ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection.

SUMMARY:
The ICCM Officer is responsible for coordinating, implementing, and monitoring all Integrated Community Case Management (ICCM) activities to ensure effective community-level diagnosis, treatment, and referral of common childhood illnesses, including malaria, pneumonia, and diarrhea. The officer plays a key role in linking community-based service delivery with health facility-level care to strengthen the continuum of care for under-five children. He/she will provide technical oversight, supervision, and capacity building for Community Health Volunteers (CHVs) and Community Midwives (CMWs), ensuring quality case management and adherence to national guidelines.
RESPONSIBILITIES:
The “ICCM Officer” will be responsible but not limited to:
- Plan, coordinate, and implement all ICCM-related activities in the target locations under the Project, ensuring integration with health and nutrition interventions.
- Provide technical supervision and mentoring for CHVs and CMWs delivering ICCM services at the community level, ensuring adherence to MoPHP and WHO protocols.
- Support community-level diagnosis and treatment of malaria, pneumonia, and diarrhea cases using standardized ICCM tools and job aids.
- Ensure proper case recording, data quality, and timely reporting of ICCM activities to the Health and Nutrition Coordinator and MEAL team.
- Work closely with the Health and Nutrition, MAMI, and Referral Officers to ensure a functional referral system for complicated cases from the community to health facilities.
- Support the integration of ICCM data into the health information management system (DHIS2 or project database) for evidence-based decision-making.
- Coordinate with the SBC Officer to ensure health education sessions promote timely care-seeking, adherence to treatment, and preventive behaviors among caregivers.
- Facilitate capacity building for CHVs and facility-based staff on ICCM protocols, use of diagnostic tools (RDTs, respiratory timers), and case documentation.
- Conduct joint supervision visits with DHOs, GHOs, and project staff to monitor service quality and provide corrective feedback where needed.
- Ensure consistent availability of ICCM supplies, medicines, and reporting tools by liaising with logistics and supply chain teams.
- Contribute to planning and implementation of community awareness campaigns on childhood illness prevention, immunization, and nutrition integration.
- Prepare and submit timely weekly, monthly, and quarterly progress reports highlighting key achievements, challenges, and lessons learned.
- Ensure all ICCM activities integrate safeguarding, gender, inclusion, and accountability principles in line with ADRA policies.
- Ensure safeguarding, gender equity, disability inclusion, and accountability principles are integrated into all project activities.
- Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).
- Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders.
- Perform other relevant duties as assigned by the Health and Nutrition Coordinator.
QUALIFICATIONS AND SKILLS
- Bachelor's degree in Medicine, Public health/ family health, global international health, community health, or Medical assistant/ Registered Nurse.
- Experience in implementing and supervising community health volunteers and community mobilization projects.
- 3 Years of previous INGO experience in a similar position.
- Excellent English and Arabic Languages (writing and speaking) are required.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and data management tools.
- Proven ability in designing community mobilization, sensitization, and awareness raising activities.
- Good training and capacity building skills.
- Excellent knowledge of the working environment and excellent self-motivation skills.
- The ability to work with a broad spectrum of people.
- Ability to exercise sound judgment and make decisions independently.
- Extremely flexible and can cope with stressful situations and frustrations.
- Creativity and the ability to work with limited resources.
- Having experience with ADRA is preferable and adds value
