Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

The MEAL Assistant will provide technical support across all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for CCCM and Shelter/NFI project in Ibb. Reporting to the MEAL Officer, this role ensures rigorous field monitoring, high-quality data collection and analysis, effective feedback mechanisms, and evidence-based program adaptations that enhance accountability and impact.

Key Responsibilities: 

  • Develop MEAL plans and Indicator Performance Tracking Tables (IPTT), ensuring alignment with project proposal, agreements, and JAAHD systems.
  • Design structured data-collection tools (surveys, focus-group guides, key-informant templates, market-assessment checklists) with gender- and disability-inclusive approaches.
  • Conduct baseline, midline, endline, Post-Distribution Monitoring (PDM), Post-Service Monitoring (PSM) surveys, and FGDs to measure changes, satisfaction, and service quality.
  • Lead daily field visits to verify adherence to humanitarian standards, assess activity progress, and monitor compliance with implementation plans.
  • Perform market assessments before and after cash distributions to evaluate service availability, price fluctuations, and potential negative market impacts.
  • Compile, clean, and maintain real-time dashboards tracking MEAL indicators, financial trends, and CFM feedback.
  • Draft monthly MEAL reports—including dashboards, lessons learned, and human-interest stories—for project teams, senior management, and donors.
  • Archive all data and documentation according to JAAHD’s archiving system, ensuring accuracy and eliminating duplication.
  • Implement JAAHD’s Complaint & Feedback Mechanism (CFM): inform beneficiaries of channels (hotline, WhatsApp, email, suggestion boxes), track submissions, and follow up to resolution within agreed timeframes.
  • Analyze CFM data to identify systemic issues, track resolution rates, and feed recommendations into program adjustments.
  • Train and mentor field monitors and community volunteers on ethical data collection, informed consent, data privacy, and use of digital tools (e.g., KoboToolbox).
  • Co-facilitate MEAL and protection-mainstreaming workshops, including PSEA, gender, and disability inclusion training for field teams.
  • Support a risk-based MEAL framework by updating risk registers, recommending mitigation measures, and monitoring emerging risks.
  • Ensure project staff understand and adhere to the project logframe, indicators, institutional values, and MEAL policies.
  • Other related tasks as requested by line manager.

Qualifications and Requirements:

  • Bachelor’s degree in Computer/Information Technology, Social Sciences, or related field.
  • Minimum 2 years of MEAL experience in humanitarian or development contexts.
  • Proficient with data-collection and analysis tools (KoboCollect, Power BI, Excel).
  • Strong report-writing, documentation, and archiving skills.
  • Solid understanding of qualitative, quantitative, and mixed‐method evaluation methodologies.
  • Experience in indicator selection, target setting, database management, and performance monitoring plan development.
  • Excellent community engagement and communication skills.
  • Ability to work under pressure, meet deadlines, and maintain high attention to detail.
  • Fluent in Arabic and English (written and spoken).
  • Experience integrating protection, gender, and disability markers into MEAL frameworks.
  • Familiarity with PSEA principles and AAP best practices.
  • Proven ability to foster a culture of continuous learning and accountability among field teams.
