Job Description /الوصف الوظيفي

The purpose of the ICLA Assistant– Yemen Amran Area/ Hodiedah Gov position is to ensure the qualitative implementation of NRC’s ICLA programme in targeted locations, while maintaining safe, inclusive, and accountable protection practices. At the field-operational level, the Officer supports the day-to-day implementation of programme activities and coordination with relevant stakeholders.

 A critical aspect of the role monitoring, and mentoring implementation of ICLA and ensuring that they deliver services effectively, uphold humanitarian standards, and apply NRC’s accountability and protection principles. The assistant contributes to programme quality, compliance with donor requirements, evidence-based programming, and effective coordination to ensure quality service delivery.

Responsibilities

Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement

Specific responsibilities:

  1. Ensure that ICLA project activities are implemented in accordance with approved proposals, donor requirements, NRC policies, international standards and local customs. 
  2. Undertake regular field visits to conduct ICLA activities.
  3. Ensure smooth project cycle from implementation, project monitoring, verification of completion and evaluation
  4. Assist in the implementation of project activities giving advice and information to beneficiaries on the processes involved, awareness sessions and managing capacity building programmes on ICLA thematic areas
  5. Apply participatory and inclusive processes in project implementation and in promoting local capacities to help themselves wherever possible 
  6. Understand situation including legal situations (according to national and international laws and principles) for ICLA beneficiaries in Yemen
  7. Assist in developing and implementing case management systems and databases of cases
  8. Support preparing and updating case management systems and database of cases
  9. Provide direct support to individuals through the implementation of individual assistance; support the implementation of protection monitoring and CSP activities
  10. Support in the preparation and update of and mapping service providers in the area of responsibility 
  11. Take part in mobilization and conducting of needs assessments, studies and researches using focus group discussions, interviews and questionnaires. 
  12. Conduct trainings and training needs assessments for ICLA target groups 
  13. Assist in strategic review and monitoring and evaluation of all activities 
  14. Establish excellent relations with beneficiaries including understanding the needs of beneficiaries through regular visits and frequent contact
  15. Document findings on thematic assessments and studies
  16. Analyze and produce quantitative and qualitative activity reports.
  17. Bring to the immediate attention of the PO emergency support issues requiring immediate action and support.
  18. Provide analysis on the Protection issues facing ICLA beneficiaries in Yemen
  19. Engage in supporting the NRC team in awareness raising campaigns and community mobilization efforts.
  20. Monitor community-based networks and community engagement.
  21. Perform any relevant tasks assigned by ICLA Coordinator. 

Qualifications

  • University degree in law, social studies, development studies / other relevant field/ the equivalent
  • Minimum of 2 years of work experience with NGO or international organization in the area of protection or human rights.
  • Experience from working as Protection employee in a humanitarian/recovery context in Yemen.
  • Previous experience from working in complex and volatile contexts
  •  Documented results related to the position's responsibilities 
  • Experience with Microsoft Office suites
  • Preferred: Knowledge of English language.
