“Health Activity Manager – Marib”

For our program in Yemen, we are looking for a Health Activity Manager, the position will be based in Marib with field visits.

Job Purpose

The Health Activity Manager is responsible for quality programming, reporting, budgeting, planning, implementation, and management in the assigned base. The role holder provides overall technical oversight for the Health program in Marib, which includes supervision, monitoring & evaluation, finance and human resources, and ensuring donor compliance.

RESPONSIBILITIES: 

1.    Program Management 

  • Ensure the consistency of the MdM program according to the needs, MdM policies, national and international standards, and available funds with the coordination team
  • Prepare and implement a health operational action plan for the MdM program in Marib of Yemen in collaboration with the coordination team (especially with the Head of program, MHPSS coordinator, protection coordinator, Grant Officer and report all information to the medical coordinator). 
  • Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both qualitative and quantitative data. and set up corrective measures in case of need, and communicate to the medical coordinator.
  • Integrated the health surveillance system with MOPHP and gave regular feedback on the contextual health situation weekly to the medical coordinator.
  • Supervise the medical teams for monitoring the quality of delivered services.
  • React to any change by proposing necessary adaptation to the field coordinator and coordination team if necessary (outbreaks, new needs arising, influx of IDPs, etc.).
  • Support Admin based on the elaboration and follow-up of the program’s budget.
  • Set clear objectives and indicators for health sectoral activities in collaboration with the health and nutrition staff, field officers, and local communities, and share weekly progress to the medical coordinator.
  • Liaise with the finance in charge of project budgeting, ensuring that all documents guiding implementation such as budgets, daily project expenses, procurements, cash flows, and cash projections are prepared and used correctly.
  • Conduct health staff appraisals and keep an open feedback mechanism.
  • Develop a training plan and continue medical education for all the supported health facility staff and share with medical coordinator for approval and training reports, and feedback every two weeks.
  • Ensure the health integration between all program components (Health, Nutrition, MHPSS, GBV, pharmacy and Health education) and report to the medical coordinator feedback weekly. 

2.    Management of medical stock and the logistic chain for medical purchase

  • Define in advance the drugs/consumables’ needs and share the information with the medical coordinator for the procurement process. 
  • Ensure the supervision of the pharmacists (consumptions, orders & inventory) and ensure that supported health facilities receive drugs and consumables on time. Validate and cross-check the consumption reports shared by the pharmacist on a regular basis and discuss any discrepancies identified on a regular basis and share weekly report to medical coordinator and keep the pharmacy advisor in cc. 
  • Ensure proper documentation and analysis of all pharmacy and medical stock reports. 
  • Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both qualitative and quantitative data.
  • Quality Control: Ensuring the quality and safety of all medical products and supplies, adhering to regulatory standards and guidelines.
  • Demand Forecasting: Analyzing historical data and current needs to forecast future demands accurately, preventing shortages or overstocking.
  • Distribution and Logistics: Overseeing the efficient distribution of medical supplies to various healthcare facilities and managing proper storage of medical logistics.
  • Collaborate with MEAL: Ensuring compliance with all relevant healthcare regulations and standards, including licensing and reporting requirements.
  • Team Management: Supervising and coordinating a team responsible for inventory control, procurement, and logistics.
  • Risk Management: Identifying and mitigating potential risks in the supply chain, such as disruptions or product recalls and communicating to the medical coordinator immediately, keeping the Pharmacy advisor in cc etc.
  • Reporting and Analysis: Collaborate with MEAL in generating reports on inventory levels, costs, and performance metrics to inform decision-making and continuous improvement.
  • Sustainability: Promoting environmentally responsible practices in the procurement and management of medical supplies.

4. Coordination with UN agencies, NGOs, medical, and local authorities 

  • Participate to different medical meetings, especially the health and nutrition clusters and any relevant medical coordination mechanisms, and share with the medical coordinator minutes of all meetings attended.
  • Develop strong links and collaborations with (I)NGOs, UN agencies to favor synergies in the MDM area of interventions and avoid overlaps and share feedback regularly to medical coordinator.
  • Establish and maintain a good relationship with MOFA & MoH to ensure all project activities are carried out according to their agreement.
  • Organize regular meetings with district authorities and the community leaders to maintain full adherence to MdM medical program and report the minutes monthly to the medical coordinator
  • Document any meeting information gathered during the coordination meeting and share the information with MedCo immediately.

5. Reporting; communication

  • Ensure regular monitoring and reporting of project implementation, including sharing of weekly, monthly, Interim, Quarterly, and Annual reports.
  • Participate in the writing of donor’s activity reports and proposals.
  • Contribute to the development of proposals, linked to the MdM and Yemen health strategy drafted by the Ministry of Health.
  • Collaborate with the coordination team and health staff to gather data and information for reports and proposals.
  • Communicate effectively with internal and external stakeholders, including government authorities, UN agencies, NGOs, and community leaders.
  • Facilitate strong communication channels to foster collaboration and coordination with these organizations with the collaboration with Medco.
  • Ensure that all reporting and communication adhere to MdM's standards, guidelines, and protocols.
  • Keep abreast of changes in the reporting and communication requirements, and adapt accordingly.
  • Maintain organized records of all reports, communication, and relevant documentation.
  • Foster transparent and open communication within the health team and with the coordination team.
  • Continuously monitor and improve the quality of communication and reporting processes.
  • The list of missions is not exhaustive and may be changed to reflect developments and specific needs.

PROFILE REQUIRED

  • Minimum education level: Paramedics (Nurses), Medical Doctor with a public health master's will be an asset  
  • A minimum of 4 years of professional experience in public health and program management.
  • Good knowledge of project implementation and management, proposal writing, and reporting.
  • Languages (spoken and written): English and Arabic.
  • Strong work ethic and rigor.
  • Strong sense of responsibility.
  • Strong organization skills.
