Organizational Context

The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
Over time, YRCS has expanded its operations across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. Despite limited resources, YRCS has worked to develop and improve its core functions with support from international partner national societies (German Red Cross, Danish Red Cross, Norwegian Red Cross), the International Federation of Red Cross and Red Crescent Societies (IFRC), and the ICRC. This aims to enhance operational efficiency and deliver effective humanitarian and relief operations in Yemen.

Job Purpose

The Procurement Officer will work with the Logistics Coordinator to ensure effective procurement activities at the headquarters and branch levels. They will ensure the efficient and effective procurement and delivery of goods, works, and services to support YRCS’s humanitarian operations.

Duties and Responsibilities

  • Oversee the implementation of procurement strategies for goods, works, and services in line with YRCS procurement strategy and manual.
  • Ensure procurement processes are competitive, transparent, ethical, and compliant with YRCS policies.
  • Lead and guide procurement officers and assistants at HQ and branches.
  • Collaborate with partner national societies (Norwegian, Danish, German Red Cross), IFRC, and ICRC in procurement activities following Movement guidelines.
  • Identify, assess, and monitor supplier compliance, risks, quality, and financial capacity.
  • Build and manage a strong supplier network to meet program and operational needs.
  • Provide guidance and support to YRCS staff and partners on procurement matters.
  • Develop and maintain national-level contacts to facilitate procurement activities.
  • Contribute to data entry, market analysis, and supply-demand surveys.
  • Participate in developing and updating product specifications and catalogs.
  • Assist in developing procurement plans and tracking tools for project supply chains.
  • Participate in demand planning and forecasting with program staff.
  • Conduct regular market surveys and manage supplier databases.
  • Manage procurement staff in sourcing, contracting, and internal support activities.
  • Coordinate with receiving and quality teams, ensuring compliance with financial rules and Movement codes of conduct.
  • Ensure consistency and auditability of bidding, selection, and contracting processes.
  • Develop and manage supplier relationship strategies, including performance evaluations and audits.
  • Set KPIs and identify cost-saving opportunities while maintaining quality.
  • Coordinate with partners on tender requests and compliance checklists.
  • Manage the full procurement cycle from request to delivery and payment.
  • Obtain quotations and issue purchase orders as per YRCS procurement policy.
  • Act as the focal point for procurement transactions (POs, invoices, etc.).
  • Supervise procurement assistants in sourcing and bid summary preparation.
  • Oversee communication with bidders and archiving of procurement documents.
  • Coordinate and train procurement assistants at HQ and branches as needed.

Job Requirements

Education

  • Degree in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or a related field.

Experience and Skills

  • 3–4 years in the humanitarian field as a Procurement Officer or similar role with proven experience in procurement, distribution, inventory, fleet, and communications management.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and teamwork abilities.
  • Ability to train, mobilize, and manage teams.
  • Flexibility and ability to multitask under pressure.
  • Excellent written and verbal communication skills.
  • Strong organizational skills and ability to meet tight deadlines.
  • Proficiency in English and Arabic (written and spoken).
  • Strong computer skills, especially in MS Office (Word, Excel, PowerPoint).
