Background
Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

The MEAL Assistant will support comprehensive Monitoring, Evaluation, Accountability, and Learning activities—designing tools, collecting data, facilitating FGDs, tracking complaints, and generating insights to inform evidence-based adjustments.

Key Responsibilities: 

  • Assist in designing, piloting, and finalizing MEAL tools: baseline/endline surveys, PDM questionnaires, FGD guides, and complaint registers; ensure gender-sensitive, age-appropriate, and disability-inclusive design.
  • Lead process monitoring at distribution points: observe and record waiting times, distribution organization, beneficiary interactions, cash receipt verification, and market availability.
  • Plan and conduct one integrated PDM exercise per cash distribution; capture quantitative and qualitative data on cash utilization, community impacts, and satisfaction.
  • Facilitate FGDs and key-informant interviews with diverse beneficiary groups (women, PWDs, elderly); transcribe and synthesize findings.
  • Enter, clean, and maintain MEAL databases; develop weekly data dashboards and basic visualizations (charts/graphs) in Excel or Power BI.
  • Track, register, and follow up on CFM complaints; ensure timely feedback loops and update the MEAL learning matrix.
  • Coordinate external evaluations, surveys, and research initiatives; liaise with third-party evaluators and donors as needed.
  • Prepare monthly MEAL reports with clear recommendations, lessons learned, and success stories.
  • Conduct periodic market assessments (material costs, availability) to inform procurement and cash-transfer planning.
  • Train field staff and volunteers on MEAL tools, data-collection ethics, and confidentiality protocols.
  • Develop a simple internal “learning brief” template and produce (e.g., CFM effectiveness, gender-mainstreaming) during the project.
  • Manage the project’s knowledge repository: collect tools, templates, and success stories; ensure proper version control.
  • Facilitate cross-team reflection sessions after each PDM cycle to incorporate feedback into subsequent activity planning.
  • Support the design and roll-out of a mobile-friendly dashboard (using Power BI or Google Data Studio) for real-time tracking of key protection indicators.
  • Perform any other duties as assigned by the line manager.

Qualifications and Requirements:

  • Bachelor’s degree in Computer/Information Technology, Social Sciences, or related field.
  • Minimum 2 years of MEAL experience in humanitarian or development contexts.
  • Proficient with data-collection and analysis tools (KoboCollect, Power BI, Excel).
  • Strong report-writing, documentation, and archiving skills.
  • Solid understanding of qualitative, quantitative, and mixed‐method evaluation methodologies.
  • Experience in indicator selection, target setting, database management, and performance monitoring plan development.
  • Excellent community engagement and communication skills.
  • Ability to work under pressure, meet deadlines, and maintain high attention to detail.
  • Fluent in Arabic and English (written and spoken).
  • Experience integrating protection, gender, and disability markers into MEAL frameworks.
  • Familiarity with PSEA principles and AAP best practices.
  • Proven ability to foster a culture of continuous learning and accountability among field teams.
