About the role

Overall purpose of the role: 

The Economic Recovery Team Leader will be responsible for the direct management and technical oversight of the "Economic Empowerment of Rural Women and their Communities Phase II" project activities in the assigned areas. The Team Leader will manage a portfolio focused on enhancing women's economic empowerment through sustainable livelihoods, climate-resilient agriculture, financial inclusion, and natural resource management. A significant component of this role involves providing technical supervision for community-based infrastructure projects, including the construction of household rainwater harvesting systems, community water schemes, and rangeland management interventions. The Team Leader will ensure high-quality project implementation, manage the field team, and work in close collaboration with local implementing partners and DRC's Protection sector to deliver an integrated and gender-transformative program. 

The position is required to have a strong capacity to integrate across DRC core sectors including CCCM, WASH, Protection and experience in both cash and in-kind assistance delivery, market orientated programming, partnerships and Resilience.

Main responsibilities:

Management 

  • Lead and manage the Economic Recovery field team, including developing workplans, people planning, performance management, and building the capacity of staff.
  • Oversee project implementation, ensuring targets, budgets, and reporting deadlines are met in accordance with the project proposal and donor requirements.
  • Lead the follow-up on procurement planning for project activities, especially for technical materials related to infrastructure projects, to ensure timely implementation.
  • Ensure close coordination with local implementing partners (NMO, BCHR) to support their activities and build their technical and organizational capacity.

Programming, Technical Oversight, and Community Engagement 

  • Lead the implementation of project activities including gender-sensitive market assessments, adult literacy classes, business and vocational skills training, and training on post-harvest handling.
  • Provide direct technical oversight for the planning, design, and construction of community infrastructure projects, including household rainwater harvesting systems, protected wells, boreholes, and other water facilities.
  • Develop and review Bills of Quantities (BoQs) and technical specifications for all infrastructure and rangeland management interventions.
  • Oversee the establishment and training of Savings and Rural Finance Fund (SRFF) groups and Women’s Sub-Water User Committees (WUCs), ensuring they are functional and contribute to community decision-making.
  • Supervise the distribution of consumption support and cash assistance for businesses, ensuring compliance with DRC's standard operating procedures and a "Cash Plus" approach.
  • Feed into programme strategy, identify opportunities for integration and opportunities for local partnerships when feasible
  • Ensure protection and gender considerations are mainstreamed throughout all activities, with a focus on creating a safe and enabling environment for women's participation.
  • Lead community consultations and engagement with community leaders, men, and women to ensure project acceptance, address cultural barriers, and promote community ownership.

Coordination and representation 

  • Ensure close coordination with DRC’s Protection team to facilitate an integrated program approach, including safe referrals and joint activities in community centers.
  • In collaboration with the Economic Recovery Manager, represent DRC in relevant coordination forums, including the Food Security and Agriculture Cluster (FSAC) and with local authorities (e.g., MoPIC, RWGDMAI, MTVE).
  • Maintain strong working relationships with local implementing partners, community leaders, and other humanitarian actors to avoid duplication and maximize impact.

Logistics/Finance/MEAL

  • Initiate procurement of goods and services and ensure their timely execution in coordination with the supply chain department.
  • Ensure accurate data collection for all activities and support the MEAL team with beneficiary data reconciliation, post-distribution monitoring, and pre- and post-training assessments.
  • Ensure compliance with DRC and donor financial and procurement guidelines, particularly for cash and in-kind distributions.

Experience and technical competencies:

  • At least 3 years of professional experience in humanitarian assistance, including early recovery and development programming.
  • Demonstrable experience in managing community-based WASH infrastructure projects (e.g., water harvesting, water systems, rangeland restoration) is highly desirable.
  • Proven experience (preferably 3 years) working in the west coast and/or Al Khokha.
  • Experience in implementing gender-transformative programming in conservative contexts.
  • Strong experience working with and building the capacity of local partner organizations.
  • Excellent communication, coordination, and representation skills.
  • Excellent knowledge of computer applications, including MS Office (Excel, Word, PowerPoint).
  • Fluency in both English and Arabic, with excellent report writing skills.
  • Willingness and ability to work in challenging environments and travel extensively to remote field locations.

Education: 

  • Bachelor’s degree in Civil Engineering, Agricultural Engineering, Water Resource Management, or a related technical field is highly preferred.
  • A Bachelor's degree in Development Studies, Social Science, or a related field combined with significant, proven experience in managing community infrastructure projects will also be considered.

Languages:

  • Good English language (written and spoken)
  • Fluency in Arabic language (written and spoken)

  • Position Band:  This position will be placed in the Management (G) band. Reports to the Economic Recovery Manager.
  • Start date: ASAP
  • Duty station: Khokha - Roving, Yemen 
  • Salary and conditions will be in accordance with Danish Refugee Council’s National Terms of Employment.
