1.    About Action For Humanity

In Yemen, AFH delivers humanitarian, recovery and development programming across sectors including livelihoods and economic recovery, health, WASH, food security, protection, education and other community-based interventions. AFH works with government institutions, universities, donors, civil society, the private sector and communities to deliver accountable, sustainable and locally relevant solutions.

2.    Project and Role Background

The project is an Islamic Development Bank-funded green business incubator and entrepreneurship initiative to be established in Hadramout University with key local stakeholders. The project will combine a practical, environmentally responsible incubation facility with business-development services for youth, women, entrepreneurs, start-ups and micro and small enterprises.
The Project Manager will lead the project from technical preparation and construction/fit-out through operationalization and program delivery, ensuring the facility is safe, adaptable, cost-conscious, environmentally responsible and appropriate to the Yemeni context. The Project Manager is the senior focal point responsible for overall planning, technical leadership, delivery, quality, compliance and results. The role requires a strong engineer and manager who can connect civil works and green design with procurement, stakeholder coordination and the operational needs of a business incubator.

4.    Key Responsibilities

Project Leadership and Delivery

• Lead day-to-day implementation against approved scope, budget, schedule, results and donor requirements.
• Maintain the implementation plan, milestone schedule, procurement plan, cash forecast, risk register and action tracker.
• Coordinate Programs, Engineering, Operations, Procurement, Finance, MEAL and partners, and resolve implementation bottlenecks promptly.

Civil Engineering, Design and Construction

• Lead and coordinate site assessments, design reviews, drawings, technical specifications, BOQs and construction schedules.
• Ensure designs are durable, functional and adapted to Hadramout/Yemen, including heat, energy reliability, water efficiency, local materials, accessibility and maintenance costs.
• Oversee construction, rehabilitation, fit-out and installation; monitor workmanship, materials, quantities, progress, variations and defects.
• Coordinate inspections, testing, commissioning, handover, warranties, as-built documentation and defect follow-up.

Green Building and Environmental Management

• Integrate practical green-building measures such as passive cooling/shading, energy and water efficiency, renewable-energy options, waste reduction, responsible materials and lifecycle-cost considerations.
• Identify and manage environmental, social, health and safety risks during construction and operation.
• Prioritize climate-resilient and locally maintainable solutions suitable for the Yemeni context.

Incubator Operational Readiness

• Lead the transition from construction to a functioning incubator, including furniture, equipment, ICT, utilities, safety systems, maintenance plans and operating procedures.
• Ensure the space supports training, co-working, mentoring, innovation, administration and inclusive access.
• Work with enterprise-development colleagues to align the facility with incubation, mentoring, market-linkage and access-to-finance activities.

Procurement, Budget and Contract Oversight

• Provide technical input to tender packages, specifications, bid evaluations, contractor/consultant selection and procurement tracking in line with AFH procedures.
• Monitor expenditure, commitments, forecasts and variations; support value for money and disciplined change control.
• Verify technical completion and quality before recommending certification/payment, subject to required independent checks and approvals.

Stakeholder and Donor Coordination

• Coordinate with relevant donor representatives, Hadramout University, government counterparts, technical authorities, contractors, private-sector actors and other stakeholders.
• Prepare technical meetings, field visits, presentations, action trackers and decision records, and represent the project when delegated.

MEAL, Reporting and Team Management

• Work with MEAL to establish indicators, monitoring tools and evidence for infrastructure and program results.
• Prepare high-quality technical and narrative inputs for donor reports, management updates and project reviews.
• Maintain complete project records, including designs, approvals, inspection records, variations, progress evidence and handover files.
• Supervise assigned staff and consultants and establish clear responsibilities, deadlines and performance follow-up.

Risk, Compliance and Safeguarding

• Maintain an active risk register covering construction, environmental, safety, financial, procurement, schedule, stakeholder and operational risks.
• Ensure compliance with AFH policies, applicable donor requirements, relevant Yemeni regulations, approved technical standards and contractual obligations.
• Apply safeguarding, PSEA, anti-fraud, anti-corruption, conflict-of-interest and accountability requirements throughout implementation.

5.    Qualifications and Experience

Education

• Essential: Bachelor’s degree in Civil Engineering, Environmental Engineering with strong civil/infrastructure background, or a closely related engineering field.
• Preferred:    Master’s    degree    in    Civil/Environmental    Engineering,    Construction    or    Project    Management, Sustainable/Green Building, Environmental Management or a related discipline.
• Relevant professional certification in project management, green building, construction management, HSE or contract management is an advantage.

Experience

• Minimum 7 years of progressively responsible experience in civil/infrastructure, construction or engineering project management, including at least 3 years in a project leadership or senior coordination role.
• Demonstrated experience delivering buildings, institutional facilities, training centers, incubators, innovation/enterprise spaces or comparable multi-use facilities.
• Strong experience in design review, BOQs/specifications, tendering, contractor management, site supervision, quality control, variations, commissioning and handover.
• Demonstrated experience integrating environmental sustainability, resource efficiency, climate resilience or green-building measures into infrastructure projects.
• Experience with donor-funded projects, development organizations, development banks, universities or government institutions is highly desirable.
• Experience in Yemen or comparable fragile/conflict-affected contexts is strongly preferred; knowledge of Hadramout is an advantage.
• Exposure to entrepreneurship, MSMEs, innovation hubs or private-sector development is an advantage.

6.    Mandatory Portfolio / Evidence of Work

Applicants must provide evidence of relevant previous work. The portfolio should briefly present 2–4 projects personally managed, designed, supervised or technically led.

• For each project: location/client, candidate’s role, dates, scale, key technical features, sustainability/environmental features and the candidate’s contribution.
• Relevant photographs, drawings, completion evidence, reference contacts or links may be included where permitted.
• At least one example should demonstrate adaptation to local climate, resource constraints or a context comparable to Yemen.
• Experience with incubators, innovation hubs, training centers, university facilities, green buildings or flexible multi-use spaces should be highlighted where available.

7.    Required Competencies

• Strong civil engineering judgment and ability to review drawings, BOQs, specifications and contractor proposals.
• Understanding of green construction, passive design, energy/water efficiency, climate resilience and lifecycle costing.
• Strong project planning, budget control, procurement, contract administration and risk-management skills.
• Strong leadership, problem-solving, negotiation, reporting and stakeholder-management skills.
• Professional fluency in Arabic and strong written and spoken English.
• Strong computer literacy; familiarity with relevant engineering/design and project-management software is an advantage.

8.    Duty Station and Travel

Based in Mukalla, Hadramout, with a strong field/site presence and frequent official travel to Aden for coordination with the Yemen Country Office. Additional project-related travel may be required.
FH may use a portfolio review, technical exercise, presentation, competency-based interview and reference checks during selection.
