Background:
BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015.BCHR aims to ensure the quality and safety of food provided to children and families in the targeted communities.
Overall Goal of the Position:
The Project Manager will be responsible for the overall planning, implementation, management, and monitoring of the school feeding project, ensuring it is delivered on time, within budget, and to a high standard of quality. The Project Manager will lead a team and work closely with stakeholders to achieve the project's objectives and contribute to the well-being and education of the target students.
7. Key Responsibilities:
a) Project Planning and Implementation:
- Develop and refine the project work plan, ensuring all activities are clearly defined, scheduled, and resourced.
- Oversee the day-to-day implementation of project activities, including food procurement, storage, distribution, and meal preparation.
- Ensure that all project activities are implemented in accordance with the project's design, budget, and quality standards.
- Manage the procurement process for all project inputs, including food items and kitchen equipment, following organizational and donor guidelines.
- Ensure the safety and hygiene standards of food preparation and distribution are consistently met.
b) Team Management:
- Lead, mentor, and supervise a project team, including team members,., "Project Officer," "Cooks," "Logistics supervisors,
- Conduct regular performance appraisals and provide professional development opportunities for team members.
- Foster a positive and collaborative work environment, promoting accountability and teamwork.
c) Financial Management:
- Develop and manage the project budget, ensuring expenditures are tracked and aligned with the approved budget.
- Approve project expenditures in accordance with organizational policies and procedures.
- Prepare and submit accurate and timely financial reports.
d) Monitoring, Evaluation, and Reporting:
- Establish and maintain a robust monitoring and evaluation (M&E) system to track project progress against key indicators.
- Conduct regular field visits to project sites to monitor implementation and provide support to the team.
- Prepare and submit high-quality narrative and financial reports to the donor and senior management as per agreed timelines.
- Document project successes, challenges, and lessons learned to inform future programming.
e) Stakeholder and Partner Engagement:
- Build and maintain strong relationships with key stakeholders, and targeted authorities including the Education, school principals, teachers, parents, and community leaders.
- Coordinate with local government authorities and other relevant NGOs to ensure project alignment and avoid duplication of efforts.
- Represent the organization at meetings and forums related to food security and education.
f) Risk Management:
- Identify and proactively manage project risks, including logistical challenges, security issues, and unforeseen events.
- Develop and implement mitigation strategies to ensure the project's continuity and success.
8. Required Qualifications and Experience:
- "Bachelor's or Master's degree"] in Project Management, Development Studies, Nutrition, or a related field.
- 5 years of progressive experience in managing development projects, preferably in the areas of food security, nutrition, or education.
- Proven experience in managing and supervising a project team.
- Strong financial management and budget oversight skills.
- Experience in M&E, including data collection and reporting.
- Excellent communication, interpersonal, and negotiation skills.
- Fluency in English Language.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
