  • Position Title: Logistics and Procurement Assistant
  • Duty Station: Taiz, Yemen
  • Project Coverage: Partnership Sector-funded projects, with primary focus on livelihoods and economic recovery projects in Taiz and other locations as assigned.

  • Reporting to: Technical Manager – Field Implementation Lead, with technical guidance from Logistics and Procurement manager

Project Background and Job Purpose

The Logistics and Procurement Assistant will support the day-to-day logistics and procurement functions of projects funded and managed under Altwasul’s Partnership and International Cooperation Sector.
The role is responsible for supporting procurement requests, supplier follow-up, procurement documentation, quotation collection, delivery tracking, venue arrangements, transport coordination, asset tracking, stock records, logistics filing, and activity logistics support.
The position will help ensure that field activities are supported with timely, transparent, well-documented, and compliant logistics and procurement services in line with Altwasul’s internal procedures, donor requirements, approved budgets, and field implementation needs.
The Logistics and Procurement Assistant will support field activities logistically, including trainings, workshops, TVET sessions, trade fairs, B2B events, VSLA sessions, community meetings, monitoring visits, field missions, distribution-related activities where applicable, and coordination meetings.
However, the Logistics and Procurement Assistant is not responsible for technical implementation, beneficiary selection, financial approval, payment processing, MEAL verification, HR management, community mobilization, or formal donor communication, which remain shared with the Technical Manager, technical officers, MEAL/reporting, Finance, HR/Admin, Partnership Sector leadership, and relevant support teams.

Key Responsibilities

1. Procurement Request and Planning Support
1.    Support day-to-day procurement and logistics activities for assigned and future projects under the Partnership Sector portfolio.
2.    Receive and review procurement requests for completeness before submission to the relevant approval channel.
3.    Coordinate with project staff to clarify requested items, specifications, quantities, delivery timelines, locations, and activity needs.
4.    Support procurement planning by maintaining updated procurement trackers, request lists, delivery plans, and pending action follow-up.
5.    Assist in preparing procurement request forms, quotation request templates, supplier communication, and procurement documentation.
6.    Ensure procurement requests are linked to approved activities, workplans, and budget lines before moving forward for review.
7.    Flag urgent, unclear, incomplete, or high-risk procurement requests to the Technical Manager and Logistics and Procurement focal point.
8.    Support coordination between project teams, Finance, HR/Admin, MEAL, and Logistics and Procurement to ensure procurement needs are planned in advance.

2. Procurement Documentation and Compliance
1.    Support the preparation, organization, and filing of procurement documents in line with Altwasul’s procurement procedures and donor requirements.
2.    Assist in collecting quotations, supplier documents, technical specifications, comparison tables, purchase orders, contracts, delivery notes, goods received notes, service completion forms, and related procurement files.
3.    Check procurement files for completeness, signatures, dates, supplier details, required approvals, and supporting documents before submission.
4.    Maintain organized hard copy and electronic procurement files for assigned project activities.
5.    Ensure procurement documentation is properly labeled, scanned, archived, and easily retrievable for internal review, donor verification, and audit.
6.    Support follow-up on missing documents, incomplete files, delayed approvals, or documentation gaps.
7.    Ensure procurement processes are documented transparently and in accordance with approved procedures.
8.    Report any suspected conflict of interest, irregularity, supplier pressure, missing documentation, or compliance concern to the line manager or relevant responsible staff.

3. Supplier and Service Provider Follow-Up
1.    Support communication with suppliers, service providers, venues, transport providers, printing services, training providers, and other vendors as instructed.
2.    Follow up on quotations, delivery timelines, supplier documents, contract requirements, and pending procurement actions.
3.    Coordinate with suppliers to confirm delivery dates, delivery locations, specifications, quantities, and required documentation.
4.    Support the receipt and documentation of goods and services in coordination with the requesting staff and relevant technical team.
5.    Ensure delivery notes, service completion forms, goods received notes, invoices, and related documents are collected and submitted for review.
6.    Follow up with suppliers on replacement of damaged, missing, incomplete, or non-compliant items where applicable.
7.    Maintain updated supplier communication records and procurement follow-up trackers.
8.    Maintain professional and transparent communication with all suppliers and service providers without making commitments outside approved procurement procedures.

4. Logistics Support to Field Activities
1.    Provide logistics support for trainings, workshops, TVET sessions, trade fairs, B2B events, VSLA sessions, community meetings, monitoring visits, field missions, and other approved project activities.
2.    Support venue identification, venue readiness checks, seating arrangements, materials preparation, visibility items, refreshments, transport arrangements, and activity logistics follow-up.
3.    Coordinate with technical officers, HR/Admin, MEAL, Finance, community mobilizers, trainers, consultants, and service providers to ensure activity logistics are ready on time.
4.    Prepare and maintain logistics checklists for major activities and field events.
5.    Support printing, packaging, delivery, and tracking of training materials, forms, tools, stationery, visibility materials, and other activity supplies.
6.    Support arrangement of transport for staff, trainers, consultants, participants, and materials according to approved plans and procedures.
7.    Ensure logistical arrangements are inclusive, accessible, safe, and appropriate for women, youth, persons with disabilities, and vulnerable participants.
8.    Report logistics delays, venue issues, transport problems, supplier delays, or field constraints to the Technical Manager and Logistics and Procurement focal point.

5. Assets, Equipment, Stock, and Materials Tracking
1.    Support tracking of project assets, equipment, supplies, materials, and consumables.
2.    Maintain updated asset lists, stock records, equipment handover forms, and material movement records as required.
3.    Support tagging, registration, storage, and safe handling of project assets and equipment.
4.    Follow up on movement, use, return, and condition of project equipment used for field activities.
5.    Support periodic asset and stock checks in coordination with Logistics and Procurement and relevant project staff.
6.    Report missing, damaged, lost, misused, or unreturned assets or materials immediately to the line manager.
7.    Ensure materials and equipment are stored safely and issued only through approved procedures.
8.    Maintain organized records of supplies issued for trainings, workshops, field visits, events, and project activities.

6. Transport, Movement, and Field Mission Support
1.    Support transport arrangements for staff, consultants, trainers, visitors, participants, materials, and field teams according to approved plans.
2.    Coordinate vehicle requests, movement plans, driver schedules, fuel records, and field mission logistics as required.
3.    Support preparation and follow-up of movement-related documents in coordination with HR/Admin and the Technical Manager.
4.    Maintain records of transport requests, vehicle use, delivery movements, and field mission logistics.
5.    Support logistics arrangements for donor visits, partner visits, monitoring missions, internal supervision visits, and coordination meetings.
6.    Coordinate with field teams to confirm timing, routes, meeting points, materials, and movement requirements.
7.    Report movement delays, access constraints, vehicle issues, safety concerns, or transport gaps to the line manager.
8.    Ensure that transport support follows Altwasul’s safety, authorization, and documentation procedures.

7. Filing, Audit Readiness, and Internal Control Support
1.    Maintain complete and organized logistics and procurement files for assigned project activities.
2.    Ensure procurement and logistics documents are complete, signed, dated, approved, scanned, and filed according to Altwasul’s procedures and donor requirements.
3.    Support internal audits, donor verification visits, compliance reviews, spot checks, and management reviews by retrieving and organizing procurement and logistics documents.
4.    Maintain updated procurement trackers, asset trackers, delivery trackers, stock records, and supplier follow-up records.
5.    Identify missing documents, incomplete procurement files, unsigned records, filing gaps, or documentation inconsistencies and report them to the line manager.
6.    Ensure procurement and logistics documents are stored securely and shared only with authorized staff.
7.    Support implementation of corrective actions related to logistics, procurement, filing, assets, and documentation.
8.    Promote transparency, accountability, and segregation of duties in all logistics and procurement support tasks.

8. Coordination and Team Support
1.    Coordinate closely with the Technical Manager and Logistics and Procurement focal point to plan daily, weekly, and monthly logistics and procurement tasks.
2.    Work closely with project staff, MEAL, Finance, HR/Admin, community mobilizers, trainers, consultants, suppliers, and service providers to support timely field implementation.
3.    Participate in field team meetings and provide updates on procurement status, logistics needs, delivery timelines, pending requests, supplier follow-up, and documentation gaps.
4.    Support field teams to plan activities realistically based on procurement lead times, supplier availability, transport needs, venue arrangements, and delivery requirements.
5.    Escalate procurement delays, supplier issues, logistics constraints, asset concerns, compliance risks, or field coordination gaps to the line manager.
6.    Maintain professional, respectful, transparent, and service-oriented communication with colleagues, suppliers, service providers, participants, and stakeholders.
7.    Follow Altwasul’s code of conduct, safeguarding standards, confidentiality requirements, procurement procedures, and operational policies at all times.
8.    Perform other relevant logistics and procurement duties assigned by the line manager, provided they remain within the scope of the position.

Technical/Operational Validation and Quality Checks

1.    The Logistics and Procurement Assistant supports procurement, supplier follow-up, logistics arrangements, delivery tracking, asset records, and documentation but does not lead technical implementation, approve activity plans, select beneficiaries, or make final project decisions.
2.    Technical specifications, training materials, equipment requirements, service needs, venue suitability, and activity requirements must be validated by the relevant technical officer or Technical Manager.
3.    Supplier selection, procurement evaluation, contract approval, purchase approval, waiver approval, and final procurement decisions must follow Altwasul’s procurement procedures and be confirmed by authorized staff.
4.    Participant data, attendance verification, beneficiary records, and means of verification must be coordinated with the MEAL team. The Logistics and Procurement Assistant supports logistics documentation but does not lead MEAL verification or indicator reporting.
5.    Payments, advances, settlements, stipends, reimbursements, payroll processing, and financial approvals remain the responsibility of Finance. The Logistics and Procurement Assistant may support collection of procurement documents but does not process or approve payments.
6.    Attendance, leave records, personnel files, recruitment files, and timesheets remain the responsibility of HR/Admin. The Logistics and Procurement Assistant may coordinate movement and field logistics but does not manage HR documentation.
7.    Community outreach, participant mobilization, beneficiary communication, and field-level community follow-up remain the responsibility of Community Mobilizers and technical staff. The Logistics and Procurement Assistant does not lead mobilization or selection processes.
8.    The Logistics and Procurement Assistant must not approve their own procurement requests, select suppliers independently, certify technical completion alone, process payments, or bypass required procurement approvals.
9.    Any missing documents, incomplete files, supplier irregularity, suspected conflict of interest, asset loss, safeguarding concern, fraud risk, or compliance concern must be reported immediately to the line manager or relevant responsible staff.
10.    Supplier information, procurement records, quotations, contracts, financial documents, staff information, and sensitive project information must be handled confidentially and shared only with authorized personnel.

Shared Accountability

The Logistics and Procurement Assistant contributes to project implementation, field coordination, procurement planning, supplier follow-up, activity delivery, asset management, compliance processes, documentation, audit readiness, and internal communication by providing logistics and procurement support, organized filing, delivery tracking, transport coordination, materials preparation, and timely follow-up.
Formal accountability for technical design, beneficiary selection, financial approval, procurement approval, supplier selection, MEAL reporting, donor communication, contractual compliance, HR procedures, and organizational representation remains with the relevant departments and senior management.

Required Qualifications and Skills

1.    Diploma or university degree in logistics, procurement, supply chain management, business administration, accounting, management, public administration, or a related field.
2.    Minimum 2 years of relevant experience in logistics, procurement, supply chain, operations, administration, field support, or project support.
3.    Previous experience with NGOs, donor-funded projects, field-based activities, livelihoods, economic recovery, training programs, or development programming is preferred.
4.    Good understanding of procurement documentation, quotation collection, supplier follow-up, delivery tracking, asset records, stock management, and logistics filing.
5.    Experience supporting trainings, workshops, field visits, meetings, transport arrangements, venue arrangements, material preparation, and activity logistics.
6.    Ability to prepare and maintain procurement trackers, delivery trackers, asset lists, stock records, supplier records, movement plans, and logistics files.
7.    Good coordination experience with field teams, suppliers, service providers, trainers, consultants, support departments, and project staff.
8.    Strong organizational, communication, documentation, negotiation, and problem-solving skills.
9.    Good computer skills, especially Microsoft Word, Excel, email, scanning, printing, and basic filing systems.
10.    Excellent Arabic communication skills.
11.    Basic English is an advantage.
12.    Experience with EU, SDC, UN, INGO, or consortium-funded projects is an asset.
13.    High level of integrity, transparency, confidentiality, reliability, accuracy, and attention to detail.
