Background
BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015.
The Livelihood Officer will be under the supervision of the Project Manager, The position will be based in Taiz Office with frequently travel visits to the targeted areas.
Core Responsibilities
A Livelihood Officer's primary duties are focused on the direct execution of project goals. These include:
- Project Implementation and Monitoring: Overseeing the day-to-day activities outlined in the project's action plan. This involves regular field visits to project sites to ensure activities are being carried out correctly and on schedule.
- Beneficiary Management: A key part of the role is to identify and select project beneficiaries, often in close coordination with local teams. This includes conducting needs assessments, registering target families, and ensuring aid reaches the most vulnerable households.
- Technical Support and Training: Providing technical guidance and conducting training sessions for beneficiaries on topics like sustainable farming practices, climate-smart agriculture, and income-generating activities. This also involves training project staff and volunteers.
- Resource Management: Ensuring the proper and effective use of project assets, financial resources, and materials according to organizational standards. This includes managing the procurement and delivery of agricultural inputs like seeds, tools, and fertilizers.
- Responsible for technical management of the Livelihood interventions. This includes designing livelihood activities which will be implemented for local partners.
- Identify and design interventions that link the restoration of essential services with livelihood opportunities for community stability
- Develop technical training modules for support to livelihood activities
- Ensure that projects are designed with agricultural technology focus aimed at creating self-sufficiency, as well as enhancing the food security status of farmers’ households/local communities in Taiz.

- Facilitate stakeholder engagements with critical development stakeholders
- Support economic livelihoods and capacity building activities for partner communities.
- Build up the capacity of project team on skill based innovative sustainable livelihood community models.
Key Skills and Qualifications
To fulfil these responsibilities, a Livelihood Officer needs a specific set of skills and qualifications.
- Education: A bachelor's degree in a relevant field such as Agriculture, Development Studies, or Environmental Science is typically required. Knowledge of topics like rural livelihoods, food security, and cash transfer programs is highly valued.
- Experience: at least 3-5 years of experience in implementing agriculture and livelihood projects, particularly within a humanitarian or development context. Experience working with NGOs and local governments in a conflict-affected area.
- Technical Skills: The role requires an understanding of project cycle management, monitoring and evaluation, and reporting. Proficiency in data collection, analysis, and computer programs (e.g., MS Office) is often necessary.
- Soft Skills: Strong communication, interpersonal, and problem-solving skills are crucial. The officer must be able to work independently, manage a team, and collaborate effectively with various stakeholders, including beneficiaries, community leaders, and government officials.
Coordination and Reporting
Effective coordination and detailed reporting are essential for the project's success.
- Coordination: The officer must maintain strong relationships and communication with local partners, community leaders, and other stakeholders to avoid duplication of efforts and maximize project impact. This also involves working closely with different departments within their own organization, such as logistics and finance.
- Reporting: A key duty is to compile and submit regular project updates, including weekly, monthly, and quarterly reports. These reports document project progress, lessons learned, and any challenges encountered. The officer may also be responsible for documenting success stories and other project-related information.
