- Job Title: MEAL Officer (1)

- Location: Aden Governorate, with frequent travel to Al Qabbaytah and Al Maqatirah districts in Lahj Governorate.
- Reporting to: Programs Manager

1. Background
A humanitarian and developmental non-governmental organization, established in 2008 under official license No. (98/18) from the Ministry of Social Affairs and Labor. 2. Responsibilities
The MEAL Officer will have the following key responsibilities:
2.1. Develop the project’s MEAL plan along with the associated budgets.
2.2. ensure that project planning and implementation align with the logical framework for monitoring and evaluation.
2.3. Contribute to the development of monitoring tools and data collection frameworks based on surveys.
2.4. Adapt monitoring and evaluation systems to track and assess project activities and impact, in accordance with the SCI guidelines and donor requirements.
2.5. Monitor project outputs and outcomes, and ensure that reports and information sharing meet the needs of the organization, communities, donors, and other stakeholders, and are aligned with monitoring and evaluation standards and maintain updated project performance indicators for humanitarian programs (IPTT).
2.6. Ensure the implementation of MEAL activities in accordance with the project's M&E plan.
2.7. Monitor project progress through regular field visits, provide feedback, and maintain regular communication with relevant field and office staff
2.8. Conduct evaluation activities based on a defined methodology, including appropriate sample sizes, sampling techniques, data collection procedures, data verification, and regular field visits. When necessary, provide or facilitate the required training.
2.9. Training the relevant data collectors in the field of MEAL system, ensuring they use the required formats/sheets effectively as required and desired
2.10. Ensure timely data entry and updates, and verify the accuracy of data in field reports
2.11. Oversee the writing and summarizing of field reports to develop the reports required by the SCI and donors
2.12. Prepare high-quality reports on time (bi-monthly, monthly, quarterly, final, PDM, baseline and endline survey reports), along with other relevant documentation as required.
2.13. Track lessons learned and share them for wider dissemination to ensure that lessons learned are incorporated into project implementation.
2.14. Manage the Complaint Response Mechanism (CRM):
2.14.1. Establish an effective functional system for processing complaints/feedback and community-level response mechanisms.
2.14.2. Ensure that the Complaint Feedback Mechanism (CFM) is functional and accessible to beneficiaries.
2.14.3. Oversee the proper implementation of CRM standard operating procedures (SOPs).
2.14.4. Ensure that all issues referred to the management team are followed up on until the issue is closed.
2.14.5. Ensure proper archiving for future reference.
2.14.6. Ensure timely submission of complaint reports.
2. Qualifications
- Bachelor's degree in Information Systems, Business Administration, or a related field.
3. Experience
- At least three years of experience in monitoring and evaluation.
4. Skills and Abilities
4.1. Strong data collection, analysis, and report writing skills.
4.2. Proficiency in Microsoft Office programs, with advanced Excel skills and proficiency in related software.
4.3. Excellent communication and teamwork skills.
4.4. Excellent English language skills.
