Background
Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.
General Summary:
The Legal Counsellor will provide community-based legal aid—national ID issuance/renewal, birth certificates, and Housing, Land, and Property (HLP) dispute resolution—ensuring vulnerable IDPs and hosts access documentation and legal protection.
Key Responsibilities:
- Conduct door-to-door legal screenings in the targeted areas to identify individuals lacking documentation or facing Housing, Land, and Property (HLP) issues.
- Maintain up-to-date case registration using Legal Assistance Case Forms and a secure case-management database.
- Guide beneficiaries through the CRA process: prepare applications, accompany to offices, verify submissions and receipts.
- Administer the two-installment legal grants for beneficiaries: verify costs, disburse first installment for fees/transport, and disburse second upon ID receipt.
- Identify eviction threats and land disputes; perform HLP risk assessments, draft action plans, and coordinate with the HLP Working Group to resolve prioritized cases.
- Draft and distribute simple legal awareness materials (pamphlets, stickers) on documentation rights and procedures.
- Provide support to the targeted population through legal counselling and legal awareness raising sessions.
- Monitor changes in national legislation or CRA procedures; update team SOPs and inform Protection Officer.
- Liaise with Organizations of Persons with Disabilities (OPDs) to adapt legal support for PWDs and ensure accessibility.
- Facilitate community legal-awareness sessions to reach as many individuals as possible, focusing on ID rights, and HLP awareness.
- Refer complex or sensitive cases to specialized legal-aid partners; track referral outcomes.
- Contribute detailed legal-assistance reports: gender-disaggregated data, case outcomes, challenges, and fraud-prevention measures.
- Update and maintain the project’s Legal Aid Standard Operating Procedures based on evolving cluster guidance and CRA process changes.
- Develop and deliver quarterly legal-rights training for community leaders, OPDs, and field teams to strengthen local legal literacy.
- Serve as the project’s Data Protection Officer for all legal-case files: enforce confidentiality protocols and manage secure file storage.
- Liaise with protection cluster and other NGOs to align on joint legal-aid campaigns (e.g., mass ID issuance drives), coordinate resources, and avoid service gaps.
- Perform any other duties as assigned by the line manager.
Qualifications and Requirements:
- Bachelor’s degree in Law, Sharia, Human Rights, International Law or equivalent.
- Minimum 2 years of work experience in humanitarian contexts in the same field.
- Experience in carrying out interviews and focus group discussions, analyzing information provided and drafting reports.
- Strong interpersonal and negotiation skills
- Readiness to commit and adhere to the values, mission and vision of JAAHD.
- Excellent interpersonal and communication skills.
- Self-motivated, results-driven and excellent sense of organization.
- Excellent knowledge of MS applications, particularly Word, Excel and PowerPoint.
- Familiarity with PSEA, AAP best practices, and “do no harm” principles.
- Arabic fluency; English proficiency is an asset.
- High cultural sensitivity and commitment to inclusive, community-driven approaches.
- Collaborative team player with a proactive problem-solving mindset.
- Meticulous attention to detail and strong organizational skills.
