About the Project

The project aims to provide integrated humanitarian assistance including Multi-Purpose Cash Assistance (MPCA), Emergency Shelter support, and selected WASH interventions to vulnerable internally displaced persons (IDPs) in Mawza District, Taiz Governorate.

The intervention focuses on protection-sensitive targeting, community engagement, and evidence-based implementation aligned with cluster standards and donor requirements.


Role Purpose

The District Coordinator supports the field-level implementation of project activities in Mawza District by coordinating with communities, local authorities, and stakeholders and facilitating the execution of activities across MPCA, Shelter, and WASH sectors.

Working under the operational guidance of the Project Assistant, the District Coordinator ensures effective community engagement, smooth field coordination, and timely implementation of project activities while promoting accountability to affected populations, protection principles, and inclusive participation of vulnerable groups.


Key Responsibilities

1. Field Coordination

  • Internal Coordination:

    • Report daily/weekly to the Project Assistant on progress, challenges, and community feedback.

    • Coordinate with the Field Monitor to facilitate monitoring visits, spot checks, and data collection.

    • Liaise with the Project Officer (WASH & Shelter) on technical matters requiring community input (e.g., site selection, community acceptance).

    • Coordinate with Logistics Assistant on receipt of materials at field sites and report discrepancies.

  • External Coordination (local level):

    • Build and maintain strong relationships with district-level authorities (District Council, Executive Unit for IDPs, Rural Water Authority, etc.).

    • Secure access approvals and necessary permissions for project activities.

    • Liaise with community committees, IDP site leaders, and elders to ensure acceptance and smooth implementation.

    • Represent MAAKUM in district-level coordination meetings as delegated.

2. Activity Planning

  • Contribute field-level insights on community dynamics, access constraints, and local priorities.

  • Support the Project Assistant in developing distribution schedules and community engagement plans.

  • Prepare site-level logistics plans for distributions, meetings, and construction.

  • Identify potential risks at the community level and propose mitigation measures.

3. Activity Implementation & Follow-up (All Sectors)

  • MPCA: Set up distribution points, organize beneficiary flow, manage crowd control, and coordinate home delivery for vulnerable cases (PWDs, elderly).

  • Shelter: Coordinate ESK distributions, support registration at sites, and facilitate community acceptance.

  • WASH: Organize consultations on facility locations, support contractor access, and assist in handover ceremonies.

  • Organize and facilitate community meetings, focus group discussions, and information campaigns.

  • Conduct door-to-door visits for verification, outreach, or feedback collection.

  • Monitor daily field activities and resolve minor problems at the community level when possible.

4. Accountability, Protection & Safeguarding

  • Ensure all field activities are safe, dignified, and protection-sensitive.

  • Promote the Feedback and Complaints Mechanism (FCM) actively across all groups (women, PWDs, elderly, illiterate).

  • Display FCM materials at distribution points and meeting places.

  • Collect and document community feedback; share with MEAL Assistant within 24 hours.

  • Raise PSEA awareness at the community level regarding reporting channels and zero-tolerance policies.

  • Adhere to MAAKUM's Code of Conduct and PSEA policies at all times.

5. Logistics & Administrative Support (Field-Level)

  • Coordinate delivery schedules for project materials (ESKs, WASH supplies, IEC materials).

  • Receive and verify materials against waybills; report shortages or damages immediately.

  • Maintain a basic inventory of project materials at the district level.

  • Assist in arranging field visits for project teams, donor representatives, and partners.

6. Reporting & Documentation

  • Submit daily or weekly field reports including progress, reached beneficiaries (SADDD), challenges, and feedback.

  • Maintain field-level records: meeting minutes, attendance sheets, distribution logs, and monitoring notes.

  • Document success stories and lessons learned from the community.

The duties and responsibilities outlined above are not exhaustive. The District Coordinator may be required to undertake additional tasks as reasonably assigned to support the successful implementation of the project.


Safeguarding and Code of Conduct

  • MAAKUM has zero tolerance for sexual exploitation and abuse. All staff are required to adhere to the organization’s Code of Conduct and safeguarding policies (PSEA).

  • Employment is subject to satisfactory references and background checks.


Required Qualifications & Experience

Education

Bachelor's degree in Statistics, Social Sciences, Development Studies, Information Management, or a related field. A diploma with extensive relevant experience may be considered.

Experience

  • Minimum 2 years of experience in humanitarian or development field work.

  • Experience in community mobilization, beneficiary engagement, and field implementation.

  • Experience supporting beneficiary registration, verification, or distributions (cash or in-kind).

  • Experience working with IDP communities and local authorities is highly desirable.

  • Familiarity with Taiz Governorate, particularly Mawza District, is strongly preferred.


Required Skills & Competencies

Technical Skills

  • Proficiency in MS Office (Word, Excel).

  • Ability to support beneficiary registration and basic data collection.

  • Understanding of community engagement and accountability mechanisms.

  • Basic report writing in Arabic; English is desirable.

Core Competencies

  • Strong communication and community engagement skills.

  • Ability to build positive relationships with local stakeholders.

  • Strong organizational and coordination skills in field environments.

  • Ability to work independently in remote areas.

  • Commitment to humanitarian principles and accountability (AAP).

Languages

  • Arabic: Fluent (local dialect preferred).

  • English: Basic reading/writing (desirable for reporting).


Working Environment & Travel

  • The position is based in Mawza District with regular travel to targeted communities and IDP sites.

  • The role requires daily field presence and engagement with communities and local authorities.

  • Ability to work in remote and challenging humanitarian environments in accordance with organizational security protocols.
