Background

BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015.

The Operation Officer will be under the supervision of the Project Manager, the Operation Officer will be responsible for developing proper plans based on the major indicators of the project, to ensure relevant project activities are tracked and maintains to best measure the quality, progress and impacts (results) of all project activities. The position will be based in Taiz Office with frequently travel visits to the targeted areas.

Key Responsibilities 

An Operation Officer's main duties typically involve the following:

  • Project Implementation and Supervision: Oversee the day-to-day implementation of project activities, such as distributing agricultural inputs (seeds, tools, fertilizers), providing livestock support, establishing community gardens, and organizing training sessions on modern farming techniques. The officer ensures all activities are carried out according to the project's work plan and technical guidelines.
  • Supervises the staff under the Operations Section and builds its capacity.
  • Supports in the preparation, implementation and monitoring of the Procurement plans; supervises the processing of the Purchase Requisitions.
  • Participates as an alternate /member of the Local Purchase Committee and provides advice on procurement-related procedures.
  • Coordination and Stakeholder Engagement: Act as the primary link between the project team, local authorities, community leaders, and beneficiaries. The officer will coordinate with government ministries (like the Ministry of Agriculture) and other non-governmental organizations (NGOs) to avoid duplication of efforts and ensure a cohesive response.
  • Monitoring and Reporting: Conduct regular field visits to monitor the progress of activities, verify beneficiary data, and assess the project's impact. The officer is responsible for collecting data, compiling weekly and monthly progress reports, and contributing to donor reports. This includes documenting challenges, successes, and lessons learned.
  • Logistics and Financial Management: Assist in managing the operational aspects of the project, including preparing and tracking requests for materials and services, managing small budgets for field activities, and ensuring compliance with financial procedures. The officer works closely with the logistics and finance departments.
  • Community Engagement and Capacity Building: Facilitate community participation in all project stages, from planning to evaluation. This involves building the capacity of community facilitators, providing technical guidance to beneficiaries, and ensuring a two-way communication channel is maintained.

Required Qualifications

To be successful in this role, a candidate would need:

  • Education: Advanced university degree in public or business administration, finance, accounting, economics, social sciences
  • Experience: Three to Five years of relevant experience in project management/operations and support.
  • Technical Skills: Strong knowledge of agricultural practices relevant to the Yemeni context, including crop production, livestock management, and climate-resilient farming techniques. Experience in conducting assessments, collecting data, and writing comprehensive reports is essential.
  • Extent of experience in formulation, implementation and monitoring of projects.
  • Personal Attributes: Excellent communication, interpersonal, and team-working skills. The candidate should be proactive, able to work independently, and willing to travel frequently to remote and potentially insecure areas. A good command of both Arabic and English is often required.
