ABOUT ADRA:

Its programs are supported by USAID, BHA, The Japan Platform, DANIDA, GFFO, BMZ, IHA Canada, UNOCHA, and WFP It has presence in 12 Governorates in Yemen responding to 8 areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection.

SUMMARY:
The project is an emergency response focusing on health and nutrition, serving about 39,500 people. It emphasizes screening and treating SAM/MAM, maternal health, antenatal and obstetric care, and social behavior change (SBC) activities. Besides managing the project, this role provides strategic leadership and technical advice for ADRA Yemen’s health and nutrition programs. The position involves close collaboration with the HQ-based Technical Advisor to ensure that project activities adhere to global standards and that health programming is strategically integrated across different regions.
RESPONSIBILITIES:
Project Planning & Strategic Advisory
- Lead project start-up, ensuring development of Project Charter, Detailed Implementation Plan (DIP), Procurement Plan, and Risk Register.
- Contribute to ADRA Yemen’s overall health and nutrition strategy, providing technical advice on new project design and quality assurance.
- Collaborate with HQ Technical Advisor to align field operations with global ADRA health and nutrition standards and donor frameworks.
- Support needs assessments, proposal development, and donor engagement for future health programming.
Project Implementation & Delivery
- Supervise field operations to ensure timely implementation of health and nutrition activities, including SAM/MAM treatment and maternal services.
- Oversee delivery through health facilities and mobile teams, ensuring adherence to national protocols (SPHERE, MISP, MoH-PHP).
- Ensure integration of SBC interventions with clinical services to promote holistic community health outcomes.
- Manage project budget ensuring efficiency, accountability, and alignment with donor and ADRA financial policies.
- Lead adaptive management, ensuring timely resolution of implementation challenges.
Technical Leadership & Capacity Strengthening
- Provide ongoing technical mentorship and advisory support to health and nutrition staff across ADRA Yemen projects.
- Coordinate with HQ-based Technical Advisor to design and roll out capacity building programs, clinical protocols, and training packages.
- Ensure implementation of evidence-based approaches (CMAM, IYCF, IMNCI, ANC/PNC, SBC).
- Promote continuous learning, knowledge sharing, and best practices across project sites.
Monitoring, Evaluation, Accountability & Learning
- Collaborate with MEAL teams to operationalize project M&E systems and ensure data-driven decision-making.
- Lead periodic performance reviews and project evaluations to capture lessons learned and promote adaptive management.
- Ensure functional accountability and feedback mechanisms, integrating beneficiary input into program refinement.
- Contribute to donor reports, ensuring technical accuracy and program impact documentation.
Representation, Coordination & Partnerships
- Represent ADRA Yemen in Health and Nutrition Clusters, MoPHP coordination forums, and interagency platforms.
- Act as ADRA’s main technical focal point with UN agencies (UNICEF, WHO, WFP) and key health partners.
- Promote ADRA’s visibility through evidence-based advocacy and participation in strategic partnerships and networks.
- Contribute to policy discussions and humanitarian coordination to strengthen ADRA’s position in Yemen’s health sector response.
- Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).
- Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders.
QUALIFICATIONS AND SKILLS:
- Master’s degree in Public Health, Nutrition, Medicine, or related field (Bachelor’s minimum).
- Minimum 5–7 years of progressive experience managing health and nutrition projects in humanitarian contexts.
- Proven leadership managing budgets ≥ $1M and multidisciplinary teams.
- Strong familiarity with USAID/BHA or similar donor regulations.
- Technical expertise in CMAM, IYCF, SBC, ANC/PNC, and community health systems.
- Strong analytical, reporting, and problem-solving skills.
- Fluency in English (Arabic proficiency preferred).
