Project Background and Job Purpose:

This project aims to improve the livelihoods of local farmers and youth in Marib Governorate by enhancing agricultural practices and supporting sustainable income-generation. The project includes targeted training, distribution of inputs, and awareness activities to foster productivity and resilience in rural communities.
The MEAL Officer is responsible for designing, implementing, and overseeing all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the project. The role ensures evidence-based project implementation, promotes accountability, and supports adaptive learning through data-driven decision-making. The MEAL Officer will coordinate with field teams, provide technical guidance, and ensure quality, timely, and accurate reporting of results and impact.

Key Responsibilities:

Technical Support and MEAL Implementation:

• Develop and implement a comprehensive MEAL plan, including tools for baseline, endline, and post-distribution monitoring.
• Track the progress of project activities and indicators, ensuring timely data collection and accurate analysis.
• Support the project team in identifying gaps, challenges, and lessons learned to inform program adjustments.
• Conduct beneficiary verification exercises to ensure proper targeting and inclusion.
• Lead needs assessments and satisfaction surveys to inform program design and effectiveness.
• Support the documentation of best practices and success stories for internal learning and donor reporting.

Data Management and Reporting:

• Design and maintain databases and indicator tracking tools to ensure data quality and accessibility.
• Analyze quantitative and qualitative data and present findings to the Project Manager and MEAL Unit.
• Prepare monthly, quarterly, and final MEAL reports, providing evidence on project achievements and areas for improvement.
• Ensure timely submission of MEAL inputs for donor reports.
• Provide real-time feedback to the project team to enhance performance and outcomes.

Accountability to Affected Populations (AAP):

• Ensure that complaint and feedback mechanisms are accessible, functional, and properly documented.
• Monitor community engagement and feedback to inform project responsiveness and transparency.
• Promote accountability standards across all project activities.

Capacity Building and Coordination:

• Supervise and support Data Assistants and field MEAL volunteers.
• Conduct training for project staff and volunteers on MEAL tools, data collection, and accountability practices.
• Ensure that MEAL activities are well-coordinated with project operations and fieldwork schedules.
• Collaborate with other team members and sectors to ensure an integrated MEAL approach.

Qualifications and Requirements:

• Bachelor’s degree in Development Studies, Social Sciences, Statistics, Agriculture, or a related field.
• Minimum of 3 years of relevant MEAL experience in humanitarian or development projects.
• Experience in designing data collection tools and conducting assessments.
• Strong analytical skills and proficiency in statistical software (e.g., Excel, SPSS, or Kobo Toolbox).
• Excellent reporting, presentation, and communication skills in both Arabic and English.
• Strong interpersonal and supervisory skills.
• Experience working in similar geographic and thematic contexts is an asset.
• High integrity, commitment to humanitarian principles, and attention to detail.
