CFW Site Supervisor (2)
Division : Programs.
Location : Yab'uth & Al-Dhulai’a, Hadramout.
Reports to : FSL Civil Engineer / Project Manager.

The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economy, wellbeing and health.
Job Purpose:
The CFW Site Supervisor is responsible for the on-site coordination, supervision, and monitoring of Cash-for-Work (CFW) activities under the project. This position ensures that soil and water conservation interventions such as tree planting, canal rehabilitation, and gabion construction are implemented effectively and that CFW participants work safely, efficiently, and in line with agreed technical standards. The supervisor will also liaise with local communities and ensure accurate documentation of attendance and work quality.
Key Responsibilities:
- Coordinate with the Project Manager, FSL Civil Engineers, and Community Action Groups (CAGs) to implement CFW activities as outlined in the conservation plans.
- Supervise daily on-site CFW operations, including tree planting, canal irrigation rehabilitation, gabion construction, and related environmental restoration activities.
- Oversee the selection and daily attendance of CFW participants, ensuring adherence to selection criteria and proper documentation of work records.
- Ensure that CFW work is conducted according to safety protocols and quality standards, using the correct tools, materials, and methods.
- Maintain daily attendance sheets, performance records, and site visit logs to be submitted regularly to the Project Manager.
- Coordinate with local authorities and community leaders to ensure smooth site access, conflict resolution, and participant engagement.
- Monitor material uses on-site and report any shortages or issues to FSL Civil Engineers.
- Ensure timely communication of any challenges or delays in site work, including weather disruptions or security risks.
- Support CFW participants in understanding their roles, work expectations, and the environmental importance of the interventions.
- Report any safeguarding concerns, fraud risks, or misconduct to the appropriate focal point in line with organizational policy.
- Contribute to weekly/monthly reports on CFW progress, including success stories, photos, and challenges.
Safeguarding:
- Read, understand, and adhere to the organization’s Safeguarding Policy, sign the organization’s Code of Conduct, and strive to promote a zero-tolerance approach to discrimination, harassment, and abuse in all working environments.
- Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organization’s representative in relation to safeguarding.
Qualifications, Experience & Skills:
- Diploma or bachelor’s degree in civil engineering, Agriculture, Environmental Science, or a related field.
- Minimum two years of relevant work experience in Cash-for-Work or community-based infrastructure projects.
- Experience in supervising field-level activities such as canal rehabilitation, tree planting, or gabion construction is preferred.
- Work experience with NGOs or in rural field settings is desirable.
- Strong supervisory and coordination skills, with the ability to manage labor teams and ensure task completion on-site.
- Basic knowledge of interpreting BoQs and technical work plans.
- Good organizational and time management skills.
- Strong communication and interpersonal skills, especially in working with community members and local leaders.
- Fluency in Arabic; basic English skills are an advantage.
- Ability to work under pressure and in remote areas.
- A team player, committed to accountability, transparency, and delivering quality work.
