ABOUT FMF:
The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.
POSITION SUMMARY:
The MEAL Assistant must know how to:
- Support the collection, entry, and basic processing of monitoring and evaluation data across FMF program activities.
- Assist in implementing field-level MEAL activities, including PSM, PDM, beneficiary verification, and output tracking.
- Ensure accurate and timely documentation and filing of data to support operational decisions and donor reporting requirements.
MAIN DUTIES AND RESPONSIBILITIES:
Technical Support:
- Assist the Senior MEAL Officer in providing technical and methodological support to program teams for the implementation of monitoring and evaluation activities, including support in data collection (surveys, questionnaires, sampling, and data entry) and integration of cross-functional issues (gender, protection mainstreaming, safeguarding, do-no-harm).
- Support the creation and adaptation of MEAL tools to monitor project indicators and the impact of activities (monitoring and evaluation plan, surveys/tools), and assist in conducting assessments or gathering data on risk factors as directed by the Senior MEAL Officer.
Monitoring and Evaluation of Programs:
- Assist in conducting post-intervention and post-distribution monitoring (PDM) follow-up visits at the field level.
- Support internal evaluation missions (intermediate or final) by collecting field-level data, documentation, and beneficiary feedback.
- Assist program teams with data collection related to cross-functional issues (gender, do-no-harm, protection, etc.).
- Participate in thematic assessments and surveys as assigned by the Senior MEAL Officer.
- Support monitoring of the implementation of accountability frameworks at the field and community levels.
- Assist in reviewing the accuracy and completeness of collected data, field reports, and monitoring tools before submission to the Senior MEAL Officer.
- Document field observations and assist in identifying gaps or proposed adjustments to improve the quality of operations, as guided by the Senior MEAL Officer.
Accountability and Learning:
- Support the operationalization and field-level implementation of feedback and response mechanisms as directed by the Senior MEAL Officer.
- Ensure that complaints and feedback received from beneficiaries and communities are accurately recorded in the official database and escalated to the accountability team and Senior MEAL Officer promptly.
- Assist in the systematic collection and basic analysis of feedback data to support program learning, adaptation, and decision-making.
- Support the documentation of lessons learned, exercises, and after-action reviews by recording field-level observations, community feedback, and best practices.
Knowledge Management / Reporting / Representation:
- Correctly use FMF knowledge management tools and ensure proper documentation and filing of data collection instruments and field records.
- Support the Senior MEAL Officer in following up on recommendations (internal and external) by documenting action points from field activities and monitoring progress.
- Assist in preparing draft field visit reports, data summaries, and monitoring updates for review and validation by the Senior MEAL Officer.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor’s degree in management, social sciences, information/data management, or any equivalent degree.
- Intermediate to professional skills in data management (Excel, data entry, data cleaning).
- Basic knowledge of health information systems and humanitarian data standards.
- Minimum 2 years of previous experience in NGOs, data collection, or field monitoring roles.
- Self-motivated, detail-oriented, and with a good sense of organization.
- Ability to follow instructions, work collaboratively as part of a team, and escalate issues appropriately.
- Takes initiative in learning and expanding own knowledge relevant to the MEAL function.
- Native Arabic is required; basic English skills are an asset.
- Readiness to commit and adhere to the values, mission, and vision of FMF.
- Be available for regular trainings provided by FMF and support in identifying personal development needs.
- Experience in working on ODK/KOBO Toolbox, MS Office (Excel, Word); familiarity with SPSS or Power BI is an asset.
- Attention to detail and ability to communicate professionally and effectively — practical and problem-solver.
- Able to deliver quality outputs in stressful field environments, with punctuality and adherence to deadlines and procedures.
- Ability to deal with work pressure and adapt to challenging field conditions in Yemen governorates.
- Willingness to travel to field locations across assigned governorates as required.
- Documented results or experience related to data collection, monitoring, or community engagement activities.
