نبذة عن الوظيفة (Role Overview):
تعتبر هذه الوظيفة محوراً استراتيجياً يربط بين الكفاءة الهندسية والطبية للشركة وبين نجاحها التجاري والاستثماري. يتولى شاغل هذا المنصب مسؤولية قيادة وتوجيه عمليات المناقصات والعطاءات من مرحلة البحث والتحليل الفني وحتى الترسية والتوريد. يكمن جوهر هذا الدور في تحويل الفرص المتاحة في السوق الطبي اليمني إلى عقود توريد ناجحة ومربحة، مع ضمان أعلى مستويات الجودة الفنية والالتزام القانوني والزمني الصارم، بما يشمل الامتثال الكامل لأنظمة ولوائح المنظمات الإنسانية الدولية العاملة في اليمن.

المهام والمسؤوليات الرئيسية:

رصد ومتابعة المناقصات:

رصد ومتابعة المناقصات الطبية والدوائية الصادرة عن وزارة الصحة، المستشفيات، والمنظمات الدولية في اليمن بما فيها WHO، UNICEF، WFP، UNDP، ICRC، وغيرها.
المراسلات التجارية:
إدارة المراسلات التجارية الدولية والمحلية مع الشركات المصنعة والموردين الأجانب لطلب عروض 

الأسعار وتحديثات المنتجات، وكذلك مع منظمات الأمم المتحدة عبر منصاتها الإلكترونية (UNGM، UNICEF Supply Division، وغيرها).

التنسيق اللوجستي:

• التنسيق مع إدارة سلاسل الإمداد واللوجستيات لمتابعة عمليات الشحن، التخليص الجمركي، والتأكد من جداول التوريد للمستشفيات لتفادي غرامات التأخير، مع الإلمام ببروتوكولات سلسلة التوريد الإنسانية (Humanitarian Supply Chain Protocols) الخاصة بالمنظمات الدولية.

الدراسة الفنية والقانونية:

• دراسة كراسات الشروط والمواصفات الهندسية للأجهزة الطبية أو التركيبات الدوائية بدقة، بما يشمل متطلبات الجودة والسلامة المعتمدة من قبل المنظمات الإنسانية (مثل: WHO Prequalification، GMP، ISO 13485).

إعداد المظاريف:

• إعداد المظاريف الفنية (الشهادات الطبية، شهادات الجودة، الكتالوجات) والمظاريف المالية بالتنسيق مع الإدارة، مع ضمان استيفاء جميع متطلبات العناية الواجبة (Due Diligence) لتسجيل الشركة كمورد معتمد لدى الأمم المتحدة والمنظمات الدولية.

استثمار العلاقات:

• استثمار العلاقات المهنية في السوق الطبي المحلي لتسهيل الإجراءات ومتابعة مستجدات المشاريع والترسيبات، وكذلك بناء علاقات مؤسسية مع مسؤولي المشتريات في المنظمات الإنسانية.

الامتثال التنظيمي:

• مراجعة شروط الامتثال والتسجيل لدى الهيئة العليا للأدوية والمستلزمات الطبية (SBDMA)، بالإضافة إلى تطبيق معايير الشفافية ومكافحة الفساد (Anti-Corruption & Transparency Standards) المطلوبة من قبل الجهات المانحة الدولية.

إدارة المشاريع:

• تطبيق منهجيات إدارة المشاريع لضمان تسليم العطاءات والضمانات البنكية قبل المواعيد النهائية، وإدارة عقود المنظمات الإنسانية (Basic Agreements، Contribution Agreements) ومتطلبات التقارير الدورية والمؤشرات الأدائية (KPIs).

تحليل ما بعد التقديم (Post-Submission & Competitor Analysis):

• حضور جلسات فتح المظاريف وتوثيق عروض المنافسين بدقة (الأسعار المرفوعة، الشركات المصنعة الممثلة، وفترات الضمان المقدمة من قبلهم).
• إجراء تحليل مقارن دوري (Competitor Intelligence) لتحديد نقاط القوة والضعف في استراتيجيات تسعير المنافسين.
• في حال عدم الترسية أو الرفض، يتم شرح أسباب الرفض بالتفصيل (سواء كان استبعاداً فنياً، نقصاً في الشهادات، عدم مطابقة مواصفات هندسية، أو تفوقاً في السعر المالي للمنافس) وكتابة تقرير رسمي بجذور المشكلة (Root-Cause Analysis Report) للإدارة لتفاديها مستقبلاً.

إدارة منصات المنظمات الدولية:

• التنقل بكفاءة في منصات المشتريات الإلكترونية للمنظمات الإنسانية، وفهم مصفوفات التقييم الخاصة بها والتي غالباً ما تمنح أولوية للامتثال الفني والأداء السابق على السعر، وتكييف العروض وفقاً لذلك لتعظيم معدلات النجاح.

المؤهلات والشروط المطلوبة:

• التعليم: بكالوريوس في هندسة الأجهزة الطبية، أو بكالوريوس في الصيدلة.
• المؤهل الإضافي: يُفضل بقوة حاملي شهادة إدارة المشاريع (PMP) أو دبلوم/ماجستير إدارة الأعمال (MBA).
• الخبرة والعلاقات: خبرة لا تقل عن 3-5 سنوات في مجال المناقصات الطبية والدوائية، مع وجود شبكة علاقات قوية وواسعة في السوق الطبي اليمني والجهات الصحية والمنظمات الدولية.

المعرفة التنظيمية (أساسي)    

معرفة كاملة وشاملة بقوانين ولوائح وأنظمة المنظمات الإنسانية الدولية العاملة في اليمن، بما في ذلك:

• أنظمة الشراء في الأمم المتحدة (UN Common Market System) ومنصاتها (UNGM، UNICEF Supply Division).
• متطلبات التأهيل والتسجيل (Due Diligence & Vendor Registration).
• معايير التدقيق المالي والإداري (Audit & Compliance Standards).
• بروتوكولات الشحن والتوريد الإنساني.
• معايير جودة المنتجات المعتمدة (WHO Prequalification، GMP، ISO 13485).

الخبرة الإضافية المفضلة: خبرة سابقة مثبتة في إدارة وفوز مناقصات صادرة عن وكالات الأمم المتحدة أو المنظمات الإنسانية الدولية الكبرى في اليمن أو بيئات مشابهة.

المهارات التحليلية:  خبرة مثبتة في إعداد تقارير تحليل المنافسين ومراجعة أسباب استبعاد العطاءات الفنية والمالية بدقة وتفصيل.

سلاسل الإمداد والمراسلات: خبرة عملية مثبتة في المراسلات التجارية باللغة الإنجليزية وفهم قوي لعمليات سلاسل الإمداد (Supply Chain) والاستيراد.

اللغات: إتقان تام وممتاز للغة الإنجليزية (كتابة ونطقاً) بشكل احترافي.

المهارات التقنية: قدرة وكفاءة عالية جداً على استخدام الكمبيوتر وتطبيقات المايكروسوفت أوفيس (خاصة Excel وWord وPowerPoint) وبرامج إدارة المشاريع.

المرونة والتنقل: القدرة والاستعداد التام للسفر والانتقال بين المحافظات اليمنية لمتابعة المشاريع وجلسات فتح المظاريف عند الحاجة.

We are seeking an exceptional, results-driven professional to join our team as a Medical & Pharmaceutical Tender Specialist—a pivotal role that bridges technical excellence with commercial success, and requires deep expertise in navigating the regulatory frameworks of international humanitarian agencies operating in Yemen

Role Overview:

This position is the strategic nexus between our engineering and pharmaceutical capabilities and our commercial profitability. The incumbent will assume full ownership of the tender and bidding lifecycle—from proactive opportunity scouting and in-depth technical analysis, through to competitive bid preparation, contract negotiation, award follow-up, and successful delivery. The core essence of this role is to convert market opportunities into profitable, fully compliant supply contracts, while upholding the highest standards of quality, regulatory adherence, and timeline discipline—including full compliance with the policies and systems of international humanitarian organizations.

Key Responsibilities & Accountabilities:

Proactive Tender Monitoring & Market Intelligence:

• Continuously monitor and track all medical and pharmaceutical tenders issued by the Ministry of Public Health & Population, public and private hospitals, and international organizations operating in Yemen (WHO, UNICEF, WFP, UNDP, ICRC, INGOs, etc.).
• Develop and maintain a dynamic database of historical and upcoming tenders, and conduct regular market trend analysis.

Commercial & International Correspondence:

• Manage all domestic and international commercial correspondence with global manufacturers and foreign suppliers to request competitive quotations and product updates.
• Handle communications with UN agencies through their e-procurement platforms (UNGM, UNICEF Supply Division, etc.).

Logistics & Supply Chain Coordination:

• Liaise directly with the Supply Chain & Logistics Department to track shipping schedules, oversee customs clearance, and ensure on-time delivery to hospital sites, avoiding penalty clauses.
• Maintain full familiarity with Humanitarian Supply Chain Protocols applicable to international organizations.

Technical & Regulatory Compliance Review:

• Conduct thorough reviews of tender documents, technical specifications (for medical devices), and pharmaceutical formulations, verifying product compatibility.
• Ensure compliance with quality and safety standards mandated by humanitarian organizations (e.g., WHO Prequalification, GMP, ISO 13485).

Bid Preparation (Technical & Financial Envelopes):

• Lead the preparation of technical envelopes (medical certifications, quality certificates, product catalogs, agency letters) and financial envelopes in coordination with Finance and Legal.
• Ensure all Due Diligence documentation required for UN and international NGO vendor registration is complete and current.

Stakeholder & Relationship Management:

• Leverage an extensive professional network within Yemen's healthcare ecosystem (Ministry of Health, SBDMA, hospital procurement committees) and build institutional relationships with procurement officers of humanitarian organizations.

Regulatory & Compliance Assurance:

• Scrutinize compliance and registration requirements of the Supreme Board of Drugs and Medical Appliances (SBDMA).
• Implement Anti-Corruption, Transparency, and Safeguarding Standards as required by international donors.

Contract & Project Management:

• Apply structured project management methodologies (PMP frameworks) to ensure timely delivery of bids, guarantees, and milestones.
• Manage humanitarian organization contracts (Basic Agreements, Contribution Agreements) and oversee periodic reporting and KPI tracking.

Qualifications and Requirements:

•  Post-Submission Analysis & Competitive Intelligence (Critical Pillar):
• Actively participate in bid-opening sessions, meticulously documenting competitors' offerings (pricing, manufacturers, warranty periods).
• Conduct systematic competitor intelligence (CI) analysis to benchmark our strategies against market players.
• In the event of non-award or rejection, perform a detailed root-cause analysis (RCA)—whether due to technical disqualification, incomplete certifications, non-compliance, price superiority, or procedural issues—and produce a formal Root-Cause Analysis Report with corrective recommendations for management.

Humanitarian Procurement Platform Navigation:

• Proficiently navigate the specific tender portals and e-procurement systems used by humanitarian organizations.
• Understand their unique evaluation matrices (which often prioritize technical compliance and past performance over price) and tailor bids accordingly to maximize success rates.
