Mehad mission

Mehad is a French and international health and solidarity NGO established in 2011 by a group of doctors to address the urgent healthcare needs of populations affected by the war in Syria and neighboring countries. In 2022, Mehad expanded to Ukraine in response to the Ukraine war. Recently, Mehad has included Palestine and Yemen in its areas of intervention.

In early 2024, Mehad conducted an exploratory mission to southern Yemen to assess the humanitarian situation, particularly the health system's needs and potential contributions to strengthening it. Based on the findings of this mission, In early 2024, Mehad started to implement a health project aiming at supporting Lawdar Hospital in Abyan governorate. Since April 2026, Mehad is now implementing an 18-month project aimed at strengthening maternal and child health (MCH) in Yemen, with a particular focus on the governorate of Aden. The project targets the first 1,000 days of life, a critical window from pregnancy through a child’s second birthday, during which interventions have a decisive impact on nutrition, growth, immunity, cognitive development, and long-term health outcomes.
In a context marked by a fragile health system, shortages of qualified healthcare workers, and high maternal and neonatal mortality rates, the project prioritizes improving healthcare providers’ competencies

Position summary

The Logistics Officer is responsible for planning, coordinating and overseeing the logistics activities of the mission, ensuring the availability, proper management, maintenance and efficient use of vehicles, equipment, supplies, premises and other logistical resources.
The position ensures that procurement, fleet management, stock and asset management, premises maintenance, movements and training logistics are carried out efficiently and in accordance with Mehad policies, procedures, donor requirements and applicable local regulations.
The Logistics Officer works closely with Program, Medical, Finance, HR/Admin and Security teams to ensure timely and appropriate logistical support to all mission activities and field operations

Role and Responsibilities

1.    Procurement and Supply

  • Plan, coordinate and follow up on procurement activities based on approved needs, budgets and Mehad procurement procedures, ensuring timely availability of required goods and services.
  • Process approved purchase requests and recommend the appropriate procurement method, including direct purchase or competitive procurement, in accordance with Mehad procedures and applicable thresholds.
  • Prepare and issue Requests for Quotations (RFQs), collect quotations from suppliers, and ensure that procurement documentation is complete and properly maintained.
  • Analyze quotations and prepare the Comparative Bid Analysis (CBA), coordinate the required review and approvals, and obtain authorized signatures.
  • Prepare purchase orders, obtain the required approvals and issue them to selected suppliers.
  • Follow up with suppliers and vendors to monitor delivery timelines and ensure conformity with approved specifications, quality and quantities.
  • Receive and verify delivered goods and services and submit complete procurement documentation to Finance for payment processing following satisfactory delivery and acceptance.
  • Monitor stock and consumables, anticipate procurement needs and follow up on outstanding orders to prevent shortages and operational delays.
  • Maintain an organized procurement filing system and monitor supplier performance and pending deliveries.

2.    Fleet and Vehicle Management

  • Plan and coordinate vehicle movements, driver allocation and daily transport requirements.
  • Monitor vehicle use, fuel consumption, logbooks, documentation and maintenance.
  • Ensure vehicles and drivers comply with Mehad safety, security and operational procedures and follow up on repairs, accidents and incidents.
  • Compile and prepare monthly fuel consumption and vehicle movement reports
  • Book and obtain tickets for staff traveling on commercial flights,

3.    Movements and Access

  • Coordinate staff, vehicle and goods movements and obtain required movement/access authorizations.
  • Liaise with relevant authorities and stakeholders regarding access to project locations and operational areas.
  • Coordinate with the Security Focal Point and management to ensure movements comply with applicable security procedures.

4.     Assets, Stock and Equipment

  • Maintain accurate inventories of assets, equipment, supplies and consumables.
  • Coordinate the receipt, storage, allocation, transfer, maintenance and disposal of equipment in accordance with Mehad procedures.
  • Conduct regular physical inventories and report losses, damages or discrepancies.

5.    Premises and Infrastructure

  • Ensure the proper functioning and maintenance of offices, guesthouses, and other operational facilities.
  • Coordinate preventive and corrective maintenance of generators, electricity, water, solar systems, air conditioning and other essential infrastructure.
  • Follow up with technicians, contractors and service providers and report any operational or safety concerns.

6.     Training and Programme Logistics

  • Coordinate logistical arrangements for trainings, workshops, meetings and other program activities, including transportation, accommodation, venues, catering, materials and equipment.
  • Liaise with Program, Medical and other departments to ensure timely and appropriate logistical support.

7.    Coordination and Reporting

  • Coordinate with Program, Medical, Finance, HR/Admin and Security teams to identify and respond to logistical needs.
  • Maintain complete and organized logistics documentation and prepare relevant reports and updates for the line manager.
  • Identify logistical risks and operational constraints and propose appropriate solutions.

8.    Compliance and Other Duties

  • Ensure logistics activities comply with Mehad policies, procedures, donor requirements, security standards and applicable local regulations.
  • Support audits, inspections and other compliance requirements.
  • Perform any other logistics-related duties assigned by the line manager within the scope of the position.

Qualifications, experience and skills :

I.    Academic background

  • [Required]: Essential Bachelor's degree in logistic/supply chain (preferably IT/Computer science

II.    Professional/Practical Experience

  • [Required]: Working experience of at least two years in relevant and similar jobs
  • [Required]: Experience working with NGOs at least 2 years

III.    Skills and attitudes

  • Strong drive to meet deadlines, organizational skills, and the ability to work under pressure
  • Sound understanding and devotion to professionalism
  • Strong analytical and problem-solving abilities
  • Excellent communication and problem-solving abilities and flexible personality 
  • Ability to deal with stressful situations
  • Proficiency in relevant computer applications (Good knowledge of Excel, office)
  • Good understanding of security management and risk mitigation in insecure/volatile contexts, with strict adherence to Mehad security procedures and protocols
  • Able to work independently and energetically

VI.    Languages

Ability to read, write and communicate professionally in English is mandatory, Arabic language is essential.
