Job Title: Health and Nutrition OFFICER

Position Summary:
The Health & Nutrition Officer will support the field-level implementation and monitoring of Health and Nutrition activities in Maqbanah District, Taiz Governorate. The officer will coordinate with supported health facilities, nutrition service points, MoPHP/GHO/DHO focal points, and facility teams to ensure the timely and quality delivery of planned services. The role includes supervising health and nutrition activities, monitoring service availability and supplies, tracking key indicators, identifying implementation gaps and challenges, and preparing regular field reports in line with the project’s MEAL framework and applicable sector requirements.
Key Responsibilities:
- Supervise the implementation of planned Health and Nutrition activities at supported health facilities and nutrition service points.
- Ensure services are delivered in accordance with project plans, technical standards, and applicable sector requirements.
- Monitor activities including consultations, nutrition screening, referrals, SAM management, TFC, and IYCF-related interventions.
- Coordinate with MoPHP, GHO, DHO focal points, health facility teams, and other relevant stakeholders to facilitate smooth implementation.
- Follow up on operational and technical issues affecting service delivery and support timely resolution.
- Monitor the availability and stock levels of medicines, medical supplies, and nutrition commodities.
- Identify and report supply gaps in a timely manner and coordinate with relevant teams to support replenishment.
- Conduct regular field visits to supported health facilities and nutrition service points.
- Monitor the quality, coverage, and continuity of Health and Nutrition services.
- Document findings, challenges, and agreed action points and follow up on their implementation.
- Support the accurate collection, verification, and reporting of Health and Nutrition data and indicators.
- Track beneficiaries and key service delivery indicators in coordination with facility teams and the MEAL team.
- Prepare regular field reports highlighting progress, challenges, gaps, and required actions.
- Provide routine technical and operational support to health facility staff and nutrition service providers within the scope of the project.
- Identify capacity gaps and communicate training or technical support needs to the relevant team.
- Support coordination with community-level structures and relevant stakeholders to facilitate access to Health and Nutrition services.
- Follow up on referrals and service delivery issues affecting beneficiaries where applicable.
- Ensure activities and documentation comply with project procedures, applicable Health and Nutrition standards, and reporting requirements.
- Support the identification and mitigation of implementation risks and service delivery gaps.
- Perform other duties related to Health and Nutrition activities as assigned by the line manager, contributing to the effective implementation and achievement of project objectives.
Facility-Level Technical Oversight:
- Monitor the delivery of the approved Health and Nutrition service package according to the level and confirmed capacity of each supported facility.
- Verify that services provided at Health Units, higher-level facilities and the rural hospital remain within the approved scope, available staffing, equipment and clinical capacity.
- Monitor continuity and quality of PHC/MSP, maternal and newborn health, IMCI, NCD, communicable disease, emergency/trauma, inpatient and referral services as applicable to each facility.
- Monitor Nutrition screening, SAM/MAM management, TFC, IYCF and referral services in accordance with approved Nutrition Cluster guidance and project scope.
- Identify service-level gaps and escalate technical or clinical issues to the relevant Health/Nutrition authorities and Organization technical management.
Medicines, Medical Supplies and Nutrition Commodities:
- Monitor consumption, stock levels, minimum/maximum stock levels, expiry dates and emerging shortages at supported facilities.
- Prepare and validate facility-level commodity requirements in coordination with facility management, Logistics/Procurement and the Warehouse/Pharmaceutical service provider.
- Identify risks of stock-out, overstocking, expiry or inappropriate use and escalate them promptly.
- Verify that project-provided medicines, medical supplies and nutrition commodities are used for the approved project services and target population.
- Participate in joint stock verification and reconciliation exercises when required.
Qualifications and Requirements:
Education:
- Bachelor’s degree or diploma in Medicine, Public Health, Nursing, Nutrition, or another relevant health-related field.
Experience:
- At least one year of relevant experience in implementing, monitoring, or supervising Health and Nutrition activities, preferably in humanitarian or development settings.
Certifications/Training:
- Training or practical knowledge in CMAM (Community-based Management of Acute Malnutrition), IMCI (Integrated Management of Childhood Illness), IYCF (Infant and Young Child Feeding), or MISP (Minimum Initial Service Package) is required.
Coordination Experience:
- Previous experience coordinating with GHO, DHO, health facility teams, community committees, and/or community leaders.
Technical Skills:
- Good knowledge of Health and Nutrition service delivery, including nutrition screening, referrals, SAM management, TFC, and IYCF-related activities.
- Ability to collect, verify, analyze, and report Health and Nutrition data and indicators.
- Good reporting, communication, coordination, and field monitoring skills.
Other Skills:
- Strong reporting skills.
- Excellent interpersonal and leadership skills.
- Strong problem-solving abilities, especially in resource-constrained environments.
- Proficiency in MS Office.
