plans.
- Supervise day-to-day field implementation teams, including project officers, field assistants, community mobilizers, and other implementation staff.
- Ensure that project activities are delivered on time, within scope, and in line with approved technical standards, donor requirements, and field realities.
- Follow up on the delivery of field activities, including assessments, outreach, beneficiary selection, trainings, coaching, apprenticeships, job placement, enterprise development, VSLA/e-VSLA activities, financial inclusion, B2B linkages, community sessions, grants support, field monitoring, and post-activity follow-up.
- Identify implementation delays, access constraints, field risks, coordination gaps, and quality issues, and propose practical corrective actions.
- Maintain regular field presence and provide hands-on support to project teams when required.
2. Technical Quality and Program Delivery
- Provide technical leadership and quality assurance across projects managed by the Partnership Sector.
- Ensure that project activities are technically sound, sequenced, measurable, inclusive, field-applicable, and aligned with project outcomes.
- Review and validate technical tools, training materials, assessment forms, selection criteria, coaching packages, monitoring checklists, service provider deliverables, SOPs, and field implementation guidance.
- Provide technical oversight for beneficiary targeting, training approaches, apprenticeship models, job placement strategies, enterprise support, business coaching, grant-readiness processes, market linkages, and community engagement.
- Ensure inclusion of women, youth, persons with disabilities, marginalized groups, and local actors across field implementation.
- Support adaptive management by identifying what is working, what is not working, and what needs adjustment during implementation.
- Capture lessons learned from field implementation and ensure they inform future project design and proposal development.
3. Team Supervision and Capacity Strengthening
- Provide direct supervision, coaching, and technical guidance to relevant project and field implementation staff.
- Ensure field teams clearly understand activity objectives, targets, selection criteria, technical standards, documentation requirements, donor expectations, and reporting timelines.
- Support recruitment, onboarding, and technical orientation of new project and field staff when required.
- Mentor staff to improve field planning, technical judgment, donor compliance awareness, documentation quality, reporting discipline, and problem-solving skills.
- Promote teamwork, accountability, timely communication, and clear role division among field and technical staff.
- Ensure field teams maintain accurate files, records, attendance sheets, beneficiary documents, activity reports, and means of verification.
4. Proposal Development and Program Design Support
1. Contribute to concept notes, proposals, full applications, technical narratives, logical frameworks, workplans, and technical annexes.
2. Provide technical inputs on activity design, implementation methodology, staffing assumptions, field feasibility, risk analysis, sequencing, and operational requirements.
3. Review proposed activities to ensure they are realistic, costable, measurable, inclusive, and implementable in the field.
4. Support alignment between proposal commitments, budget assumptions, staffing structures, implementation capacity, MEAL requirements, and field realities.
5. Provide field-based evidence, lessons learned, and implementation analysis to strengthen future proposals and partnership opportunities.
6. Contribute to technical discussions with consortium partners, donors, and internal teams during proposal development and project design when required.
5. Grants Management and Donor Reporting Support
- Contribute to grants management processes by providing field updates, technical explanations, progress analysis, implementation challenges, and corrective action plans.
- Provide timely technical and field inputs for donor reports, consortium updates, progress reviews, case studies, success stories, learning briefs, and management reports.
- Ensure field-level evidence is properly collected, verified, documented, and shared with MEAL and reporting teams.
- Support tracking of project deliverables, targets, milestones, and donor commitments from a field implementation perspective.
- Coordinate with MEAL, Finance, Logistics and Procurement, HR/Admin, and senior management to ensure field activities are properly supported and implementation delays are minimized.
- Support budget follow-up by flagging field-level needs, activity cost implications, under-spending risks, overspending risks, or delayed implementation.
- Contribute to donor, consortium, or partner meetings when technical or field implementation updates are required.
6. Coordination and Representation
- Coordinate with local authorities, community structures, training providers, private sector actors, service providers, financial institutions, cooperatives, chambers of commerce, civil society actors, and relevant stakeholders.
- Facilitate smooth field implementation through timely coordination with internal departments and external actors.
- Represent Altwasul in selected technical, field-level, consortium, donor, cluster, or coordination meetings when requested.
- Maintain strong working relationships with Altwasul partners and ensure Altwasul technical and field contributions are well-prepared and evidence-based.
- Ensure implementation issues are escalated to the appropriate level when they require management decision-making.
Shared Accountability
The Technical Manager – Field Implementation Lead contributes to proposal development, grants management, donor reporting, budget follow-up, procurement planning, compliance processes, and external coordination by providing technical inputs, field evidence, implementation updates, risk analysis, and corrective action recommendations.
Formal accountability for donor communication, contractual compliance, financial approval, procurement processes, HR procedures, and organizational representation remains with the relevant departments and senior management.
Required Qualifications and Skills
- University degree in development studies, economics, business administration, livelihoods, TVET, agriculture, social sciences, international development, or a related field.
- Minimum 7 years of relevant experience in field implementation, technical leadership, livelihoods, employment, enterprise development, market systems, TVET, financial inclusion, localization, or development programming.
- At least 3 years of experience managing or supervising field implementation teams in donor-funded projects.
- Proven experience translating proposals, logical frameworks, workplans, and donor commitments into practical field implementation plans.
- Experience contributing to concept notes, proposals, technical narratives, logical frameworks, implementation methodologies, or donor-funded project design.
- Strong understanding of donor-funded programming, consortium work, field implementation requirements, reporting needs, and compliance expectations.
- Demonstrated ability to manage field teams under pressure and solve implementation challenges in complex operating environments.
- Strong coordination experience with local authorities, communities, training institutions, private sector actors, service providers, partners, and field teams.
- Strong analytical, planning, writing, facilitation, communication, and problem-solving skills.
- Excellent Arabic and English communication skills.
- Experience with EU, SDC, UN, INGO, or consortium-funded projects is a strong asset.
