General Information about the Mission
PU-AMI’s Context & Strategy:
Première Urgence Internationale (PUI / PU-AMI) is a non-profit, non-political, and non-religious international humanitarian organization providing rapid assistance to people affected by crises, aiming to empower them to regain their independence and dignity. Operating in 25 countries across Africa, Asia, Europe, Latin America, and the Middle East, PU-AMI supports nearly 6 million people annually with a global team of over 3,400 staff.
Through an integrated approach, PU-AMI addresses multiple needs across sectors to deliver impactful, sustainable solutions. Each year, the organization runs over 200 projects globally, focusing on Health, Nutrition, Food Security, WASH, Psychosocial Support, and Protection.
PU-AMI in Yemen
PU-AMI has been present in Yemen since 2007, assisting the most vulnerable populations in conflict-affected areas suffering from high rates of food insecurity, acute malnutrition, and disease outbreaks. Currently, PU-AMI supports 29 health facilities across the Hodeidah, Raymah, Taiz, and Lahj governorates. The Yemen mission operates with coordination offices in Sana’a and Aden, and field offices in Hodeidah and Mokha, actively engaging in relevant humanitarian clusters and collaborating closely with government departments.
Interventions in Mokha and Lahj
In Mokha and Lahj, PU-AMI's operations focus on delivering integrated Health, Nutrition, WASH, and Protection services to highly vulnerable populations, including Internally Displaced Persons (IDPs) and host communities. The intervention prioritizes:
- Primary Healthcare & Nutrition: Responding to critical acute malnutrition (CMAM) and enhancing access to comprehensive primary healthcare, with a strong emphasis on maternal, sexual, and reproductive health (ANC/PNC, BEmONC).
- System Strengthening: Supplying essential medicines, medical equipment, and nutritional supplements to targeted health facilities to prevent supply stock-outs.
- Infrastructure Rehabilitation: Rehabilitating and upgrading health facilities and vital water points to ensure safe hygiene and sanitation environments.
- Capacity Building: Training MoPHP healthcare personnel and Community Health Volunteers (CHVs) in health, hygiene, and nutrition protocols to ensure the long-term resilience and sustainability of the local health system.
Job Description
Overall Objective
The HF Medical Officer will assist PU-AMI’s HF and GHO’s Staff in implementing emergency intervention and providing full scope of primary care services, including but not limited to, diagnosis, treatment, coordination of care, preventive care and health maintenance to all patients. Ensure and organise medical activities for patients in accordance to the context, to PU-AMI protocols and to WHO’s hygiene standards, taking into consideration quality and continuity of care and ensure supervision and training of the HF team. In addition, the HF Medical Officer is a member of PU-AMI Heath & Nutrition (H&N) team. In that capacity he/she is expected to be familiar with PU-AMI’s and the GHO/DHO’s principles, polices, goals and objectives and to work collaboratively to achieve them. He/she must be sensible of, and comply with, all Health Facilities policies and procedures, as well as patient right state and MoPHP regulations.
Key Responsibilities
Primary Health Care Services
- Ensure and conduct comprehensive primary health care services at the health facility level, including outpatient consultations, maternal and child health care, immunizations, and health education.
Pharmacy and Supplies Management
- Manage the health facility pharmacy, ensuring the availability of essential medications and supplies. Monitor inventory levels, expiration dates, and storage conditions to maintain compliance with safety standards.
- Prescribe medications in alignment with the MoPHP National Treatment Guideline and PU-AMI/WHO clinical guidelines.
Patient Education
- Ensure patients and caregivers receive clear clinical counseling regarding treatment adherence, preventive health behaviors, and follow-up schedules.
Team Organization, Supervision and Capacity Building
- Oversee and manage the health and nutrition team within the health facility, ensuring effective supervision and support across all roles. Facilitate ongoing training programs to strengthen team competencies in service delivery, nutritional care, and patient management protocols, fostering a culture of continuous improvement and accountability
Referral System Management
- Set up and manage an efficient referral system to facilitate timely access to secondary and tertiary healthcare services. Collaborate with local hospitals and health providers to ensure smooth transitions for patients requiring advanced care.
Data Management
- Data Integrity: Oversee the daily collection and validation of medical data from all HF departments.
- Analysis: Analyse morbidity trends and program indicators to provide data-driven recommendations for service improvement.
- Documentation: Submit high-quality weekly and monthly technical reports to the HFAM and Project Manager.
Specific Goals and Related Activities
1. Ensure and conduct primary health care services at the health facility level:
- Work in close cooperation with HF staff in all HF PHC services to ensure the quality of the activities.
- Carry out thorough medical consultations, ensuring comprehensive history taking and detailed clinical examinations are performed consistently
- Deliver accurate diagnoses and prescribe appropriate treatments for patients in alignment with MoPHP, PU-AMI and WHO protocols and universal precaution standards.
- Fully inform caregivers and patients about the visit schedule, upcoming appointment dates, prescribed dosages, potential drug side effects, and relevant preventive measures.
- Apply the Integrated Management of Childhood Illnesses (IMCI) protocol for CU5 consultations.
- Manage and report any suspected communicable disease case according to PU-AMI protocols and national Disease Surveillance guidelines.
- Promptly report any suspected outbreak alerts within the health facility to both the Health Facility Activity Manager and the designated eDEWS focal point.
- Execute any action requested by the Health and Nut PM and the Health Facility Activity Manager as part of the outbreak response plan;
- Document the patient's health status and medical prescriptions in a clear and legible manner to ensure they are easily understood by all healthcare providers.
2. Manage the health facility, pharmacy, medical supplies and equipment:
- Prepare and submit monthly reports on drug consumption, proactively place orders, and communicate supply needs in advance to prevent any potential shortages.
- Participate in the preparation of the necessary equipment for the daily consultations.
- Contribute and monitor the HF pharmacy ensuring the continuous availability of the relevant and essential drugs and medical supplies.
- Contribute and monitor the quality of the disinfection and sterilization process of the material and medical equipment.
- Responsible for identifying emerging needs related to medications and medical equipment, ensuring timely assessment and procurement planning.
- Participate in the monitoring of waste management according to PU-AMI waste management procedures.
- Actively participate in and oversee the monthly pharmacy inventory process, ensuring accurate documentation and systematic archiving of prescription records for accountability and future reference.
- Conduct routine inspections of pharmacy storage conditions and review Log Tag records to identify and mitigate any potential risks.
3. Organize, manage, and train the HF health and nutrition staff:
- Responsible for planning and coordinating the activities of all health facility team members to ensure comprehensive coverage of patients' healthcare needs.
- Supervise and motivate HF health team and more particularly staff carrying out medical activities.
- Collaborate closely with all staff to ensure the proper implementation of planned activities, promoting adherence to scientific standards and best practices.
- Participate in the organization of HF services in collaboration with HF nurse and other HF staff.
- Monitor the proper implementation and progress of medical activities within the health facility, including IMCI, vaccination, CMAM, laboratory services, pharmacy operations, family planning, antenatal care (ANC), and postnatal care (PNC).
- Build the technical capacity of HF GHO staff following national and PU-AMI medical protocols.
- Train a multidisciplinary HF team and particularly staff carrying out medical activities (formal and informal training);
- Identify areas for improvement and deliver regular on-the-job training to staff under his/her supervision, in accordance with PU-AMI guidelines. Assist in the management and training of CHVs linked to the health facility level.
- Strengthening the link between CHVs and health facility.
4. Set up and management of an efficient referral system:
- Coordinate the internal patient referral process across all relevant service areas, including triage, IMCI, vaccination, CMAM, family planning, antenatal care (ANC), postnatal care (PNC), and pharmacy, ensuring smooth and efficient transitions between departments.
- Manage the emergency and electives referral cases according to PU-AMI referral protocol.
- Make decisions regarding patient referrals to the designated referral hospital, in coordination with the Health and Nutrition PM, Health Facility Activity Manager and GHODHO. Refer complicated SAM/malnourished children with medical complications to SC/TFC after medical evaluations of the child and follow up.
- Monitor and make a decision on referring complicated deliveries as well as complicated pregnancies to to the designated referral hospital when no obstetric/gynecological specialist is available at the health facility.
- Ensure consistent follow-up on referred cases by the HF nurse to maintain an effective and well-functioning referral system.
5. Medical data collection, monitoring, analysis, and reporting.
- Collect reports from all staff members and HF department on daily basis, review them, and document them.
- Compile and send the reviewed reports in due time to the Health Facility Activity Manager (HFAM)/Health and Nut PM.
- Ensure that all reports contain accurate, high-quality information and are clearly presented, with monthly updates and feedback consistently shared with the health facility team. Contribute actively to the formulation and development of the HF action plan. Submit weekly and monthly health and nutrition reports of the HF services to the Health Facility Activity Manager
- Identify areas for improvement regarding the data management practices and deliver regular on-the-job training to staff under his/her supervision, in accordance with PU-AMI guidelines.
- Oversee medical activities and evaluate them within the broader public health context, applying analytical insights to enhance service delivery and community health outcomes. Make propositions of possible evolution if necessary.
- Immediately notify the Health Facility Activity Manager of any issues arising within the service, with particular attention to incidents involving the loss, theft, or damage of medical equipment or supplies. Be aware of the security rules and social and political situation in the field at any time and provide feedback to Health Facility Activity Manager (HF AM).
In general, the HF Medical Officer has to be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services and perform other additional duties upon request of HF AM.
