About SOUL
SOUL for Development is a national NGO, founded in February 1997 by a group of Yemeni professionals out of their desire to achieve a higher quality of life for Yemeni women and children. Since its inception, it has implemented over 80 development interventions in 18 out of Yemen's 22 governorates, benefiting over 5, 500,000 people. As a result, the organization has established itself among the most effective civil society organizations in Yemen that are working on health, education, and WASH issues in support of women, children, and youth. Operating out of its Headquarters in Sana’a and its offices in Taiz and Aden, SOUL, provides critical educational, health, and WASH services to urban and rural communities.

Job Description:
The Food Security & Livelihoods (FSL) Project Officer will implement activities aimed at addressing food insecurity and poor nutrition levels in the governorate. S/he will oversee program activities in the targeted areas, register families based on vulnerability and eligibility criteria, and supervise the execution of livelihood activities. Additionally, s/he will monitor these activities and assist with reconciliation processing as needed. The Project Officer will represent SOUL during community meetings and ensure that robust M&E systems are in place, integrating results throughout the project.
Key Duties & Responsibilities:
Community Mobilization
- Sensitize local authorities and communities about the project’s objectives, activities, and selection criteria.
- Collaborate with government, local authorities, and community members to review and develop beneficiary selection criteria based on SOUL’s and food insecurity vulnerability criteria.
- Organize and facilitate community meetings and workshops in a participatory and inclusive way to ensure project activities are developed in consultation with the community. Conduct training as necessary.
- Consider local government structures and community needs, ensuring all project activities address the needs of children, women, vulnerable groups, and the environment.
- Maintain regular communication with communities to link them to SOUL and ensure transparency and information sharing.
- Lead conflict resolution efforts related to disputes between communities and members concerning SOUL project activities.
Activity Implementation
- Conduct the market assessment analysis in close coordination with project manager and MEAL.
- Ensure timely execution of planned activities so beneficiaries receive assistance without delays. Support beneficiaries in receiving assistance according to agreed timelines and processes.
- Ensure local authorities and communities are aware of the project’s objectives and selection criteria, and that these processes are followed during beneficiary selection.
- Develop a project implementation plan with communities, supervising and advising them in selecting beneficiaries and community projects based on agreed criteria.
- Conduct initial site assessments and gather feasibility feedback on project options to assist in prioritization.
- Verify that project activities are developed in consultation with communities, considering the needs of children, women, vulnerable groups, and the environment.
- Identify and conduct training and capacity-building needs within the target population, and monitor and evaluate the impact of livelihood interventions, collecting data and analyzing trends for program improvements.
- Regularly monitor field livelihood activities, report findings, and provide recommendations for enhancement.
- After livelihood training, organize regular mentorship sessions with participants to support relevant topics (income generation, savings, loans, revolving funds, etc.), monitor their progress, address challenges, and provide guidance.
Coordination
- Coordinate with other staff to ensure activities align with community needs.
- Work with relevant government ministries to ensure compliance and foster good relations.
- Facilitate integration and communication with other sectors: WASH, Shelter, and Protection activities.
Monitoring and Evaluation
- Collaborate with the SOUL MEAL to ensure the project progress database is complete and regularly updated.
- Conduct feedback sessions with the MEAL Officer to ensure all findings are addressed and necessary adjustments are made.
- Perform regular implementation monitoring and submit relevant reports to the Programme Coordinator and Manager.
Qualifications & Experience:
- University degree in economics, agriculture, or a related field relevant to food security and livelihoods.
- Three years of experience in Livelihoods activities (e.g., vocational skills training, agricultural/livestock projects).
- Strong ability to communicate complex ideas clearly to rural populations (in Arabic).
- Capacity to diplomatically resolve conflicts within and between communities/stakeholders.
- Experience using participatory approaches in community engagement (mapping, prioritizing, evaluating).
- Strong organizational skills, ability to manage multiple tasks, and analyze information from various sources.
- Strong communication skills for working in a multinational and multilingual team.
- Computer skills for creating and inputting data into Word and Excel documents.
