SUMMARY:

The Health and Nutrition Coordinator is responsible for coordinating the planning, implementation, monitoring, and reporting of all health and nutrition interventions under the project. These include the rehabilitation and equipping of health facilities, distribution of essential medical and nutritional supplies, facilitation of emergency referral systems, and health worker training and supervision.
The role ensures activities are implemented efficiently, within budget and scope, and in compliance with ADRA’s and donor policies, as well as national and international standards (e.g., WHO, UNICEF, Sphere, and CHS). The post holder works closely with technical experts, local health facilities, District and Governorate Health Offices (DHOs/GHOs), and partner organizations to strengthen service delivery and improve health outcomes.

RESPONSIBILITIES

The Health and Nutrition Coordinator will be responsible, but not limited to:

1. Project Planning and Implementation

  • Translate project proposal and logframe into actionable plans, detailed implementation plans (DIPs), and procurement schedules.
  • Supervise health and nutrition team and ensure timely delivery of all health and nutrition project activities, including:
  • Distribution and installation of ICCM and KMC equipment and supplies.
  • Provision of essential pharmaceuticals and medical consumables.
  • Equipping health facilities (HFs), community health volunteers (CHNVs), and community midwives (CMWs) with PPE.
  • Support for Emergency Referral Voucher (ERV) systems, including voucher printing and service fee facilitation.
  • Printing and distribution of ledgers, registers, and reporting tools.
  • Delivery of health and nutrition training for facility staff and community workers.
  • Coordinate closely with DHOs, GHOs, and health facility management to ensure activities align with MoPHP priorities and health cluster guidelines.
  • Ensure integration of cross-cutting themes such as safeguarding/PSEA, gender equity, inclusion of persons with disabilities, accountability, and Do No Harm principles across all activities.

2. Budget, Compliance & Procurement

  • Manage project budgets and ensure efficient and compliant use of resources according to ADRA and donor financial policies.
  • Prepare procurement plans for medical and non-medical supplies (equipment, pharmaceuticals, furniture, PPE, and consumables) and ensure timely delivery to supported health facilities.
  • Monitor expenditures, maintain accurate records, and ensure cost eligibility and documentation for audits.
  • Regularly review financial performance, identify potential risks, and propose corrective measures.

3. Monitoring, Evaluation, Learning & Reporting

  • Oversee data collection, verification, and reporting on key health and nutrition indicators in collaboration with the MEAL team.
  • Ensure accurate documentation of supply distribution, facility maintenance, and service utilization.
  • Facilitate regular monitoring visits, after-action reviews, and lessons-learned sessions to strengthen implementation quality.
  • Contribute to timely submission of monthly, quarterly, and final project reports, highlighting key achievements, challenges, lessons learned, and human-interest stories.
  • Ensure data confidentiality, ethical standards, and informed consent in all monitoring processes.

4. Coordination, Representation & Partnerships

  • Represent the project in coordination meetings, including Health Cluster, Nutrition Cluster, and sub-national technical working groups.
  • Build and maintain productive relationships with DHOs, GHOs, WHO, UNICEF, WFP, and other implementing partners to ensure synergy and complementarity.
  • Liaise with ADRA’s internal departments (Finance, HR, Logistics, MEAL, and Security) for seamless project delivery.
  • Support government and partner capacity building through technical supervision, mentoring, and on-the-job training.

5. Quality Assurance & Technical Standards

  • Ensure all interventions meet national health policies and international standards (IMAM, IYCF, EPI, WHO, Sphere, and CHS).
  • Facilitate proper use, maintenance, and inventory management of distributed medical equipment and supplies.
  • Support the establishment of efficient referral pathways between community and facility levels.
  • Conduct routine supervision and on-site coaching for health facility staff and CHNVs to strengthen service quality.
  • Review and adapt IEC and training materials to ensure contextual relevance, gender sensitivity, and accessibility for people with disabilities.
  • Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).
  • Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders.
  • Perform any other relevant duties as assigned by the Health and Nutrition Manager.

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Public Health, Nursing, Medicine, or Nutrition; Master’s degree preferred.
  • Minimum 3–5 years of experience managing health and/or nutrition projects in humanitarian or development contexts preferably in humanitarian NGOs..
  • Proven experience coordinating with MoPHP and local health authorities.
  • Strong background in logistics and supply management for health commodities (equipment, consumables, pharmaceuticals).
  • Demonstrated capacity in budget management, work planning, and donor reporting (preferably with USAID/BHA, UNICEF, or WHO-funded projects).
  • Experience in supervising field teams and facilitating capacity-building initiatives.
  • Excellent coordination, communication, and facilitation skills.
  • Proficiency in MS Office/365 (Excel, Word, PowerPoint, Teams).
  • Strong English and Arabic writing and reporting skills.
  • Sound knowledge of safeguarding, accountability, and Do No Harm principles.
  • Culturally sensitive, proactive, and committed to ADRA’s humanitarian values.
  • Having experience with ADRA is preferable and adds value
